(6TM.0) Twisted Wind

This scenario presents an alternate history in which the Klingons and Federation are allies against the Kzintis, Lyrans, Hydrans, Gorns, and Romulans.
The history leading up to the period of the general war is altered relative to scenario (601.0). In the years leading up to Y168, there had been a restless peace between the 4 Powers with rare sparks of anger. Although minor skirmishes were fought between the Klingons and Lyrans versus the Kzintis and Hydrans, the 4 Powers War never took place. Additionally, without the pressure of war with their Kzinti and Hydran neighbors, the Klingons wiped out the Tholians before the Federation could intervene.
Nevertheless, for years the Klingons and Lyrans were still plotting the demise of the Hydrans. The Klingons and Lyrans planned to eliminate the Hydrans once and for all in the Spring of Y169. However, an unfortunate incident in the Spring of Y168 derailed the well-crafted plans.
A Kzinti carrier group training near the WYN cluster stumbled upon a lone Lyran cruiser. After the exchange of weapons fire, the Lyran cruiser limped back home. The son of the Lyran King was killed during the exchange. To satisfy their great thirst for revenge, the Lyrans insisted on changing the well-crafted plans in order to declare war on the Kzinti first. The Klingons objected, less than diplomatically. With honor at stake on both sides, the Klingon-Lyran alliance collapsed altogether. Within just one month the once staunch allies went to war when the Klingons, over honor alone, declared war on the Lyrans! However, Klingon diplomacy was not altogether unsuccessful. On the same day the High Chancellor declared war on the Lyrans, the Klingons successfully negotiated a non-aggression pact with the Federation.
The Federation, however, had their own self-interest in mind when negotiating the non-aggression pact. Back in November of Y167 the Federation general election resulted in the Hawk party taking power under the leadership of President W.R. Monger. President Monger ran on a platform of nationalism and increased military preparedness, stoking fears of a Klingon invasion backed up by holovids of the highly efficient destruction of the Tholian Holdfast. The following year, President Monger secured legislation to substantially increase Star Fleet, and also secured the non-aggression pact with the Klingons to buy time to increase Star Fleet. Thereafter, the charismatic President Monger fueled the fires of nationalism. With popular support, despite a strong minority anti-war movement, President Monger successfully forced the Federation Supremacy doctrine through the Federation Council – a doctrine that stated the Federation must always maintain military superiority over any two of its neighbors.
On January 21 of Y169, an incident took place between a Gorn heavy cruiser and an old Federation galactic survey cruiser. The details of the incident are in dispute, but what is known is that the galactic survey cruiser was destroyed. It is believed that the old survey cruiser was sabotaged by Orion pirates (some believe that the Orions were paid by President Monger), and that the Gorn cruiser was only present to offer assistance. However, President Monger saw an opportunity to put the new Federation war machine to work, and to further increase the rate at which military might of the Federation increased. One week later, backed by (allegedly fake) holovids of Gorn aggression, President Monger convinced the Federation Council to declare war on the once allied Gorns. The Gorns protested and sued for peace, even being willing to hand the captain of the Gorn cruiser to Federation “justice,” but the only peace President Monger would accept was total surrender. The Gorns refused, and soon active conflict raged.
In July Y169, the Kzintis, still angry over the losses to the Federation in the last war, took the opportunity to take territory away from the Federation. The Patriarch assumed the Federation would not have the stomach to fight a two front war. The Patriarch could not have been more wrong. In response, President Monger declared martial law, secured the cooperation of Star Fleet’s top admirals, and retired those who disagreed with his policies (down to the captain level in Star Fleet), consolidated power to himself, and secured from the Federation council a declaration of war against the Kzintis. President Monger also increased diplomatic ties with the Klingons. The president and the Klingon High Chancellor seemed to understand each other well. As a result, the two empires established an officer exchange program and deepened economic ties.
In January Y170 the Hydrans contemplated the shift of power. The Hydrans knew that the Federation no longer served as a counter to the Klingons. Seeing that the Klingons would soon obliterate the Lyrans, the Hydrans realized that if the Klingons had complete dominion over all Lyran space that Hydran future destruction would be all but assured. The Hydrans then formed an alliance with their former enemies, the Lyrans, and attacked the Klingons.
In the fall of Y170, the Klingons and Federation declared a formal alliance. As part of that formal alliance, the Klingons pledged military support against the Kzinti, in exchange for Federation support against the Hydrans and Lyrans. The next day, the Klingons declared war against the Kzintis. On the same day, the Federation declared war on the Lyrans and Hydrans. Soon thereafter, the Hydrans and Lyrans declared war on the Federation. The Hydrans, Lyrans, and Kzinti formed a General Alliance. The Gorns were invited to join. The Gorns accepted even though they were isolated from the General Alliance.
Many in the Federation council opposed President Monger and his wars. Increasing economic pressure, growing popular discontent, and mounting casualties also eroded President Monger’s support in the Federation Council. On December 25 of Y170, the Orion delegation walked out, and promised that the Orion province would withdraw from the Federation, declare neutrality, and refuse to support the war efforts. About a dozen other delegations were poised to do the same, including even the Vulcans, especially in view of the growing power and aggressiveness of President Monger.
President Monger expecting this possibility used his new powers under the declaration of Martial Law to suspend the Federation Council. The rebelling delegations were detained, and the President’s allies in Star Fleet and in the local governments successfully dominated the would-be rebels. Although the shift in power was bloody, very little naval action was seen. However, the threat of space bombardment was used successfully to secure the compliance of the rebelling planets. Within a single month, President Monger had fully secured power to himself. By presidential act, the Federation was abolished and replaced by the Federated Empire under the control of President-for-Life Monger.
The Romulans were “invited” to join the new empire. Too proud to serve, the Romulans refused. Instead, in March of Y171, and for many of the same reason the Hydrans had attacked the Klingons, the Romulans formed an alliance with the Gorns, formally joined the General Alliance, and then attacked the Federation.
Full scale Galactic war then raged for nearly two decades. In the end, all of the combatants were left exhausted and ripe for the ISC pacification. However, in the Winter of Y187, President Monger was assassinated. The Federation was soon thereafter re-constituted, just in time for the Andromedan invasion.

