I don't think we tried to find every loophole in this rule (for the newer folks, keep in mind that it only came in to being for U3, and now U5/U6).

I have composed something for the Rules Committee to evaluate on the topic.

My space in a campaign like this would be one of trade. Would such a species be able to trade with others and survive?
There seems to be many ravenous hoards that would enslave, or exterminate said species.

The Beauty of this game is you can "TRY" to play it anyway you want. Variables are what make it so exciting & fun. Diplomacy is a huge part of the game, as well as knowing how to war & manipulate your economy...

With the Admiralship comes (my limited) experience as a mentor/team mate, half of what is perhaps the galaxy's largest fleet, shared responsibilities, and the same headaches in dealing with the Federation Council as I have.
It is a sweet deal. All you have to do is destroy 1 of my ships and the northern fleet will be there to "invite you into the fold"!

On the plus side, Galactic Climate Change due to emissions from the UFP's fleet are minimal. The Romulans on the other hand, since we've had our research into more efficient designs blocked for nearly a century, produce massive amounts.

That pretty much sums up the Feds. They are the closest Galactic Power to your idea of a "trading only" policy. Some times the FED Council sees the light. This usually happens when the Galaxy is being dominated by huge alliances. They have to decide which faction to join or risk being gobbled up themselves. SMILE

There is no "Galactic Climate Change", just the occasional Super Nova spreading destruction to nearby solar systems. (Not man caused by the way). GRIN

The Council seems to be less than honorable- breaking treaties so that their now former allies are left in the cold and the aggressors are able to rampage in the UFP's so called "Neutral Zone".

The Council is "all powerful" in the U.F.P., Civil unrest with demands are powerful weapons to use against any Admiral.

The suicidal Gorn migration into Romulan space (and the lack of any meaningful defenses at other locations, even when several other empires are actively conquering their systems) is best explained by Galactic Climate Change making their systems hostile to their lifeform. We have conjectured an alternative explanation, but that requires 'boots on the ground' at system T45 and with two Starbases in orbit (vs. the BATS found over W49), it may take us a while before that occurs.

As to the Federation citizenry, it may be that they have been exposed to either G-23 Paxilon Hydrochlorate or Pylene-50.

GC doesn't model ground operations. Once the orbital defenses are local ships are lost, the system is yours.

Do the I.S.C.'s multiple alliances infer a secret plan to back stab one of those alliances? Seemingly the I.S.C. plan to pacify the Galaxy has been put in play.
The empires neighboring the Concordium should look at the strategic map and analyze the growth picture the Galactic Juggernaut is projecting.
