1)unarmed priority transport (Richard Eitzen)
EVALUATION: Just a target so who cares?
2) more heavily armed transport (Garth Getgen)
EVALUATION: we already did the armed cutter.
3)a large variant APT
EVALUATION: Plausible, but that applies to every ship in the game.
4)a modified Max Trader (garths 24 cargo box, 2*9=18 warp powered version with a movement cost=3/4=0.75),
EVALUATION: You can make any ship bigger. are we desperate for one more ship to take one more page?
5)and just to toss in something different, how about a size class 4 freighter with the limits on range and speed of a skiff?
EVALUATION: Not really needed in SFB.
6. Plus of course the medium freighter (Mike) that this is the topic for. 1 1/2 pods. Or MORE LIKELY a pod plus 2 or 3 skids. For those middle(ish) missions. I would also say that with just one pod it might be a tad faster than a regular freighter.
EVALUATION: Not enough data to understand what is wanted here. We thought existing rules already did this, but when SVC processed proposals somewhere 20 years old and this may predate the later incarnations of the skid rules.

A Planetary Control Base combines the functions of a warning station (with special sensor), Ground based P4 base and fighter base.
BUT, it is awfully big for the smallest of planets.
So you have the situation where it is cheaper to buy the giant base than the smaller bases it replaces...
Proposal: A base that combines:
1) One special sensor
2) One or two transporters
3) A FEW admin shuttles (2 admin and 1 HTS?)
4) Some power
5) A few (more than 2) BPs (6?)
6) Phaser(s). (P4 and 2 P3? 3 phaser 2 (for maximum cheapness?)
This would be the BASIC building block for a colony. It would minimize the number of lifts required to place a functional base on planet (currently you have to buy several bases to get all the capabilities). HOWEVER, it would definately be a case of "all your eggs in one basket."
SVC: Discussions indicated a BPV around 42, and the need for two GWS special sensor bases to cover the rest of the planet's arc. (This thing would replace one of the traditional three.)
CAPTIAN'S LOG PROPOSAL BOARD
Michael C. Grafton proposed a small combined base that would replace one of the three ground warning stations (special sensor bases) normally deployed on a colony. This would include some shuttles, a couple of small phasers, and a transporter, all of which are things the normal ground warning station doesn’t have. Others found the idea unnecessary since if a colony is worth the cost of three warning stations it probably has other ground bases which have the “missing” capabilities.

One of my favorite little "joke" ships, from SFT#33, was the E3X (R3.J4). Yes, an X-conversion of the venerable and much-maligned E3; a wonderful little go-devil with three PH-1, two disruptors and a lonely Gx-rack. I think it would be a dandy addition to this product.
EVALUATION: Could be done if we had a page going begging in a X-ship module. Current thought (30 Sept 2019) is that there will be no X-ships in R13.
