(6TM.0) Twisted Wind

This scenario represents an alternate history leading up to the period of the general war. There has been a restless peace between the 4 Powers with rare sparks of anger (the 4 Powers War has never taken place). The Tholians were quickly wiped out by the Klingons before the Federation could intervene.
For years the Klingons and Lyrans have been plotting the demise of the Hydrans and planned to eliminate the Hydrans once and for all in the Spring of Y169. An unfortunate incident in the Spring of Y168 dreailed the well-crafted plans when a Kzinti carrier group training near the WYN cluster, stumbled upon a lone Lyran cruiser. After the exchange of weapons fire the Lyran cruiser limped back home. Sadly, the son of the Lyran King was killed during the exchange. Through the judicious use of Klingon diplomacy, the battle plans collapsed with the Klingons declaring war on the Lyrans (after receiving a non-aggression pact with the Federation)!
In Jan Y169, the Federation decide to increase their empire by declaring war on the Gorns! The Federation first entertained thoughts of forming a non-aggression pact with the Romulans, but they would not commit. Knowing they would need at least one secure border they offered a non-aggression pact with the Klingons. The Klingons accepted knowing that they would have their attention occupied with the eradication of the Lyran presence anywise.
In July Y169, the Kzintis still angry over the losses in the last war took this opportunity to take territory away from the Federation. They assumed the Federation would not have the stomach to fight a two front war. The Patriarch could not have been more wrong.
In Jan Y170 the Hydrans, noticing the shift of power, and seeing that the Klingons would obliterate the Lyrans, realized that if the Klingons had complete dominion over all Lyran space that Hydran future destruction would be all but assured, attacked the Klingons.
The Federation released the 3rd Fleet from the Klingon border to repulse the Kzinti attack, establishing the Klingon/Federation alliance.

(6TM.1) GENERAL NOTES

(6TM.11) Each empire starts with a number of Prime Teams equal to the number of their reserve markers.

(6TM.12) Setup in the following order: Klingons, Lyrans, Federation, Gorn, Hydrans, Kzinti, and Romulan.

To reflect the still touchy relations no Hydran unit can enter Lyran space until turn 4. No Kzinti can enter Lyran space until turn 7. No Lyran unit can enter Hydran space until turn 4. No Lyran unit can enter Kzinti space until turn 7. No Federation or Klingon until can enter the others territory until turn 4.

(6TM.13) All races can use tugs to deliver EPs from turn 1. But cannot do anything else until the required turn. (E.g. set up MB, etc). Unless at Limited War (602.49)

The Romulans may enter Gorn territory on turn 6 (when they show up to pull the Gorn fat out of the fire.)

(6TM.14) Commercial Convoys:
2 for Federation-Klingon. On turn 1 place one on a Federation starbase.
On turn 2 place the second on a Klingon starbase.
1 for Hydran-Lyran. On turn one put it on a Hydran starbase.
1 for Lyran-Kzinti. On turn 7 put it on a Kzinti starbase.
1 for Gorn-Romulan. On turn 2 put it on a Romulan starbase.
1 for Hydran-Kzinti. On turn 3 put it on a Hydran starbase.

The Federation-Klingon commercial convoys must travel between four different starbases. This will create two distict and different routes between the Federation and Klingon starbases.

(6TM.15) Off Map Routes:
The Hydrans are connected to the Kzinti’s via off map movement. This route takes the same amount of time as the Kzinti-Gorn off map route did. The Hydran Kzinti off map route travels through the Lyran Far Stars territory, There is no Kzinti-Gorn off map route, as it is blocked by the Federation.