(6TM.1) GENERAL RULES

(6TM.11) Setup in the following order: Klingons, Lyrans, Federation, Gorn, Hydrans, Kzinti, and Romulan.
(6TM.12) Each empire starts with a number of Prime Teams equal to the number of their reserve markers.
(6TM.13) To reflect the still touchy relations no Hydran unit can enter Lyran space until Turn 4. No Kzinti can enter Lyran space until Turn 7. No Lyran unit can enter Hydran space until Turn 4. No Lyran unit can enter Kzinti space until Turn 7. No Federation or Klingon until can enter the other’s territory until Turn 4. Exceptions (6TM.131) and (6TM.132).
(6TM.131) All empires can use tugs or tug equivalents to deliver EPs from Turn 1. They cannot do anything else until the required turn. (e.g. set up MB, etc). Unless at Limited War (602.49). The Romulans may enter Gorn territory on Turn 6 (when they show up to pull the Gorn fat out of the fire). A race not at war or limited war would have to cancel production to deliver EPs.
(6TM.132) Klingon Diplomatic Cruisers and APTs or PTRs carrying Diplomats may cross borders freely on Turn 1 only. After Turn 1 they are subject the regular diplomat rules (540.0)

(6TM.14) Commercial Convoys
1 for the Federation-Klingons. On Turn 1 place one on a Federation starbase.
1 for the Hydran-Lyrans. On Turn 1 put it on a Hydran starbase.
1 for the Lyran-Kzinti. On Turn 7 put it on a Kzinti starbase.
1 for the Gorn-Romulans. On Turn 2 put it on a Romulan starbase.
1 for the Hydran-Kzinti. On Turn 3 put it on a Hydran starbase.

