I suspect that is, in fact, the intent. But I posted here anyway just so people would be aware of the contradiction. Note that the ship entries in Module G3 have a "War Ship Status" column. So if you look up the Fed BB, for example, you see that it has Status of "CNJ" (Conjectural). But the fighter entries have no "Status" so if you look up the S-IVM, you find statistics for it but have no way of knowing it didn't actually exist. The only way to know that would be to check the Tholian Master Starship Book.

Question re Fed IPL Y177,
In CL 24, the Bpv shows 50 CBpv but in G3, it indicates 65 CBpv.

Does anyone know which is the true CBpv ?

The base Federation POL was revised up to 50 BPV (many a long year ago), and Module G3 was published well after Captain's Log #24; Occam's Razor puts the IPL at 65 BPV.

Small freighter "in ballast" (no pods, skids, ducktails, just control and engine) move cost?

Found a post that seemed to infer there is an SSD somewhere but I haven't found it. CL#23 has move cost of unpublished F-S + McCargo pods down to 1/5 so shouldn't be more than that.

Russ, That might be a good ballpark as a normal small freighter is 0.33, a harbor tug [(R1.50) one power skid] is 0.25. So with no skid, might be 0.2 (no official SSD).

Rusman, you were right. Star Fleet Times #43 (1999) has a small freighter in ballast with ducktail. Move cost shown as 1/4. Issue came out between CL#18 and CL#19

CL#23 (2001) talks about F-S with 120 meter (15 cargo box) or 80 meter pod (10 cargo box) with 1/4 and 1/5 move costs respectively. Can't think of a good reason the rig would be faster with a small pod than no pod at all. Maybe the ducktail causes extra drag without the cargo pod wind deflector! :) Also mentions two intriguing data points: only 10% of F-S in Y165 have skids but that doesn't mean they don't become a fad in GW years. Also mentions engine upgrades:

With or without a skid, the F-S in ballast has a move cost of 1/4. one skid on an F-S does not add any to its movement cost. Same for two on an F-L. The fact that an F-S with a small ten box cargo pod has the same move cost is just a bonus for the ship. Its higher speed is the trade off for not hauling nearly as much cargo.

If you consider the smaller cargo pods have/carry less mass, the movement cost would be less as the engine power would move the ship faster.

Wait a minute. I just started going over this in closer detail and I think I see what the other Russ was talking about and it doesn't add up. Something somewhere is incorrect.

I also just dug out my CL#23 to re-read it for myself... "A small freighter with an 80m pod had a move cost of only 1/5 of an energy point per movement factor, while a small freighter with a 120m pod had a movement cost of 1/4 energy point per movement factor."

All three of my copies of (CL#23, R8 & R11) state that skids & ducktails do not increase the movement cost of the freighter. Though to be honest, I would assume an F-S carrying two or three skids SHOULD have a higher move cost and I feel this needs formal clarification either way.

The SSD from SFT#43 shows F-S in ballast with a movement cost of 1/4. I am not aware that the move cost of a pod-less freighter is formally stated anywhere else. So does a pod-less F-S have a move cost of 1/4, or 1/5 or 1/6 or what? This absolutely does need a formal answer to clear things up. Same goes for the F-L move cost and associated differences when carrying more than two skids or different pod sizes.

Thing is, for multi-pod freighters, the overall length must match (between the bridge and engine housings). For example, an FL with a 120 pod and 80 pod would need a 40 skid to balance out.

Yes the issue is, as the most excellently named other Russ points out, move costs (particularly small Freighters) with the various cargo pods, engines, skids, ducktails, etc. There are undefined gaps in the rules for combinations.

