This might be part of R-2020 or a separate product or never done at all.

It would include ships that could have been built but were not. Plausible "campaign conjectural" ships that nobody had the time or money or interest to build, but which were entirely possible.

While I do not know if the Tholian CWSX and Federation DDLX will end up here or 2020 they are examples of ships that could have been built but which might well have been found unnecessary diversions of effort.

Jeremy Gray proposed that the Lyrans (who build the modular JagdPanther and their heavy war destroyer) might have designed (but probably did not build) a modular version of a heavy command cruiser or heavy battlecruiser, using a special center hull section with four NWO boxes, two convertible AWR boxes, and two rear-firing option boxes (along with two phasers, three bridge, a probe, an emergency bridge, and six impulses boxes). While it seems a bit over-the-top, you know those Lyrans! This went into the Module R3030 file, which is a holding area for never-built ships that might be used in a future module. Jeremy’s SSD for this ship is on file because the internet isn’t forever and we might not be able to find it when and if we need it. This ship does run into the well-known problem that some players only want real shis that were actually built, not ships that could have been built.

Fed DDW -

In the early days of DW development, engineers proposed adding the new 3x6 warp engines to a DD saucer. Warp balance problems or some such issue made the design unworkable, but the resulting ship would have been downright scary -- four photons, 6 ph-1s, 26 power, but wimpy shields, poor turn mode and no safe HET. The DDL, DE and SC variants would also be very tough.

Why the Feds moved to the inferior DW saucer is beyond me.

THOLIAN LIGHT SURVEY SHIP (LSR): The Tholians’ defensive mentality and astrographical position (jammed between the Klingon and Romulan Empires) made the possibility of surveying some unexplored territory unlikely. However, in a non-historical setting, the Tholians might have found a need for a survey ship of some kind to explore new territory. The DD hull seems a natural choice for a survey variant, as the venerable PC is really too small for such a mission, and the more roomy C is not introduced until Y147. Depending on the strategic situation, the C hulls might also have been too valuable as combat ships to devote to non-combat roles. The less expensive DD hull is available in Y115 and would have given the Tholians a survey ship at a very early date.

The LSR is a full-function survey ship; though it is has fewer facilities than more typical Survey Cruisers. It can partially compensate for this by carrying a cargo pack, which would be commonly carried by the ship on survey duty. The full phaser-1 suite of the PC is retained to give the ship a fighting chance if it encounters something hostile, and a single web generator is provided as a defensive measure. If equipped with a snare, it would fire only into the hex directly to the rear, per (E13.32).

The LSR is an unbuilt variant of the Tholian DD (R7.4).
This ship is nimble (C11.0) when not carrying a cargo pack.
This ship can use the gravity landing system (P2.432).

Not sure about the BPV of this one. I gave it a higher economic BPV than the SC (it has fewer sensors but more power) and a higher combat BPV than the PC or PC+ (it's weapons are really no better, but the extra power and other systems still make it more valuable). Anybody have any thoughts on the BPV?

I may eventually design a larger survey ship based on the C as well - if the Tholians do have the hulls available, it would be the most natural choice. As for the Neo-Tholians, it seems entirely reasonable that they would have some type of survey ship in the original Tholian galaxy. Either based on the CL or CA I would assume.
