Star Fleet Universe Discussion Board: Federation & Empire: F&E INPUT: F&E Scenario Proposals: Update to the F&E2K Scenario (602.0): The Tempest: Archive through April 19, 2006
By Ryan Opel (Ryan) on Sunday, April 09, 2006 - 09:26 pm: Edit

Hurricane shows 2 D7As and 2 D5As. They are divided as follows.

D7A in Sec A, D7A in Sec D, D5A in Sec B and D5A in Sec C. At this time there should 5 SFG ships so one has been lost by the start of T10.

By Dale Lloyd Fields (Dylkha) on Sunday, April 09, 2006 - 10:50 pm: Edit

Destroyed Ships:
As expected the Hydran GPD (being a secondary source) do not have much detail. It does mention that the entire Expeditionary Fleet was sent off. Presumably this includes the specialty ships LNG, 2xLGE, FCR, TG as you already know. The Starships of the Hydran Royal Navy says the two DNLs (Malatryx and Fematryx) were never replaced (as others have stated).

This didn't work out in providing additional information, but I'll see if I can look through the GPD Klingons Monday night to see if it mentions any particulars.

By Mike Curtis (Nashvillen) on Sunday, April 09, 2006 - 11:14 pm: Edit

Chuck, working on the VC. It will take until tomrrow night to work it out.

Most of the VC are clear, but the eco side needs some more work.

We may have a situation like what I described to you two years ago with another scenario. I will know more after I look at it more tomorrow.

By Chuck Strong (Raider) on Sunday, April 09, 2006 - 11:48 pm: Edit

No hurry on the VCs as they should be one of the capstones of this update effort.

By Chuck Strong (Raider) on Sunday, April 09, 2006 - 11:59 pm: Edit

There can only be a maximum of FOUR SFGs in existance at the very start of this scenario (Y171F):

1. The D7A "At Start" on (703.0) OOB built in Y165;
2. the Y169S SFG module;
3. the Y170S SFG module;
4. the Y171S SFG module (which will go on a D5A)

The first must be a working prototype as there are no SFG modules available between Y166-8 by rule.

I'm thinking that at least one was lost for the at start of Tempest and we might assume one more was lost before Hurricane but we can also leave it unsaid that the boom was recovered with the SFG intact leaving four for that scenario.

Pegasus-class Report from CL25 pg 26

PGS Endurance Y168F - Y183 (Add)
PGS Perseverance Y169S - Y170 (Removed)
PGS Reliable Pre-GW - Y174 (Must remain in OC)
PGS Continuity Y169 - Y175 (Add)

Just FYI for Hurricane:
PGF Royal Ark Y172S - ?

By Ryan Opel (Ryan) on Monday, April 10, 2006 - 01:34 am: Edit

I'm wondering about adding 2 survey ships to the Hydrans. Maybe not for this scenario but we have two references for the Hydrans sending additional Survey Cruisers to find more resources.

R9.A4 says a new Pegasus Survey Cruiser was sent in Y174 and the Pickett (R9.68) after the fall of the Capital. Maybe put these in as a seperate item for SVC consideration that upon the fall of the Hydran Capital they can withdraw a Pegasus on S174 and a Ranger loss plus 2 turns and add to the Survey ship totals.

Is there a later scenario then Hurricane that up to date that I could play with the Econ to see if it works both with and without extra survey ships?

By Chuck Strong (Raider) on Monday, April 10, 2006 - 02:30 am: Edit

Gale Force follows the Tempest scenario.

As I stated earlier, I might add a line for SO units in the OOBs if Steve wants it. The other stuff may have to wait until SO comes out.

By Lawrence Bergen (Lar) on Monday, April 10, 2006 - 06:25 am: Edit

Can we call StratOps, StO or something? SO has already been done as SpecialOps and put to bed.

By Scott Tenhoff (Scottt) on Monday, April 10, 2006 - 03:28 pm: Edit

Quote:

Ryan said: withdraw a Pegasus on S174

This can/should be handled by the Survey Ship rules, and just allow the Off-Map Guild shipyard to produce ONE PGQ, counting towards the limit of four PGSs.

