I'd argue for following the ASC (large auxiliary space control) with 1 plus any lower level converted over. That way if nothing is converted there's an allowance on 1 H, 1 J, and the aux limit for L and S (762.0) [think CL #43 added a 'free' HAP and HSC on PF4/PF5 that covers those slots]

(637.63) ROMULAN SENATE INTERVENTION
At the end of Turn #5, and at the end of each subsequent player turn, roll two dice to determine if the Romulan Senate votes to end the civil war as an ‘unneeded diversion’. If the roll is nine or higher, the Senate ends the civil war. Repeat this step at the end of each turn, adding one to the roll for each subsequent turn. However, if the result of the die roll is between 2 and 4 (inclusive), then ignore any modifiers - the Senate fails to end the civil war on that turn. Both factions will respect the Senate’s vote to end the civil war, and so such a vote ends the scenario. Determine each faction’s level of victory according to (637.61) and (637.62).
(637.64) POPULAR SUPPORT VICTORY
At the end of each player turn (beginning with Turn #3), after influence points are awarded, compare the factions’ total IP scores. If one faction's total score is 150% higher than the other faction, then the Romulan Senate recognizes that one side is clearly pulling ahead and decides to fully back that side's leader. The war immediately ends, and the influence point (IP) leader wins a STRATEGIC VICTORY. The IP trailing faction is DEFEATED. Increase the level of victory for the leader by one step for each additional victory condition met, except for condition #5.
(637.65) UNUSUAL SCENARIO RESULTS
Both sides might lose. In the event both sides lose, the Romulan people as a whole are the losers, and so both players are considered defeated. The players can argue about who was the more defeated, but truly both lose.
Additionally, it is possible for one player to win a draw by gaining 3 conditions, but the other player to win a marginal victory by gaining 4 conditions. Similarly, it is theoretically possible for both players to win some level of victory.
While having two “winners” (or a “draw” and a “winner”) may seem to some to be a contradiction, in reality this is exactly how the sides will spin the results of the ensuing peace at the termination of hostilities. The players, of course, may argue that one player achieved a higher performance than the other, but in the ensuing peace the Romulan factions will still claim a “draw” or “victory,” as appropriate.
(637.7) VARIATIONS
(637.71) NO ISC PACIFICATION: Assume there is no pacification effort by the ISC. Before the beginning of Turn #2, all crippled units of the Fifth Star Legion are released to the Republican faction, and the entire Patrol Detachment is released to Rolandus.
(637.72) FACTION CONTROLLED DEPLOYMENT: Allow for player placement of forces with 60% of the ships within the player's faction-controlled provinces adjacent to the Federation-Gorn neutral zone. There must be a minimum of four ships (total) in these provinces. All other faction units are placed anywhere in player-controlled provinces. As an alternative (but still using the previous conditions), have one player secretly write out the deployment orders first, then have the other player deploy his units before the first player reveals his written orders.
(637.73) PRIOR WAR FATIGUE: Assume that crippled ships from a faction's at-start order of battle cannot be used for any purpose until they are repaired. They can move normally, will defend themselves if attacked, but cannot pin opposing units, hold territory, or be used to dispute territory until repaired. Once a ship is repaired, the controlling faction can use it normally even if it is crippled again.
(637.8) BALANCE
(637.81) SHIPS OR RESOURCES: Remove or add a number of ships or resources associated with a sympathetic fleet. Consider allowing a number of ships to be exchanged for their X-ship variants.
(637.82) INFLUENCE POINTS: Give one side a number of influence points after the first turn of the scenario or have players bid influence points to play a given faction.
(637.83) TREASURY: Add 10-50% of the base economy to the starting treasury of one faction before the scenario begins. A portion of the additional EPs may include XTPs. Consider giving one side a treasury deficit 10-20% of the base economy before the scenario begins.
(636.9) DESIGNER’S NOTES
This scenario is detailed and does not play like a traditional F&E scenario with massive fleets maneuvering and clashing. Pick and choose your battles wisely and be careful to preserve your units. Find targets that are not properly protected.

If it helps, I sent the volume 2 Omega file - along with a "revision 4" to volume 1, updated to account for the material in volume 2 - on the 4th of May 2020.
Actually, if there is an opportunity to review both Omega files, it might be best to ask the FCOL team to wait until the "revision 4" take on Omega volume 1 is ready before considering whether or not to incorporate it. There shouldn't be all that much in the way of changes to the current "revision 3" of volume 1. But I wouldn't want to trouble the FCOL team by asking them to go over this material as it stands, only to ask them to go over it again once "revision 4" was uploaded.
In contrast, I don't have much in the way of errata notes for the LMC file. So it should be more or less ready to go as-is, should both ADB and the FCOL team want to consider supporting it.

(R4.A44) Module HF208 Romulan TKV - For Annex 7G, what should the plasma-D storage be? Using the VLV as a template, I think that it should be 360 (200/20 * 36). The second possibility would be the ICV, which I would keep the same at 500 and not 750 (500/24 * 36), but I think the VLV as a template is the way to go. - Ken Kazinski, 12 Apr 2023. THREE SIXTY. (R1.5-50) SMALL FREIGHTER (F-S): This freighter is not a cargo pod with small engines and a small crew cabin added but is considered a "single" hull. North Polar small freighters can not be fitted with (R1.69) ducktails or (r1.68) skids. Freighters (except auxiliaries) cannot have cloaking devices. See (G14.71) and (G14.73).
Maneuver limit: The small freighter cannot disengage by acceleration (C7.1) and cannot accelerate by more than three movement points per turn (warp and impulse combined).
A North Polar SSD is in Communique #205; use generic counter small freigther counter from the Basic Set, Advanced Missions, and Module R1.
