As I wrap up the initial builds and the first turn I have a couple of questions.

Bases: B11.110 indicates a maximum of six bases may be in the same tactical area (which means that a system can have only six large bases, including a commercial base, in orbit) With the limit of only three bases in U6, does the commercial base continue to count as one of these three?

TCP: B11.70 indicates a TCP can be substituted with either (CB, MB, 3xCPL) or (2xMB, 3xCPL). If the substitution is used, can the incorporated MBs be upgraded to larger bases? Are the CBs and MBs considered large bases for the 3-base limit? IF so, couldn't you build up to three SBs at a system (with 3xCPL) and get the equivalent of the TCP at the system?

I'd assume that anything that is substituted for a TCB counts as that base:
a) CB/MB/3xCPL or the like == TCB in terms of base "slots"
b) things substituted for a TCB have to be "as is". Remember that the TCB/CB are civilian units, not military ones, while a BS/BATS/... is a military unit. Once could argue for an upgrade path of course, to which (speaking as myself), I'd argue that even if it is built to military specs, it has to operate under the civilian limitations (i.e. not shoot at folks).

I agree with this interpretation. So we can assume there is essentially a two SB limit for each Major.

Now, if the "substitute" for the TCB is essentially a TCB, how would you go about converting it to a TCB or upgrading it to a QCB?

Having used B11.70 in U5, all the individual bases counted as individual bases for the max number in orbit (so they counted as 5 of my 6). In U6 the 3 base max would have to be waived for this substitution. (or count the base mix as one base for that purpose).

This is not horrible. If you have a CB, MB and 3xCPLs at a major, you could upgrade the CB to a TCB and remove/scrap the MB and CPLs upon completion to make room for another base.

A CB is a single base with one "pod". A TCB is an overgrown CB with two more pods (still one base). A QCB is a TCB with one more pod. I rather suspect that the only path to a QCB is from a TCB proper, not from mixing and matching other bits.

Answer to the LSO question from the rules committee:
LSOs add special sensors. They do not turn a unit into an SR or scout. B3.15(b)/(c)/(d) specify specific ship classes (SR, scout, aux scouts). While a LSO effectively adds special sensors to a unit (even one which lacks them), it doesn't turn the ship into a "proper" scout.

Reminder; FML, FMS, FRL & FRS are not available in Y155.
Also police frigates can only be built and used by the Merchant Marine.

Perhaps you could download "Microsoft Word Viewer"?

It was free software when I did so years ago.

There is also "Microsoft Excel Viewer".

No my computer is less than a year old, with current versions of MS Office (19.95 through work). Also had a friend try and open it.

I just think the file was corrupted.

Libre'Office can read anything Mike and John are likely to throw at you, cost $0.00, conform to all ISO and the like standards, and run on Linux, a bunch of other UNIX(tm)/UNIX-like OSes, plus Windows/MacOS.
