If the pseudo-speed is zero (12/Infinity+1) then the ship is indeed still moving (has a maneuver rate of 12, couldn't weasel) but pseudo-speed zero is never called for movement.
That is really the core of the question. If the pseudo-speed is zero when does the ship get to turn? What would the turn mode be? The "No" argument is that it doesn't get to turn until it has a pseudo-speed of at least 1.

I would think You would treat it like being stuck in a web. Just turn when you normally can at your real speed. No movement of course.

Is there a list somewhere that shows which rules are defined in which modules?
I generated a list of all external references in the Master Rulebook and made a spreadsheet. Now I would like to know, for each one, where I can go to find that rule.
If anyone can help me fill in the spreadsheet (you probably need a Google account) I would appreciate it.

I am playing in a campaign game. I have a scenario where I have a BSC. The BSC has 2 cargo modules and an HPM. I have a tug and some pods. Could I dock one of my pods on the base? The tug will be elsewhere with another pod.

external docking looks possible I think, if the Pod were within three hexes of the base (tractor), then it could pull it into range 0 and attach docking clamps.

I'm creating a campaign where the supply situation is very tenuous, and therefore there are no free/automatic resupplies of anything. Is there a cost for PPTs listed somewhere? I'm not able to find anything in the annexes. If there isn't a cost listed, does three points per PPT sound reasonable?

I picked three since a fast, standard drone would be two points, and a PPT seemed like it should be more than a standard drone. Not much more, but a little more. At three points, it ends up costing the same as a fast, heavy drone.

Perhaps comparing the cost of a fast ECM drone might be worthwhile?

I've used them that way as well. Since plasmas have their own ECCM, I like maxing out ECM and forcing my opponent to shoot into 9 ECM points.

Can a scout lend OEW to a ground base on a planet at R15 or does it have to be at R5 or less to do the lending?

Yep, I know it is R5 to shoot at a ground base but could not find any reference re range for a scout lending OEW to a ground base.
As near as I can tell, it is R15?

Wayne, (R1.14C2) just prevents them being engaged by weapons at a range of greater than five, it does not address any other interactions including lock-ons. Thus units generate lock-ons normally so a scout (friendly or enemy) can lend EW from range 15 as long as nothing else is interfering with the lock-on (such the planet such a base is on intervening).

I am afraid that Wayne Douglas Power is correct. You cannot lend ECCM or Offensive ECM or ECM to a ground base you do not have lock on to. So you cannot lend effective EW to a ground base from beyond five hexes range.

Steve, what rule is preventing the lock-on? As I noted, (R1.14C2) just says they cannot be hi by direct-fire weapons or targeted by seeking weapons from beyond five hexes - it doesn't say anything about lock-ons. (R1.14) doesn't mention lock-ons at all (at least as it appears in the 2012 revision of Advanced Missions).