(6TM.2) SPECIAL RULES

(6TM.21)Federation Special Rules:
While the Federation has traditionally been a peaceful nation, fighting only in self defense, it could have been otherwise. These rules reflect how different the Federation is for this scenario.
(6TM.211) Economy: The Federation, is on a wartime economy, but receives only 50% (110.5eps) on Turn 1. On turn 2 they are at 75% (165.75eps) economy Full War. On turn 3 they are at 100% (221eps).
(6TM.212) Star Fleet: The fleet of this more militant Federation would be more powerful than that shown in the historical Order of Battle and uses the changes listed below.
• Delete all Pre War Construction units. Any activated ships are placed in mothballs and can then be activated under (434.0). The mothballed DNs are 10pt early DNs and follow (442.51).
• All new construction dreadnoughts and any non activated dreadnaughts listed in the Order of Battle are 12-points (DNGs). This is an exception to the MSIT.
• The Federation can withdraw more survey ships from the 2nd Fleet (one per turn, up to a maximum of three additional ships) and use them as CVLs. (The fighters are free.) This will reduce the number of survey ships searching for new provinces under rule (505.2).
• The Federation can begin activating the mothball fleet on turn 1, at the rate provided in their Order of Battle (702.0).
• The Federation uses the Fall Y172 production schedule on turn 1 and then uses the Y173 construction schedule through turn 14 Fall Y174.
• The units in the 3rd fleet are those listed in the 5th fleet. Those units in the 5th fleet are those listed in the 3rd fleet.

(6TM.22) Treaty of Smarba:
The Klingon and Romulan treaty of Smarba resulted in an exchange of technology but no actual ships were exchanged. The following rules reflect this exchange of technology.
• There are no Krestal (KR ships). All KR ships except for the K9R are placed in the Klingon mothball fleet.
• The Romulans will use the alternate Order of Battle in (704.0).
• All Romulan space is surveyed at the beginning of the scenario.
• The Klingons may build maulers at the rate provided in their order of battle.
• The Lyrans did not receive mauler technology from the Klingons and are prohibited from building maulers unless they capture one. If they capture a mauler they must scrap it and can build their own maulers two complete turns after the mauler is scrapped. No EPs are received if this option is used with the first captured Klingon mauler.
• The Gorns may build the conjectural maulers on their SIT beginning two turns after the Romulans enter Gorn territory. The Gorns may build a maximum of two maulers per turn.

(6TM.23) LDR:
The normal LDR territory rules apply with the following exception. The Klingons must have a Diplomat in supply to keep the LDR from rejoining the Lyran Empire under (540.29).

(6TM.24) Battleships:
The Klingons build battleships under the normal (436.0) rules. The Federation may begin building their first battleship following (436.0) beginning in the fall of Y171. Other empires may begin building battleships in the fall of Y173 following (436.0). There are no direct builds of a battleship by any empire.

(6TM.25) Vudar
The Vudar enclave (617.5) is used if using Advanced Operations.

(6TM.3) SCENARIO SCHEDULE:

(6TM.4) NEUTRAL ZONE OPTIONS:

(6TM.41) On turn 2 (Fall Y169) the Klingons will annex the Fed-Klingon neutral zone. This is part of the non-agression pact between the Federation and Klingons. Add the following three provinces to the Klingons. Province one (1907-1911), province two (1912, 1913, 2013, 2114 and 2214), and province three (2315, 2415, 2516, 2616, and 2717) The 2 minor planets must be annexed by diplomatic activity if Diplomacy (540.0) is used. The Planets are annexed separately from the hex the planet is located in.
(6TM.42) The Gorns may, on Turn2, begin annexing the following hexes on the east side of their territory: 5301-5304, 5401-5403, 5501-5503, 5601-5602, 5701-5702, and 5801. The planet in 5403 must be annexed by diplomatic activity if Diplomacy (540.0) is used. The planet is annexed separately from the hex the planet is located in. The ISC would stop any further eastern expansion of the Gorns.
(6TM.43) Any result of a 6 along the Klingon-Federation neutral zone or 5403 results in the planet remaining neutral with no further rolls allowed. This is an exception to (540.251).

(6TM.5) VICTORY CONDITIONS:

The coalition wins if they capture 3 alliance capitals. The alliance wins if they capture one coalition capital. The Organians decide this galaxy is insane, and leave.

(6TM.6) SECTORS:

This scenario may be broken down into the following sectors:
A. Hydran-Klingon
B. Lyran-Klingon
C. Kzinti-Klingon-Federation
D. Gorn-Federation
E. Romulan-Federation-Klingon


(6TM.7) BALANCE OPTIONS:

(6TM.71) any balance option listed in (653.0) may be used.
(6TM.72) The Romulans have not had enough time to explore all of their eastern territory and must explore it as stated in (603.15).
(6TM.73) Replace all Klingon maulers with the equivalent base hull. No maulers may be built by the Klingons or the Lyrans.