(6TM.15) Off Map Routes
The Hydrans are connected to the Kzintis via off map movement. This route takes the same amount of time as the Kzinti-Gorn off map route did. The Hydran Kzinti off map route travels through the Lyran Far Stars territory. There is no Kzinti-Gorn off map route, as it is blocked by the Federation.

(6TM.2) SPECIAL RULES

(6TM.21)Federation Special Rules:
While the Federation has traditionally been a peaceful empire, fighting only in self defense, it could have been otherwise. These rules reflect how different the Federation is for this scenario.
(6TM.211) Economy: The Federation is on a wartime economy, but receives only 50% (110.5EPs) on Turn 1. On Turn 2 they are at 75% (165.75EPs) economy Full War. On Turn 3 they are at 100% (221EPs).
(6TM.212) Star Fleet: The fleet of this more militant Federation would be more powerful than that shown in the historical Order of Battle and uses the changes listed below.
• Delete all Pre War Construction units. Any activated ships are placed in mothballs and can then be activated under (434.0). The mothballed DNs are 10pt DNs and follow (442.51).
• All new construction dreadnoughts and any non activated dreadnaughts listed in the Order of Battle are 12-points (DNGs). This is an exception to the MSIT.
• The Federation can withdraw more survey ships from the 2nd Fleet (one per turn, up to a maximum of three additional ships) and use them as CVLs. (The fighters are free.) This will reduce the number of survey ships searching for new provinces under rule (505.2).
• The Federation begins activating ships from the mothball fleet on Turn 1, at the rate provided in the Order of Battle (702.0).
• The Federation uses the Fall Y172 production schedule on Turn 1 and then uses the Y173 construction schedule through Turn 14 Fall Y174. The Federation CVA, ECL, and 2DE’s are replaced by a DNG, and 2 NCLs in Turns 2 and 4.
• The units in the 3rd Fleet are those listed in the 5th Fleet. The units in the 5th Fleet are those listed in the 3rd Fleet.
• The Federation Home Fleet may set up within 6 hexes of 2908.
• The Federation 3rd Fleet Reserve marker may, on Turn 2, be reassigned to either the 7th Fleet, or ships along the Gorn border, or remain with the 3rd Fleet. If assigned to the 7th Fleet it remains with the 7th Fleet until released.
• A second Engineer Unit (541.0) is received, at no cost, on the turn following the Romulan entry into Federation territory.

(6TM.22) Klingon Special Rules
(6TM.221) Tholian Space: There are no Tholians in this scenario. Use (655.0) for modified Klingon setup rules.
(6TM.222) Kalesta: use (511.222) not (655.4) for the planets in 2919. This will add 15 EP not 7 EP per turn to the Klingon economy before exhaustion sets in.
(6TM.223) Off Map Area: The Klingons will lease off map territory from the Federation instead of the Lyrans as per (506.3).
(6TM.224) IWR Squadrons: The IWR squadrons are released beginning the turn after the Klingons are at war with the 3 of the 4 bordering empires, unless otherwise activated by the normal rules.

(6TM.23) Treaty of Smarba
The Klingon and Romulan treaty of Smarba resulted in an exchange of technology but no actual ships were exchanged. The following rules reflect this exchange of technology.
• There are no Kestral (KR) ships. All KR ships except for the K9R are placed in the Klingon mothball fleet.
• The Romulans will use the alternate Order of Battle in (704.A1). To include PWC and Wartime Construction schedules. See (6TM.241).
• All Romulan space is surveyed at the beginning of the scenario.
• The Klingons may build maulers at the rate provided in their order of battle.

(6TM.242) At War Construction Schedule:
The Romulans continue to follow the schedule given in the Alternate Order of Battle for Turns 7 – 9 then proceed normally.
(6TM.243) Imperial War Reserve
These ships can be activated (any two ships per turn, costs one EP per ship) starting on the turn after the Romulans are at war with both the Federation and the Klingons. This force begins activation immediately if either Romulan capital is attacked.
(6TM.244) The Romulans are considered to be on a wartime economy for the purposes of economic exhaustion for Turns 1 through 5. They cannot overbuild, build PDUs/PGBs, and accumulate EPs except by Diplomats (540.22).

