Goodness, Q45? That is deep in Romulan space. Which is the next Romulan system to be devastated? The Gorn have demonstrated their intent on vengeance.
One wonders at the internal politics of the UFP. Protecting 2 out of 5 systems is not an achievement to be proud of. One wonders at the reasoning to announce to the Galaxy an official inquiry concerning the council's naval commanders. One would think that this would be kept a secret. How would the council feel if the Admiralty announced an official inquiry into the competence the Federation Council???

Still tipping the grog to the wrongfully slain... The Federation Council accepted the Alliance between the Klingons, Romulans, and Federation In Y155 with terms listed below:
Due to long standing aggression toward the following independent states: AA37, X38, T34, R38 and T44; the TriAlliance has determined that protection of these independent systems is paramount to their protection and continued preservation of their cultures. To prevent disruption of their governments the TriAlliance has deemed that they should protect these independent cultures as listed below. The extent of protection provided is solely at the discretion of the responsible Empire, however, it may include, but not limited to: Maritime Military presence, Orbital defenses and a Parent Diplomatic Legislative Structure to ensure outside galactic forces have little chance of disrupting the unique cultures of these systems and to provide a deterrent to aggressive forces. Once the Neutral Zone Treaty expires on Y160 the Empires of the TriAlliance will commence plans for the protection of the below systems. a. The Klingon Empire will protect, to the best of their ability, the following systems and cultures: i. AA37 and T34 b. The United Federation of Planets will protect, to the best of their ability, the following systems and cultures: i. X38 and R38 c. The Romulan Star Empire will protect, to the best of their ability, the following systems and cultures: i. T44
The Federation Council has since provoked U.F.P. citizens to force the Admiralty to demonstrate dishonorable behavior by accepting the breaking of the alliance after only 5 years of peace. The Council has also manipulated the Fleet (by civil unrest) to move to "protect" those systems so designated by the council to be under the protection of other empires and bring them into the Federation fold.
The system at T44 was to be under Romulan protection. With the Gorn attack on these innocent people the Admiralty is preparing a presentation to the Council requesting to activate the home fleet to ensure other systems don't suffer the same Gorn "Justice".
(Downs another mug of Grog and slams it on the Admiral's desk) The job of navies is to protect the galaxy's innocents.

So, it was a Romulan failure.
As an outside observer, it seems to me that the Klingon and Federation "protected" their systems to the best of their ability and understanding of the treaty.
I'll have a "mug of Grog" as well.
I need something to wash down all of this "pop corn"!

The United Federation of Planets appreciates the Imperial Romulan Star Empire's gift of system T44. Would the Preator accept adding an exception to the neutral zone treaty allowing the Federation to access and occupy hexes T43 & T44?

If all empires cooperate and give a complete list of the CP's they have discovered since Y155.1 the U.F.P. will post all of them. It would be awesome if somebody can put them on the galactic map so we can all figure out the supply system the Pirates use.

FRD can only be built at a SC2SY (including BSSY and similar alternatives). Time is same as a normal SC2 unit being built by that yard.