Been working up a system that would handle all that but not yet finely tuned on some of the numbers. System must reinforce the defined rules/SSDs (i.e. F-S std engines with 25 box cargo can fit 1 skid + ducktail with no additional move cost but 2 skids with a 25 cargo is a no-go, no 4 skids even without cargo). Got something working but still too early in development to share as I dial in the numbers for the crazy number of possible combinations. Includes the discussed but never revealed improved engine packages and smaller pods from CL#23 article.
The move cost given in SFT#43 I don't give credence to since so much printed in SFT is bonkers like the F-S with twin 25box cargo pods.

Basically every component is given a two digit "mass effect" value. Not truly mass but their effect on move cost. Specific engines, control, skid, ducktail, various pods, etc each have a listed value. The sum value for the freighter is compared to a simple chart of the move cost for each range of "mass effect" summations. Sounds more complicated than it is but here is an example with the numbers I have for now.
F-S with std twin 2 box engines (11) + 1 skid (6) + ducktail (3) + cargo 25 (13) = 33
The chart is the decimal equivalents of move cost fractions 1/3=.33, 1/4=.25, 1/5=.20, 1/6=.16 without the decimal.
Mass effect rounds up so if you have 26 mass effect you have 1/3 move cost.
Can't go above 1/3 (33) as that is too taxing on engine design. That enforces limits on what combos you can assemble.
As far as skids & ducktails declaration they don't add to the move costs: Well that's true from a game perspective with the standard combos but they do have mass. It just doesn't effect the standard freighter layouts in terms of the current game. Start bumping up the engines (which have greater mass effect) and there are instances where that may not hold.

Anyway, don't want to over burden this thread with something that should go into its own proposal thread when it's ready for eval.

Can a Fed CA/CC hull be converted to the CB "Heavy Command Cruiser". I seem to vaguely remember something, somewhere, suggesting that they could not, but I can't find a specific source. I checked the FEDERATION MASTER STARSHIP BOOK and I couldn't find anything that would definitively answer the question. But it did explicitly say that "The heavy command cruiser is a variant of the heavy cruiser (R2.4)." That would seem to indicate that a CA or CC could be converted to a CB.

So which is it, and what's the source of that information? More generally, which (if any) CAs/CCs can be converted to heavy command cruisers? In the KLINGON MASTER STARSHIP BOOK it states "The D7W heavy command cruiser (R3.88) and its variant the D7WD drone cruiser (R3.163) were built on drastically modified D7 battlecruisers and considered to be their own base hull." I can find no comparable statement in the FEDERATION MASTER STARSHIP BOOK that the CB is considered to be its "own base hull". One possible interpretation would be that a Fed CC could be converted to a CB, but a Klingon D7C/D7L could not be converted to a D7W. But that's certainly not the only interpretation, based on the wording I've found so far. So is their a definitive source on converting command cruisers to heavy command cruisers? If so, where?

In F&E, a Fed CA or CC can be converted to a CB and a D7 or D7C can be converted into a D7W (Tactical Operations SIT).

Regarding the freighters, "freighter in ballast" is the same thing as "freighter with no pods". As such, The best movement rate a small freighter with no pods should have is 1/4. It should not be 1/5 and we can chalk whatever was in SFT as playtest material that was eventually superseded.

So, at some point, the "load" on an F-S will drop the movement rate from 1/3 to 1/4. We know a full 50-box pod requires the 1/3 and that no pod gives 1/4. Where the middle is crossed would require some investigation to see what has been printed for various "mini-pods". But, no matter what, the movement rate should not be better than 1/4.

(The F-L would do the same thing, switching from 1/2 to 1/3 at some point with a light enough load.)

To be clear, this is just my opinion and any official decisions will have to be made by the Steves. But I really don't see any configuration of F-S moving faster than 1/4 when the published "F-S with no pods" has a 1/4 movement rate.

Where is the officially "published" pod-less F-S (with a movement cost 1/4)?

The only "Published" SSD of it I've ever seen is in fact SFT#43. And the CL#23 article is the "published" rule reference stating the F-S with a short (10 box) cargo pod is movement cost 1/5. Both cannot be true. One of them must be incorrect