(6TM.25) Gorns
(6TM.251) Construction: The Gorns use the following construction schedule from the Fall Y168 to the Fall Y173:
• Y168F BC, CL, HD, BD, DD
• Y169S – Y173S DN, CL, 2xHD, 2xBD, DD
• Y169F – Y173F BC, CL, 2xHD, 2xBD, DD
• Y174S+ use the construction schedule given in (706.0).
(6TM.252) Maulers: The Gorns may build the conjectural BCM and/or MCM maulers on their SIT beginning two turns after the Romulans enter Gorn territory. The Gorns may build a maximum of two maulers per turn.

(6TM.26) Lyrans:
(6TM.261) Lyran Setup:
The Lyran Home Fleet may deploy in the 0609 province as well as those hexes listed in the Lyran Order of Battle (711.0)
(6TM.262) Klingon Pods in Lyran Service:
The Lyrans can only use those pods listed in the Order of Battle before the fall of Y168. They may build replacements for those pods lost in battle.
(6TM.263) Maulers:
The Lyrans did not receive mauler technology from the Klingons and are prohibited from building maulers unless they capture one. If the Lyrans capture a mauler they must scrap it and can then build their own maulers starting two complete turns after the mauler is scrapped. No EPs are received if this option is used with the first captured Klingon mauler.

(6TM.27) Battleships
The Klingons build battleships under the normal (436.0) rules. The Federation may begin building their first battleship following (436.0) beginning in the fall of Y171. Other empires may begin building battleships in the fall of Y173 following (436.0). There are no direct builds of a battleship by any empire.

(6TM.3) SCENARIO SCHEDULE

(6TM.31) This scenario lasts 36 turns.

Turn 1, Fall Y168
Klingon attack the Lyrans
Forces available:
Lyrans: Home Fleet, All fleets are released if the capital is attacked. Units designated as Reserve Fleets are released.
Klingons: Home Fleet. The Klingon Home Fleet is set up along the Lyran border except in 0906 and 1013. 50% by class of the Northern Reserve Fleet may be setup in 1209. These units from the Northern Reserve Fleet are released on Turn 1. Units in the Southern Reserve fleets designated as Reserves are released if they engage Lyran Units in Klingon space.

Turn 2, Spring Y169
Federation attack the Gorn
Forces available:
Klingons: As above, plus Eastern Fleet, except for a D7C and five other ships that remain on customs/anti piracy duty until released.
Lyrans: As above. Far Stars arrives via strategic movement on alliance Turn 2.
Federation: Home Fleet, 5th fleet, and 2nd fleet.
Gorn: 2nd fleet, Home Fleet. All fleets released if the capital is attacked (All off map ships are released without any die roll. Refit cost must still be paid.)

Turn 3, Fall Y169
Kzinti attack the Federation
Forces available
Kzinti: Marquis, Home.
Lyrans: As above, plus a detachment from Red Claw (CC, 2xCA, 2xCW, 2xCL, 2xDD, 2xFF, SC, and the RESV marker.)
Klingons: As above, plus the remainder of the Northern Reserve Fleet.
Gorns: As above.
Federation: As above plus 3rd and 4th fleets.

Turn 4, Spring Y170
Hydrans attack the Klingons.
Forces available
Federation: As above
Klingons: As above plus Western Fleet and Southern Reserve.
Hydrans: All forces available (except the Old Colonies Squadron by normal rules).
Lyrans: As above plus Enemy’s Blood.
Kzinti’s: As above. Baron’s fleet arrives at 1401on Turn 4.

Federation: all forces available except the 6th and 6th Fleets. The 6th and 7th Fleets are released only when Romulan or Gorn forces enter the deployment areas of those fleets.

Turn 7, Fall Y171
Forces available:
All empires have all forces available.

