Added the Seltorian NCA to the proposed list of new ships for Book 2.

So far, the play test staff has received ship rosters for 9 new Orion ships, 14 Tholian ships, one new weapon, and an entire set of rules for optional weapon mounts on Orion pirate ships.

This past week has simply been a review of the rosters for both empires.
Some errors have been found and corrected.
Several questions have been answered.

Next week should see some testing of the new Orion and Tholian ships as we attempt to establish balanced costs for the optional weapons and get our first look at the infamous Tholian
Web.

Fast Dreadnoughts and Heavy Dreadnoughts would be cool. while the Heavy Command Cruisers would be great I do not believe they are all in FedCom yet.
