Ok been looking over Module R4J fun stuff. I was trying to locate a survey ship, and didnt see an SSD or ship description for one. I found a reference though for A Queen Owl Survey Scout in section R4.JR11 I couldnt find any SSDs or additional info on it other then a reference to R4.A16 . Can anyone point me to that or even better what the Alternate timeline Romulan survey ship looks like and availablity? Thanks

Take a Pioneer Eagle, give it Queen Eagle engines, then swap the engines' plasmas for sensors (a total of four for the ship). You are now in business.
I still hope to see an "extras" PDF-only SSD book that provides the other mentioned ships from R4J someday.

Short Answer there isn't one. You would be looking at "Y" era Eagle Scout or maybe an Auxiliary Cruiser/Freighter doing those duties prior to Y166 and the treaty of Sambra or how ever it was spelled.
Maybe you could convince the Klingons to sell you a D6E early.

According to the alternate timeline Master Ship Chart in Module R4J, the Pioneer Eagle would have an adjusted YIS date of Y127 (with a Veiling Device) or Y150 (with the cloak refit).
Although, exactly where the Romulans would be deploying these ships might depend on which alternate timeline is being invoked.
For example, in one of the "Mapsheet P" timelines, one might see these ships operating in a "leased" portion of the "off-map" Paravian Farnest, akin to how the Klingons historically lease access to a portion of the Lyran Far Stars region.
Indeed, the "lost empire" Paravian preview for Federation and Empire in Captain's Log #48 allows for just such an option.

On a side note: just as Module R4J offers a detailed MSC for "early warp" Romulans, one hope I have for a would-be "Module C6R" is that it could potentially allow for a similarly in-depth look at how differently a "Mapsheet P" Inter-Stellar Concordium MSC would be set up.

I am not sure if this is a known issue or not, but the Klingon Master Star Ship book has a pretty significant printing issue. Many of the italicized characters are not printed. For example "Klingon
Master Star Ship Book" shows as "Kli go M e
hip ook". This is from a copy I received from ADB, not one I printed out myself. There are some cases where so many characters are missing I can't even guess as to what the name was. It also seems limited to the first 84 pages. Pages 85 and on appear to be fine.

Is there a table somewhere of deck crew actions and how long each takes?
Can someone give an example of the timing and number of deck crews required to pull 2 type-III drones from storage, load them into ready racks (if necessary), and get them onto a fighter? Based on my reading it looks like:

Ginger, there is no annex, and I am not aware of a reference table of such.
For your specific question, see (J4.821): each drone (being one space) would take one 32 impulse long deck crew action, beginning on any impulse, to move from storage into the ready rack. To then load them onto a fighter is another 32-impulse deck crew action per drone, which can start the impulse after the fighter lands.
However, there are two ways to accomplish this: two deck crews can work together on the same ready rack or fighter, and can do so in either parallel or in tandem, i.e. you can assign two deck crews to load one drone into the rack, taking 16 impulses, then assign them both to load the second, taking another 16 impulses. Similarly, when the fighter lands, you can do the same to load the first drone in 16 impulses (so it's loaded if the fighter needs to relaunch) then load the second.
Note that per (J4.8172) you cannot have crews loading into the ready rack the same time other crews are transferring weapons from it onto the fighter. But you can have one set of crews loading the ready rack while another set is conducting (J4.818) repairs on the fighter.

It's not quite explicitly spelled out, but yeah, multiple deck crews can work together to accelerate actions, since the actual limit is the number of deck crews that can work in the same location (generally two) and that everything is measured in terms of deck crew actions, not saying "a deck crew must spend one action to...". See (J4.823) for an explicit example of deck crews working together to finish an operation earlier.