(6TM.4) NEUTRAL ZONE OPTIONS

(6TM.41) On Turn 2 (Fall Y169) the Klingons will capture then annex the Fed-Klingon neutral zone. This is part of the non-aggression pact between the Federation and Klingons. Add the following three provinces to the Klingons. Province one (1907-1911), province two (1912, 1913, 2013, 2114 and 2214), and province three (2315, 2415, 2516, 2616, and 2717) The 2 minor planets must be annexed by diplomatic activity if Diplomacy (540.0) is used. The Planets are annexed separately from the hex the planet is located in.
(6TM.42) The Gorns may, on Turn 2, begin capturing the following hexes on the east side of their territory: 5301-5304, 5401-5403, 5501-5503, 5601-5602, 5701-5702, and 5801. The planet in 5403 must be annexed by diplomatic activity if Diplomacy (540.0) is used. The planet is annexed separately from the hex the planet is located in. The ISC would stop any further eastern expansion of the Gorns.
(6TM.43) Any result of a 6 along the Klingon-Federation neutral zone or 5403 results in the planet remaining neutral with no further rolls allowed. This is an exception to (540.251). The planets could then be conquered normally.

(6TM.5) NON PLAYER EMPIRES

(6TM.51) ISC
The ISC are neutral during this scenario. The normal rules regarding the ISC apply during this scenario. Exception: Diplomats from the Gorns and Romulans may be sent to the ISC capital for Trade (540.23).

(6TM.52) LDR
The normal LDR territory rules apply with the following exception. The Klingons must have a Diplomat in supply to keep the LDR from rejoining the Lyran Empire under (540.29).

(6TM.53) Vudar
The Vudar enclave (617.5) is used if using Advanced Operations.

(6TM.6) VICTORY CONDITIONS

The coalition wins if they capture 3 alliance capitals. The alliance wins if they capture one coalition capital. The Organians decide this galaxy is insane, and leave.
If the coalition does not hold 3 alliance capitals or the alliance does not hold 1 of the coalition capitals then use the procedure in (603.3) for calculating victory.

(6TM.61) Multi Hex Capitals: For the Gorn and Romulan capitals to be considered for capture, the coalition must control all hexes of that empire’s designated capital hexes.

(6TM.7) BALANCE OPTIONS

(6TM.71) Any balance option listed in (653.0) may be used except (653.5H) and (653.11K).
(6TM.72) The Romulans have not had enough time to explore all of their eastern territory and must explore it as stated in (603.15).
(6TM.73) Replace all Klingon maulers with the equivalent base
hull. No maulers may be built by the Klingons or the Lyrans.
(6TM.74) Allow the Federation economy to start at 75% on Turn 1 and go to 100% on Turn 2.
(6TM.75) Allow the Klingons to send 6 EPs to the WYN under (449.111) and limit the Kzintis to 4EPs under (449.111).
(6TM.76) Allow the Gorns to begin production of maulers on Turn 6.
(6TM.77) On Turn 2 place a second commercial convoy on a Klingon starbase. This commercial convoy must start and end its route at different starbases from the first commercial convoy. This will create two distinct and different routes between the Federation and Klingon starbases.
(6TM.78) Move the Klingon starbase in 3019 to Kalesta in 2919.

(6TM.DN) DESIGNERS NOTES

The original concept and idea for this scenario was written by John Wong, with ideas from Chuck Shevin, John Smedley, Jimi LaForm, and Bill Schoeller. Additional input was given by Lawerence Bergen, Ted Fay and Joe Stevenson. Ted Fay rewrote the introduction for the scenario incorporating what was previously written by John Wong.
This scenario makes use of several previously published optional rules all at once. The three most significant are the No Tholians Option (655.0), The Militant Federation (659.0) published in Captain’s Log 10, and the Romulan alternate Order of Battle in (704.A).

Lyran Fighters are Klingon Fighters built on designs provided by the Klingons before the start of the war. They are not interchangeable with Kzinti fighters.

Some issues identified for consideration:

1) Gorns start with two DDTs. These have a YIS of 175, and so technically are not available on turn 2 when Feds attack Gorns. Suggest one of making them DDs, deleting them, or keeping them as "prototypes."

