I was reading the write up of a tournament battle in an old captain's log and the Captain unloaded drones from a scatterpack directly into a ship's racks.
Can it work that way or is it 2 deck crew actions taking 2 turns?

Question re PF's getting repaired.
A PF Tender has repair boxes to repair damaged PF's/INT's.
How does a ship with Mech Links installed but without repair boxes repair the PF/INT?
Some of these ships do not have any repair boxes .

Example,
The Lyran BC gets 4 repair boxes when the Mech Link is installed but the Lyran CW does not have any repair boxes when the 2 Mech Links are installed. How is the CW able to repair PF/INTs ?

The PFTs with Repair boxes have special Repair Links (The ones with vertical lines). Only those Mech-links can use Repair to repair PFs. [see (K2.24), (K2.61) and (K2.63)]
A PF on a normal Mech-link must use regular Damage Control to repair itself. [see (K2.43), (D9.7), (D9.2), and (D14.32)]

The CW can't repair it's PFs. I believe that they'd have to be transferred over to the local "true PFT" like that BC.

Weapon statuses allow for carriers to have some fighters armed and/or launched. How does this apply to bases and Hydrans? Does anything with a fighter count as a carrier?

Ginger: per (S4.1), "References to carriers includes fully capable carriers (J4.61) and most Hydran ships (J4.623)." I.e., it includes true carriers (which includes ground fighter bases and fighter base augmentation modules) and hybrid carrier (which is the bulk of the Hydran fleet), but not casual carriers (such as those referenced for the Kzinti in (R5.R6) and the Hydrans in (R9.R6)).

In my experience:

For more casual play both sides just setup incrementally more or less in full sight of the other.

For more competitive play, write down the deployments on paper, and simultaneously reveal. Each side then sets up the other's units, and then each side double checks their own deployment.

1 BPV, your Empire must have deployed Interceptors, and/or Gunboats. Each group of 6 or less PFs count as a ship for command limits, no Leaders or Scouts. Some of the other specialty PFs are available on a case by case basis (Mine layers can have mine laying gunboats etc.) note a limit of 3 squadron equivalents of fighters/bombers/gunboats.

Note most ships are limited to two mech links, that are not PFTs, or Lyran/LDR.

Also note that while the Alpha Octant empires use a "default" mech link refit rule - well, two of them, if you count the allowances for first-generation X-ships in Module X1R separately - both Omega and the LMC assign distinct mech-link refit rules per operating empire.

In the case of Omega, this is due to the "volatile warp" PFs printed in Module Omega #5 varying widely, both in terms of physical size, as well as in the number of gunboats per flotilla. If it helps, these empire-specific rules were consolidated into their respective OR-sections in the 2011 version of the Omega Master Rulebook.

Whereas in the LMC, the concept of "mech-link refits" is limited to the Baduvai, as they are the only Module C5 empire to actually deploy INTs and PFs historically. (There are Jindarians in the LMC, but they never bothered deploying PFs, not even after Operation Unity.)

My guess is that somewhere in those rules, there'll be a reference to where in the (J4.0) rules you'll find what you're looking for.

The disrupted fire control section specifically says "ships" and a pdf search doesn't show the word "disrupted" anywhere in J. But I'm with you in assuming that they can be.
