Klingon Declaration of War upon the Maesron Empire

The Klingon Empire formally declares war upon the Maesron Empire for attempting to incite conflict between the Klingon Empire and the Tholian Holdfast. The Klingon Empire has determined that the Maesron Empire’s intimidation of the Tholian Holdfast, by threatening the Tholian Holdfast with the Klingon Empire’s military might while the Klingon’s were attempting peaceful negotiations with the Tholian Holdfast, is a blatant act of war. The Klingon Empire’s military forces have been mobilized in response to the Maesron Empire threat.

Hi Kurt.

Yes. Except for the modifications made by Mike, the other rules are in effect.

Basically, Minor Powers get advantages with trade pacts. Their Peace Time (PT) mobility lowers the Economic Exhaustion Plateau (EEP) by 2 instead of 1. Their Restoration (RB) mobility lowers the EEP by 4 instead of 2.

YES it is in effect in U-6.

It really helps with the B12.65 Economic exhaustion rules.

Also it pays more $ in Trade Pacts (a lot more),