Given overall situation and Gorns isolation at the beginning of the war, suggest letting the Gorns keep them and even add a third DDT so that they have an extra "tug" under the new F&E rules. Might also consider just adjusting the YIS of this unit for this scenario.

2) WYN trade and the Zin are undefined. In the normal General War scenario, there's no problem; everyone who can trade with the WYN is allowed to do so explicitly right away. Here, the Zin don't start till turn 3. However, historically, the four way WYN treaty gave the Zin 6 trading rights per 6 months.

Recommend giving the Zin the *profit* of WYN trade for the first two turns where they are at peace. This would add 6 EPs to their treasury for turn 3 (3+3).

3) Suggest adding an additional convoy trade route between Gorns and Roms that takes commercial convoys through Rom, ISC, and Gorn off-map areas. Note that 8 turns will be required to traverse this route. Also suggest ISC take a "support and safe passage" fee of somewhere between 2 and 4 EPs out of the 10 to be delivered - but it does provide a totally safe convoy passage.

On the WYN trade issue, in the General War the Klingons do not get any credit for the first turn of the war, so IMO those trade right should simply be lost.

Replies to Ted's identified concerns:

1. Threater Transports in OOB before actual YIS dates are prototypes. No more can be built until the actual YIS date. Exception, the Gorns may convert one DD to a DDT on turn 2 or later. This gives them 3 Tugletts to make the equivalent of a full Tug.

2. The Kzintis and everyone else accrue trade rights beginning on turn 1 see (449.11) and (449.12). The Federation, and Hydrans can only send EPs through captured territory until the turn they are allowed to enter allied territory normally. The Romulans and Gorns may never actually be able to benefit.

3. Still under review.

•The Federation uses the Fall Y172 production schedule on Turn 1 and then uses the Y173 construction schedule through Turn 14 Fall Y174. The NCLs are replaced by DDs on Turn 1. The CVA, ECL, and 2xDE’s are replaced by a DNG, and 2xNCLs in Turn 2. The ECLs was converted from actived CL.




This is a change from a note on the Federation Order of Battle reqarding early entry into the War.

For Wyn Trade rights. Having other Empires accrue trade rights is not very helpful nor is it particularly realistic.

Trade rights represent a commitment by the Wyn to hold back a certain amount of their special products for a particular empire, as well as that empire promising to make the trade. So in essence the 14ep of trade rights represents 21ep of Wyn commitment.

For your scenario I would recomment switching the Kzinti and Klingon trade rights, so the Lyrans and Kzinti get 4 each and the Klingons 6.

Remember each Empire can engage in Wyn trade of 4ep sent per turn, they just don't get accumulated trade rights. So if the Romulans manage to get 4ep to the Wyn Cluster they get the trade, they just don't get to save 4ep per turn like the CLOSE empires.

It makes sense that the Wyn would make arrangements with the 3 powers close to it, and not make an arrangement with those empires farher away. Realize if you give the Gorn and Romulans trade rights they will accrue massive amounts of potential trade.. in one sense this means warehouse loads of Wyn products just sitting idle waiting for the Romulan Contracts to come in. Economic suicide!

Another thing you might consider is to do this.

Lyran: 4
Kzinti: 6
Klingon: 6
Federation: 4

Although even the Feds will have a hard time using their trade rights.

(449.12) does give them option to send 4 per turn.

Yep. Everyone is allowed the 4ep whenever you can get it there.

But for example if you allow the romulans 4ep Trade rights per turn.. they will likely never get across the Federation to turn them in... so on turn 20 they will have 80 accumulated trade rights.. its just sorta silly to suppose the Wyn will keep 120ep worth of Wyn product sitting around waiting for the Romulans to keep their contractural obligations.. or rather its silly to suppose the Wyn would ever have negotiated any rights with the Romulans.. instead they would decide how much custom they could manage a turn and divvy that out to the empires most able to trade turn in and turn out. Plus of course leave some in reserve for when the Orion Pirates come calling or the Feds manage to get an odd convoy around.

Its not that it would unbalance your game.. it just would be kinda silly looking to have all those trade rights sitting about.

