We want to start play on 1 July. Even if we get 16 players tomorrow, we want to hold the start date to 1 July because people are scheduling around vacations.

I couldn't find it either. Usually there's a link to do so on the announcement page (i.e. on this page) which is what I was expecting. Has registration been set up and we're not seeing it?

Yeah, there is currently nothing on the SFBOL page that indicates that you can sign up for a new tournament of any type (the "Tournament" pull down on the sign up page is blank).
