(YR1.3A-D) Module Y1 Romulan SBS, WBS, YBS, EBS - The Early Civilian Base Station has a rule of YR1.3A. The Romulan Early Base Stations have a duplicate rule for the YR1.3A. I would propose changing the rules to YR1.3A-4A to YR1.3A-4D. This will keep the base of YR1.3A and I believe to be less confusing.