(6TM.DN) DESIGNERS NOTES:

The original concept and idea for this scenario was written by John Wong, with ideas from Chuck Shevin, John Smedley, Jimi LaForm, and Bill Schoeller. Additional input was given by Lawerence Bergen and Joe Stevenson.
The original scenario had setup rules that were more than SVC would allow with border changes on the map at the start of the scenario. However, previously published items allowed me to make use of them to make up for the border changes I had to delete. The three most significant changes are the Klingon use of the No Tholians Option (655.0), The Militant Federation (659.0) published in Captain’s Log 10, and the Romulan alternate Order of Battle in (704.0). The Romulans where given the eastern territories explored as well.

The Klingon home fleet may deploy on any Lyran border BATS except 0906 and 1013. I left that out by mistake. I'll edit the rules later to include it.

How do you calculate victory if 34 turns go by and no one takes a capital? Use the system given (adding up bases destroyed, ships left, etc.?)

Comments and Suggestions on the following Gorn Construction Schedule. This is definately more reasonable than using the PWC listed in (706.0) as they would be at war not building up a fleet in peacetime.

The Gorns use the following construction schedule from the Fall Y168 to the Fall Y173:

(6TM.0) Twisted Wind

This scenario represents an alternate history leading up to the period of the general war. There has been a restless peace between the 4 Powers with rare sparks of anger (the 4 Powers War has never taken place). The Tholians were quickly wiped out by the Klingons before the Federation could intervene.
For years the Klingons and Lyrans have been plotting the demise of the Hydrans and planned to eliminate the Hydrans once and for all in the Spring of Y169. An unfortunate incident in the Spring of Y168 derailed the well-crafted plans when a Kzinti carrier group training near the WYN cluster, stumbled upon a lone Lyran cruiser. After the exchange of weapons fire the Lyran cruiser limped back home. Sadly, the son of the Lyran King was killed during the exchange. Through the judicious use of Klingon diplomacy, the battle plans collapsed with the Klingons declaring war on the Lyrans (after receiving a non-aggression pact with the Federation)!
In Jan Y169, the Federation decided to increase their empire by declaring war on the Gorns! The Federation first entertained thoughts of forming a non-aggression pact with the Romulans, but they would not commit. Knowing they would need at least one secure border they offered a non-aggression pact with the Klingons. The Klingons accepted knowing that they would have their attention occupied with the eradication of the Lyran presence anywise.
In July Y169, the Kzintis still angry over the losses in the last war took this opportunity to take territory away from the Federation. They assumed the Federation would not have the stomach to fight a two front war. The Patriarch could not have been more wrong.
In Jan Y170 the Hydrans, noticing the shift of power, and seeing that the Klingons would obliterate the Lyrans, realized that if the Klingons had complete dominion over all Lyran space that Hydran future destruction would be all but assured, attacked the Klingons.
The Federation released the 3rd Fleet from the Klingon border to help repulse the Kzinti attack, establishing the Klingon/Federation alliance.

(6TM.1) GENERAL RULES

(6TM.11) Each empire starts with a number of Prime Teams equal to the number of their reserve markers.

(6TM.12) Setup in the following order: Klingons, Lyrans, Federation, Gorn, Hydrans, Kzinti, and Romulan.

To reflect the still touchy relations no Hydran unit can enter Lyran space until Turn 4. No Kzinti can enter Lyran space until Turn 7. No Lyran unit can enter Hydran space until Turn 4. No Lyran unit can enter Kzinti space until Turn 7. No Federation or Klingon until can enter the other’s territory until Turn 4.

(6TM.13) All empires can use tugs to deliver EPs from Turn 1. They cannot do anything else until the required turn. (e.g. set up MB, etc). Unless at Limited War (602.49). The Romulans may enter Gorn territory on Turn 6 (when they show up to pull the Gorn fat out of the fire.)