By John Robinson (John_R) on Monday, April 10, 2006 - 07:41 pm: Edit

This is not really the place for that, but I thought the 4 per type limit had been removed.

By Mike Curtis (Nashvillen) on Monday, April 10, 2006 - 09:49 pm: Edit

Chuck,

You asked for an evaluation, here it is (I crunched the numbers to arrive at these and present them in the text):

602.3 Tempest Victory Conditions:

Decisive Victory One
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Both Kzinti and Hydran Capitals are held by the Coalition.
Decisive Victory Two
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Federation Capital is held by the Coalition.
Decisive Victory Three
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Coalition has captured the Kzinti Capital
4. Destroyed 50 Battle Station Equivalents
5. Devastated all planets in the Hydran Capital
6. Reduced the Alliance economic income to less than 200 points.
Decisive Victory Four
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Coalition has captured the Hydran Capital
4. Destroyed 50 Battle Station Equivalents
5. Devastated all planets in the Kzinti Capital
6. Reduced the Alliance economic income to less than 200 points.

Major Victory
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Total Alliance economic income is 200 points or less
4. Destroy 50 Battle Station Equivalents

Tactical Victory
1. Coalition has more ships than the Alliance excluding unreleased Federation Ships
2. Neither Coalition Capital has been captured
3. Total Alliance economic income is 250 points or less
4. Destroy 35 Battle Station Equivalents

Alliance Victory
1. Any other result is an Alliance Victory

Breakdown of each:

Decisive Victory One:
1. The Coalition starts with 60 more ships than the Alliance. Normal construction will bring that advantage down to 36 ships, but the Hydrans and Kzinti are not expected to build full schedules with the limited economy they have.
2. This should not be a problem keeping the Coalition capitals.
3. Capturing and holding on Turn 9 both Kzinti and Hydran capitals will be very difficult especially with just a 60 ship advantage over three fronts. If the Federation is brought in with limited war only then taking and holding the Hydran capital should not be a problem. Holding the Kzinti capital will be very difficult at best, but not impossible.

Decisive Victory Two:
1. The Coalition starts with 60 more ships than the Alliance. Normal construction will bring that advantage down to 36 ships, but the Hydrans and Kzinti are not expected to build full schedules with the limited economy they have.
2. This should not be a problem keeping the Coalition capitals.
3. Taking the Federation Capital with only a 60 ship surplus and keeping the Hydrans and Kzinti at bay will be very difficult also, but again, not impossible.

Decisive Victory Three and Four:
1. The Coalition starts with 60 more ships than the Alliance. Normal construction will bring that advantage down to 36 ships, but the Hydrans and Kzinti are not expected to build full schedules with the limited economy they have.
2. This should not be a problem keeping the Coalition capitals.
3. The Kzinti Capital can be captured easily, held is another story, but the requirement is just to capture. The Hydran Capital would be easy to capture also. Previous conditions specifically state capture and hold. This one just says capture.
4. The Coalition starts with a 21 Battle Station head start towards the 50. Another 18 more can be easily obtained from the Kzinti and Hydran space. The other 11 can be also easily obtained from the Federation. The question is how many will the Alliance destroy in the process also.
5. Devastating the Hydran or Kzinti home worlds should not be a problem.
6. This is the real problem. Reducing the Alliance economic output to less than 200 in three turns will be nearly impossible. The Alliance starts with 321 points. Looking at two options:
Kzinti53
Hydran47
Federation221
321
Victory Level-200
Eco to take121
Survey for Z 2
Survey for H 3SR2
Survey for H 4SR4

Take Z Space and crip Capital-23
Fed Line 2601-2608-3111-3116-69
Net eco for Alliance with Scenario A w/3 H SR213
Net eco for Alliance with Scenario A w/4 H SR215
Scenario B
Take Z Cap and Space-30
Take H Space and Crip Capital-12
Fed Line 2601-2608-3111-3116-69
Net eco for Alliance with Scenario B w/3 H SR220
Net eco for Alliance with Scenario B w/4 H SR222

Scenario A provides the best option of the two only requiring another 13 or 15 eps to take from the Alliance by the end of turn 9, but this also requires penetrating beyond the line from 2601-2608-3111-3116 to take the additional 13 or 15 eps from the Alliance. Not an easy task against a competent Alliance player in three turns.