I think your missing the point. With trade rights you can save them up. So if you give the Romulans 4 trade rights, after 20 turns they will have 80 trade rights.. which means the Wyn would be required if the Roms showed up with 12 tugs filled with 80 Ep to be able to put 120 ep into the 12 tugs the next turn. I assume the Wyn cannot just come up with the 120 ep out of thin air. Therefore I reason that since they must be prepared to pay off all these trade rights they are granting. So they have to be storing all these payoff things in I assume warehouses somewhere.

That is what I mean by it being silly. Even assuming the Hydrans and Feds can manage to completly utilize their trade rights.. after 20 turns its VERY likely the Gorn and Roms have 80 each.. meaning they Wyn have to be prepared to pay off 240 ep in Wyn products.

Michael, no empire would be able to use that many tugs in 1 turn for that purpose or in this case 4 turns (1 SM to Kzinti space, 1 OM to the Wyn, 1 OM from the Wyn, and 1 SM back to Romulan/Gorn space. And if I thought it was unbalanced against the Romulans and Gorns I would more likely add Commercial Convoys between the Gorns and ISC and Romulans and ISC.

The Wyn aren't dumb. They have a you deliver first policy with their bordering neighbors. They wouldn't change it for them, and certainly not for someone on the otherside of the galaxy.

If anything the scenario is probably unbalanced the other way.

I don't mind a good debate. I was just pointing out that the Wyn are looking out for their economy with a you must deliver first policy.

In truth I can't see the Romulans or anyone else in any scenario being able to afford to send more than 10 to 20 EPs at a time if they had both the means to send it and the means to pay for it.

I realize your 80/120 is on the outlandish side. However, it is not outside the realm of possibilty.

In reality to this scenario or most others you could say that the ISC would have Commercial Convoys going to both the Gorn and Romulans. In a normal General War Scenario a commercial convoy could possibly go from the Federation to the ISC and back through Gorn territory. The Federation really wouldn't benefit that much from such a route.

In the case of Commercial convoys I don't have any problem with seeing it as reasonable since the Empires have such a robust economy. And Commercial Convoys represent that good worth say 10ep in the Gorn Confederation might be worth say 12ep in the Federation.

At the risk of seeming pigheaded and crass I will try and explain my problem with Wyn Trade rights to Empires other than the Klingon Kzinti and Lyrans.

The Wyn Cluster has some very rare and valuable materials by virtue of being within this radiation zone. I don't know all the particulars but suffice it to say there are products the Wyn can get that are VERY valuable to the other Empires. Whatever these products are certain alloys or rare metals/ores.. they are a tangible product. Wyn trade represents other nations bringing goods to the Wyn and trading them for these special ulta-valuable materials.

So here is what I imagine happening. The Wyn have decided in F&E terms that they can mine/scavenge/produce about 25 Ep worth of these special products a turn.. tha is of course in price terms outside the cluster. So they dedicate 21ep a turn of these for trade rights. They negotiate trade agreements with the three mentioned Empires for a total of 14ep of goods, and they agree to pay a 50% profit for these goods. So 14ep with the 50% profit means they have accounted for 21 of the 25 normal capacity they have. The other 4 is for Orion Pirates or the occasional Federation Hydran or LDR transport that makes it to the cluster. In this world all is good.. if it happens on a turn that The Lyrans Klingons and Kzinti's use ALL their trade rights, and in addition the Feds and Hydrand send 4ep I have NO problem believing that the Wyn see this and can schedule overtime or whatever to come up with the extra Product.

Where I have a problem is with granting rights to distant empires. Its not unbalancing its just hard to imagine it ever occuring. The Wyn would see a trade agreement with the Romulans as a VERY dubious enterprise. The Romulans are very unlikely to stretch a series of convoys across the federation in order to make regular deliveries. So IF the Romulans ever do use the trade rights it will likely be in bulk. So the Wyn by granting trade rights would have to be prepared. They already have 25 ep scheduled every turn.. they can likely easy get to 30 ep or so.. and with draconian measures say they can get to 40 ep in any given turn. But NOW by the prospect of the Romulans bringing in an 80ep shipment and demanding 120ep of goods they MUST if they are going to make the payout in a timely manner (as in next turn by the rules) they have to have a bunch of ep 'warehoused' somewhere.