(6TM.14) Commercial Convoys:
2 for the Federation-Klingons. On Turn 1 place one on a Federation starbase.
On Turn 2 place the second on a Klingon starbase.
1 for the Hydran-Lyrans. On Turn 1 put it on a Hydran starbase.
1 for the Lyran-Kzinti. On Turn 7 put it on a Kzinti starbase.
1 for the Gorn-Romulans. On Turn 2 put it on a Romulan starbase.
1 for the Hydran-Kzinti. On Turn 3 put it on a Hydran starbase.

The Federation-Klingon commercial convoys must travel between four different starbases. This will create two distinct and different routes between the Federation and Klingon starbases.

(6TM.15) Off Map Routes:
The Hydrans are connected to the Kzinti’s via off map movement. This route takes the same amount of time as the Kzinti-Gorn off map route did. The Hydran Kzinti off map route travels through the Lyran Far Stars territory. There is no Kzinti-Gorn off map route, as it is blocked by the Federation.

(6TM.2) SPECIAL RULES

(6TM.21)Federation Special Rules:
While the Federation has traditionally been a peaceful empire, fighting only in self defense, it could have been otherwise. These rules reflect how different the Federation is for this scenario.
(6TM.211) Economy: The Federation is on a wartime economy, but receives only 50% (110.5EPs) on Turn 1. On Turn 2 they are at 75% (165.75EPs) economy Full War. On Turn 3 they are at 100% (221EPs).
(6TM.212) Star Fleet: The fleet of this more militant Federation would be more powerful than that shown in the historical Order of Battle and uses the changes listed below.
• Delete all Pre War Construction units. Any activated ships are placed in mothballs and can then be activated under (434.0). The mothballed DNs are 10pt early DNs and follow (442.51).
• All new construction dreadnoughts and any non activated dreadnaughts listed in the Order of Battle are 12-points (DNGs). This is an exception to the MSIT.
• The Federation can withdraw more survey ships from the 2nd Fleet (one per turn, up to a maximum of three additional ships) and use them as CVLs. (The fighters are free.) This will reduce the number of survey ships searching for new provinces under rule (505.2).
• The Federation can begin activating the mothball fleet on Turn 1, at the rate provided in their Order of Battle (702.0).
• The Federation uses the Fall Y172 production schedule on Turn 1 and then uses the Y173 construction schedule through Turn 14 Fall Y174.
• The units in the 3rd fleet are those listed in the 5th fleet. The units in the 5th fleet are those listed in the 3rd fleet.
• The Federation Home Fleet may set up within 6 hexes of 2908.
• The Federation 3rd Fleet Reserve Marker may, on Turn 2, be reassigned if desired by the Federation player to either the 7th Fleet, or ships along the Gorn border, or remain with the 3rd Fleet. If assigned to the 7th Fleet it remains with the 7th Fleet until released.
• A second Engineer Unit (541.0) is received, at no cost, on the turn following Romulan entry into Federation territory.

(6TM.22) Klingon Special Rules
(6TM.221) Tholian Space: There are no Tholians in this scenario. Use (655.0) for modified Klingon setup rules.
(6TM.222) Kalesta: use (511.222) not (655.4) for the planets in 2919. This will add 15 EP not 7 EP per turn to the Klingon economy before exhaustion sets in.
(6TM.223) Off Map Area: The Klingons will lease off map territory from the Federation instead of the Lyrans as per (506.3).
(6TM.224) IWR Squadrons: The IWR squadrons are released beginning the turn after the Klingons are at war with the 3 of the 4 bordering empires.

(6TM.23) Treaty of Smarba:
The Klingon and Romulan treaty of Smarba resulted in an exchange of technology but no actual ships were exchanged. The following rules reflect this exchange of technology.
• There are no Kestral (KR) ships. All KR ships except for the K9R are placed in the Klingon mothball fleet.
• The Romulans will use the alternate Order of Battle in (704.A1). To include PWC and Wartime Construction schedules.
• All Romulan space is surveyed at the beginning of the scenario.
• The Klingons may build maulers at the rate provided in their order of battle.
• The Lyrans did not receive mauler technology from the Klingons and are prohibited from building maulers unless they capture one. If the Lyrans capture a mauler they must scrap it and can then build their own maulers starting two complete turns after the mauler is scrapped. No EPs are received if this option is used with the first captured Klingon mauler.