Major Victory:
1. The Coalition starts with 60 more ships than the Alliance. Normal construction will bring that advantage down to 36 ships, but the Hydrans and Kzinti are not expected to build full schedules with the limited economy they have.
2. This should not be a problem keeping the Coalition capitals.
3. See above for information on economics
4. See above for information on BATS equivalents.

Tactical Victory:
1. The Coalition starts with 60 more ships than the Alliance. Normal construction will bring that advantage down to 36 ships, but the Hydrans and Kzinti are not expected to build full schedules with the limited economy they have.
2. This should not be a problem keeping the Coalition capitals.
3. See above for information, should be obtainable.
4. See above for information on BATS, should be obtainable

Alliance Victory:
The key for Alliance Victory as I see it is the first two of the victory conditions for all the Coalition victory. Namely part one, kill Coalition ships! If you can kill 36 more Coalition ships then you lose then you can win the scenario.

If you can capture a coalition capital then you opponent has made a grievous error.

GPD and GPD: Klingons Report:

GPD: Klingons has no specialty ship destruction notes for Y168-Y171.

GPD does have the following info:

Y170 SH15 (K-Z), SH18 (K-H).
Y171 Kraknora revolts and the entire task force sent there disappears. What it doesn't state are a scenario identification number or whether the task force was DSF or ISF. Someone familiar with that scenario would have to provide additional information.

Sorry there wasn't anything further in the GPD stuff.

By John Robinson (John_R) on Tuesday, April 11, 2006 - 07:54 am: Edit

SH18.0 in Module S1 is "Supply Voyage". It is K vs H. The Klingon force is D5H, D5G, TG-B, and E4B. But, this force mauled the Hydran force (TR, LN, HN, and CU). The historical outcome does not even mention any damage received by the Klingons.

Ryan:

You stated: "(Comments) Since this is F169 and both the F171 and S173 both show the Hydrans as having 3 FCRs..."

Where is the F171 reference?

By Chuck Strong (Raider) on Thursday, April 13, 2006 - 03:37 am: Edit

R9.71 DDS three build between Y171-2; will include one from Y171S leaving two for the future.

By Ryan Opel (Ryan) on Thursday, April 13, 2006 - 08:48 am: Edit

525.323 DDS says you get a discount doing the 1st 2 DD>DDS conversions. 3pts each or 5pts for the 2 of them. I'd lean towards doing 2 on Y171S and leave the other.

As for the F171 part of the comment I've got no idea. The rest of the comment stands.

By Chuck Strong (Raider) on Thursday, April 13, 2006 - 09:50 am: Edit

Based on the (525.323), I'll add two to the AO portion of the OOB -- thanks.

Before anyone comments that there should be more or less of any given hull, please research your suggestion with the SITS/YIS/MSC/R-sections/CLs & build schedules (like we have been doing so far). If I have made a mistake please provide a reference.

Chuck,

The Kzinti DDV from FO was a training carrier at this point off map. It was not activated until later and was lost in a duel with the Lyran CV Red Claw Glory.

It should be mentioned, but require its fighter activation cost to use.

Ditto for the two Federation CLV's from FO in the same role for the same reasons.

DDV will be removed but the Kzinti player may activated DDV per the AO rule.

The Feds are not activated until this scenario begins, so this is not a factor.

Chuck & CO. Question on rule 602.55

Under Kz setup it says that Province 1402 is contested. This must imply then that:

- The Alliance (Kzinti) must be required to put at least ship in this province.
- The Coalition (one of them) must be required to put at least 1 ship in this province.
- These ships cannot be in the same hex.

Are their limits associated with the set up of this province? Minimum # of ships (assume 1)?
Location of Ships?
Which coalition race is contesting (does it matter)?

In the set-up order would it not be right to set up the Kzintis in 4 of the 5 hexes requiring one or both coalition race(s) to put their unit(s) in the one remaining hex?

The MB's listed in the set-ups that you guys have discussed. Since those are given in specific theatres they are tied directly to that sector theatre area correct? Did you get a ruling about if they can be set up or not?
