I've not been tracking the NPC rate of appearance in my calculation until now. Going back and recalculating:
Game start: 31 known empires, drops to 28 in 155.2, up to 29 in 156.1, down to 26 in 156.2, down to 25 for 157, up to 27 in 158.1, down to 25 in 158.2, down to 25 in 159.1, up to 27 in 159.2.
9 discovered empires, 13 extinct ones (and several others are clearly on the chopping block).
So, superficially, we've never gotten back to the initial 31 known empires at game start (and since the number of player empires has "in theory" been constant or increasing, the number of GM empires has only been trending down). Clearly this is imprecise since the GM has been writing orders for the unknown empires for some time.

Galactic Economic Report
With the appearance of the Beings of Ro Ga, all the previously reported numbers have of course changed...
BEM (Bampton Economic Model) Projections
Incomes (excluding AW, CAN-3, and CAN-5) ranged from 133 for the Caspians to 1647.5.
GGDP (Gross Galalactic Domestic Product) has dropped to 21042 EPs due to localized economic downturns. It was more than 22662 a year ago.
To date, more than 244569 EPs have been extort^wearned.
Non-extinct Minor Empires have between 1.02% and 2.38% of the GGDPI (Gross Galactic Domestic Product since Inception). Major Empires range from 2.95% to 7.06%.
The top 5 empires (random order): Kzinti, Lyran, Hydran, Klingon, ISC.
In spite of their ongoing economic contraction, the Gorns are still marginally ahead of the Romulans.
The Minor Empires have been going through an long, slow decline- they once were 36.5% of the GGDPI and are now only 22.2%. The "hidden" economy was at least 16% of the GGDPI at one point. The GGDPI of the extinct empires peaked in Y157.1 at 6.31% and has been steadily declining to its current 4.08%.

GGDP assumes a number of less than perfect things:
a) a system is producing as soon as you own it on the map (a delay of a turn or two is more likely)
b) anything that looks like a trading pact, is
c) a trading pact is full the turn it is established
d) no MRRs
e) an empire is running their economy flat out- war until just before they hit economic exhaustion, then switching between peace and war to keep it there (note that 'a' causes a secondary error here)
allowances are made for minor/major empire TP and EE rates being different.
Note that the use of Minor Empires is for ones that are not (presumably) player empires- in other words they are NPCs.
An additional error in this model is that some empires would, knowing that they are about to get an 8th major system (or even an additional system), take a peace turn instead of a war one. [The 7->8 case is important because of EE recovery; the n->n+1 is because losing half a turn's income for n systems is better than half of n+1 at some future date.] Picking those up is iffy since sometimes the bump may not be predicted (or precarious enough that the short term gain is worth it).
I assert that as a first order approximation, this is "good enough", and since one lacks visibility into all the nuances of each empire it is probably good enough as a second order one too. After all- there may be empires that get bonuses/penalties on MRR and TP activity.