(6TM.24) Gorns
(6TM.241) Construction: The Gorns use the following construction schedule from the Fall Y168 to the Fall Y173:
• Y168F BC, CL, HD, 2xBD, DD
• Y169S – Y173S DN, CL, 2xHD, 2xBD, DD
• Y169F – Y173F BC, CL, 2xHD, 2xBD, DD

The normal LDR territory rules apply with the following exception. The Klingons must have a Diplomat in supply to keep the LDR from rejoining the Lyran Empire under (540.29).

(6TM.26) Vudar
The Vudar enclave (617.5) is used if using Advanced Operations.

(6TM.27) Battleships:
The Klingons build battleships under the normal (436.0) rules. The Federation may begin building their first battleship following (436.0) beginning in the fall of Y171. Other empires may begin building battleships in the fall of Y173 following (436.0). There are no direct builds of a battleship by any empire.

Province one (1907-1911), province two (1912, 1913, 2013, 2114 and 2214), and province three (2315, 2415, 2516, 2616, and 2717) The 2 minor planets must be annexed by diplomatic activity if Diplomacy (540.0) is used. The Planets are annexed separately from the hex the planet is located in.
(6TM.42) The Gorns may, on Turn 2, begin annexing the following hexes on the east side of their territory: 5301-5304, 5401-5403, 5501-5503, 5601-5602, 5701-5702, and 5801. The planet in 5403 must be annexed by diplomatic activity if Diplomacy (540.0) is used. The planet is annexed separately from the hex the planet is located in. The ISC would stop any further eastern expansion of the Gorns.
(6TM.43) Any result of a 6 along the Klingon-Federation neutral zone or 5403 results in the planet remaining neutral with no further rolls allowed. This is an exception to (540.251).

(6TM.5) VICTORY CONDITIONS:

The coalition wins if they capture 3 alliance capitals. The alliance wins if they capture one coalition capital. The Organians decide this galaxy is insane, and leave.

The Klingon and Romulan treaty of Smarba resulted in an exchange of technology but no actual ships were exchanged. The following rules reflect this exchange of technology.
• There are no Kestral (KR) ships. All KR ships except for the K9R are placed in the Klingon mothball fleet.
• The Romulans will use the alternate Order of Battle in (704.A1). To include PWC and Wartime Construction schedules. See (6TM.241).
• All Romulan space is surveyed at the beginning of the scenario.
• The Klingons may build maulers at the rate provided in their order of battle.
• The Lyrans did not receive mauler technology from the Klingons and are prohibited from building maulers unless they capture one. If the Lyrans capture a mauler they must scrap it and can then build their own maulers starting two complete turns after the mauler is scrapped. No EPs are received if this option is used with the first captured Klingon mauler.

(6TM.242) Imperial War Reserve
These ships can be activated (any two ships per turn, costs one EP per ship) starting on the turn after the Romulans are at war with both the Federation and the Klingons. This force begins activation immediately if either Romulan capital is attacked.
(6TM.243) The Romulans are considered to be on a wartime economy for the purposes of economic exhaustion. They cannot overbuild, build PDUs/PGBs, accumulate EPs except by Diplomats (540.22).

(6TM.25) Gorns
(6TM.251) Construction: The Gorns use the following construction schedule from the Fall Y168 to the Fall Y173:
• Y168F BC, CL, HD, BD, DD
• Y169S – Y173S DN, CL, 2xHD, 2xBD, DD
• Y169F – Y173F BC, CL, 2xHD, 2xBD, DD
• Y174S and on use the construction schedule given in (706.0).
(6TM.252) Maulers: The Gorns may build the conjectural BCM and or MCM maulers on their SIT beginning two turns after the Romulans enter Gorn territory. The Gorns may build a maximum of two maulers per turn.

(6TM.26) LDR
The normal LDR territory rules apply with the following exception. The Klingons must have a Diplomat in supply to keep the LDR from rejoining the Lyran Empire under (540.29).

(6TM.27) Vudar
The Vudar enclave (617.5) is used if using Advanced Operations.

