Annex 10 - Module R4 - Romulan - Category Sublight - Advanced Missions and R4 state the warp-powered version can be distinguishedat level H (or when it moves at warp speeds), but module R1 states the warp-powered version can be distinguishedat level E (or when it moves at warp speeds).
