And yet, even in our galaxy, the Tholias had dreadnoughts in production by the time the Selts arrived.
Hypothetically, suppose the Selts are chasing some refugee Tholians (heavily armed refugees...) and the Tholians actually take over a planet with a major shipyard, capable of building size class 2 vessels, in their new home. The Tholians would have to modify the design for life support reasons, and perhaps to handle Tholian weaponry. But they would already have a source for the large hulls themselves, which was a critical weakness (but one they eventually overcame) for the Tholians in the Milky Way.
The "whole purpose" may be to prevent the Tholians from getting established. That hardly means the Selts are guaranteed to succeed at that purpose. So perhaps the Selts send out their existing Hive and Nest ships in the "first wave" of the Tribunal, while designing a new class of ships, to be dispatched in cases where the first wave ships run into something that can't be handled by cruisers and smaller vessels.

Hive and Nest ships, being very large and unmaneuverable, got me thinking (uh-oh) about something else that would be large and unmaneuverable; Jindarian Battleships.
While I don't think the Jindarians ever built anything that large, I also think that the various Intelligence services would feel remiss in their duties if they didn't come up with projections of what they might be like.
For that matter, what about SMALLER rock hulled ships? Size class 4 rock hulled ships (pebbles? ) might be seen by some caravans as useful.
Anyhootch, how do y'all feel about those?

The background of the "Little Gift" which the Klingons used to persuade the Romulans to attack the Federation is a well-established part of the SFU. The KC9R Behemoth went on to play a significant role in the official timeline.
I am playing a campaign where we have accounted for this as a Klingon special rule, but it is specific to the Klingon/Romulan relationship. I would like to make it generic, so that the Klingons could use this bargaining chip with any empire, but I am loath to make SSD changes myself. I had hoped to assemble a full set of C9s for other empires using the "Brothers of the Anarchist" series, but no luck.
I would like to suggest dedicating one of the "Brothers of the Anarchist" articles to exactly this: A C9 Behemoth for each major empire.

So far as the Behemoth is concerned, I'd rather see a "KC6R" version of the actual ship itself - both to finesse its story in the historical timeline, as well as to facilitate a would-be "Day of the Condor" scenario for F&E.
Bear in mind that, in the case of the Romulans, they had already established a logistical base - albeit a limited one - capable of supporting Kestrel-series warships by the time the Behemoth was made available for purchase. For other Alpha Octant empires, such as the Lyrans (who do use certain imported Klingon technologies, but not to the extent of using "full-sized" imported warships), the prospect of integrating a foreign-built dreadnought into their existing logistical base might be somewhat less appealing.
Plus, from an out-of-universe perspective, there are already quite a few cases of Klingon technologies ending up in the hands (or whatever) of other empires. For what (little) it's worth, I'm not entirely enthused about the prospect of adding yet more empires to that list...

One comment about the Seltorian Light Battleship, which I suggested for inclusion in CL55; If ADB does decide to include it, I hope they will reconsider the BPV. Although I have never played with that ship, my "gut feeling" from examining the SSD is that the BPV is too low. My single biggest reason for coming to that conclusion is the extremely good power availability, 75 points of generated power with 13/4 MC. This gives it a huge amount of power at high speed; more than anything except an X-cruiser (and more even than some of them).
Consider the B10. It generates 79 total power (IIRC) with MC 2. So it generates 4 more power than the Seltorian Light Battleship, but at max speed will it will spend 71/2 more for movement. Or consider the various light dreadnoughts. Of these, I believe the Romulan Shrike generates the most power (of any that were actually built), at 58. At max speed it will pay 15 less than the Selt for movement, but it generates 17 less. So even the most power-heavy of the light dreadnoughts is slightly inferior in available power to the Seltorian, at high speed, and grossly inferior at low speed.
The Seltorian Light Dreadnought is clearly not up to "true" battleship standards in some respects, especially shields and reserve power. But based first on its generated power / Movement cost, and second on its phaser suite, I still can't help thinking the BPV from the Communique is too low, and hope ADB will at least take a look at it.

I love good stories, but the real problem is getting them past The Petrick Filter TM. You have to fit the history and geography and politics and technology. I like Orion stories as well as any others.