(6TM.28) Battleships
The Klingons build battleships under the normal (436.0) rules. The Federation may begin building their first battleship following (436.0) beginning in the fall of Y171. Other empires may begin building battleships in the fall of Y173 following (436.0). There are no direct builds of a battleship by any empire.

(6TM.29) ISC
The ISC are neutral during this conflict. The normal rules regarding the ISC apply during this scenario. Exception: Diplomats from the Gorns and Romulans may be sent to the ISC capital for Trade (540.23).

Lyrans: As above. Far Stars arrives via strategic movement on alliance Turn 2.
Federation: Home Fleet, 5th fleet, and 2nd fleet.
Gorn: 2nd fleet, Home Fleet. All fleets released if the capital is attacked (All off map ships are released without any die roll. Refit cost must still be paid.)

Turn 3, Fall Y169
Kzinti attack the Federation

Kzinti: Marquis, Home.
Lyrans: As above, plus a detachment from Red Claw (CC, 2xCA, 2xCW, 2xCL, 2xDD, 2xFF, SC, and the RESV marker.)
Klingons: As above plus Eastern Fleet. (15 ships may move by strategic movement.)

Federation: As above plus 4th fleet and 3rd fleet.

(6TM.4) NEUTRAL ZONE OPTIONS

(6TM.41) On Turn 2 (Fall Y169) the Klingons will annex the Fed-Klingon neutral zone. This is part of the non-agression pact between the Federation and Klingons. Add the following three provinces to the Klingons. Province one (1907-1911), province two (1912, 1913, 2013, 2114 and 2214), and province three (2315, 2415, 2516, 2616, and 2717) The 2 minor planets must be annexed by diplomatic activity if Diplomacy (540.0) is used. The Planets are annexed separately from the hex the planet is located in.
(6TM.42) The Gorns may, on Turn 2, begin annexing the following hexes on the east side of their territory: 5301-5304, 5401-5403, 5501-5503, 5601-5602, 5701-5702, and 5801. The planet in 5403 must be annexed by diplomatic activity if Diplomacy (540.0) is used. The planet is annexed separately from the hex the planet is located in. The ISC would stop any further eastern expansion of the Gorns.
(6TM.43) Any result of a 6 along the Klingon-Federation neutral zone or 5403 results in the planet remaining neutral with no further rolls allowed. This is an exception to (540.251).

(6TM.5) VICTORY CONDITIONS:

The coalition wins if they capture 3 alliance capitals. The alliance wins if they capture one coalition capital. The Organians decide this galaxy is insane, and leave.
If the coalition does not hold 3 alliance capitals or the alliance does not hold 1 of the coalition capitals then use the procedure in (603.3) for calculating victory.

(6TM.51) Multi Hex Captials: For the Gorn and Romulan capitals to be considered for capture, the coalition must control all hexes of that empire’s designated capital hexes.

(6TM.6) BALANCE OPTIONS

(6TM.61) Any balance option listed in (653.0) may be used except (653.5H) and (653.11K).
(6TM.62) The Romulans have not had enough time to explore all of their eastern territory and must explore it as stated in (603.15).
(6TM.63) Replace all Klingon maulers with the equivalent base hull. No maulers may be built by the Klingons or the Lyrans.
(6TM.64) Allow the Federation economy to start at 75% on Turn 1 and go to 100% on Turn 2.
(6TM.65) Allow the Klingons to send 6 EPs to the WYN under (449.111) and limit the Kzintis to 4EPs under (449.111).
(6TM.66) Allow the Gorns to begin production of maulers on Turn 6.

(6TM.DN) DESIGNERS NOTES

The original concept and idea for this scenario was written by John Wong, with ideas from Chuck Shevin, John Smedley, Jimi LaForm, and Bill Schoeller. Additional input was given by Lawerence Bergen, Ted Fay and Joe Stevenson.
The original scenario had setup rules that were more than SVC would allow with border changes on the map at the start of the scenario. However, previously published items allowed me to make use of them to make up for the border changes I had to delete. The three most significant changes are the Klingon use of the No Tholians Option (655.0), The Militant Federation (659.0) published in Captain’s Log 10, and the Romulan alternate Order of Battle in (704.A). The Romulans were given the eastern territories explored as well.