My claim is that the Wyn would look at this and tell the Romulans very politely "I'm sorry Mister Praetor, but its just not feasible to arrange a trade concession.. we will be happy however to do trade with you on a per transaction basis. Our policy is to allow any empire trade in the amount of (4ep) of your goods and in exchange we will pay out (6ep). You may do this every 6 months, but we cannot allow you to accumulate these amounts as we do for the Empires in close proximity that can more regularly be expected to engage in trade"

It may need to be change to a rolling a total of 12 for 18 or something along those lines.

One item even the Wyn would be willing to import for such a high return is Romulan Ale. I'm sure there are other items the Wyn and for that matter the rest of the galaxy would love to have as well.

Even so, please playtest it and let me know what you think. Just let me know if your using the current 2K rules or the 2010 Playtest rules and which ones, and any other balance options listed.

Serious Balance Issues during playtest resulting in major changes to the Order of Battle.

Lack of total Federation ship count resulted in adding a turn of PWC production.
Equality of ship count between Klingons and Lyrans resulted in the addition of a turn of PWC to the Klingons.

Both resulted in a special increase ship prodction.

Later entry dates for Hydrans and Romulans.

Changes to the release requirements for the Lyran Enemy's Blood and Red Claw fleets and the Kzinti Count fleet.

Count's Fleet Resv Marker moved to home fleet. (this move should have been in the original rules as I missed it).

(6TW.0) Twisted Wind

This scenario presents an alternate history in which the Klingons and Federation are allies against the Kzintis, Lyrans, Hydrans, Gorns, and Romulans.
The history leading up to the period of the general war is altered relative to scenario (601.0). In the years leading up to Y168, there had been a restless peace between the Four Powers with rare sparks of anger. Although minor skirmishes were fought between the Klingons and Lyrans versus the Kzintis and Hydrans, the Four Powers War never took place. Additionally, without the pressure of war with their Kzinti and Hydran neighbors, the Klingons wiped out the Tholians before the Federation could intervene.
Nevertheless, for years the Klingons and Lyrans were still plotting the demise of the Hydrans. The Klingons and Lyrans planned to eliminate the Hydrans once and for all in the Spring of Y169. However, an unfortunate incident in the Spring of Y168 derailed the well-crafted plans.
A Kzinti carrier group training near the WYN cluster stumbled upon a lone Lyran cruiser. After the exchange of weapons fire, the Lyran cruiser limped back home. The son of the Lyran King was killed during the exchange. To satisfy their great thirst for revenge, the Lyrans insisted on changing the well-crafted plans in order to declare war on the Kzinti first. The Klingons objected, less than diplomatically. With honor at stake on both sides, the Klingon-Lyran alliance collapsed altogether. Within just one month the once staunch allies went to war when the Klingons, over honor alone, declared war on the Lyrans! However, Klingon diplomacy was not altogether unsuccessful. On the same day the High Chancellor declared war on the Lyrans, the Klingons successfully negotiated a non-aggression pact with the Federation.
The Federation, however, had their own self-interest in mind when negotiating the non-aggression pact. Back in November of Y166 the Federation general election resulted in the Hawk party taking power under the leadership of President W.R. Monger. President Monger ran on a platform of nationalism and increased military preparedness, stoking fears of a Klingon invasion backed up by holovids of the highly efficient destruction of the Tholian Holdfast. The following year, President Monger secured legislation to substantially increase Star Fleet, and also secured the non-aggression pact with the Klingons to buy time to increase Star Fleet. Thereafter, the charismatic President Monger fueled the fires of nationalism. With popular support, despite a strong minority anti-war movement, President Monger successfully forced the Federation Supremacy doctrine through the Federation Council – a doctrine that stated the Federation must always maintain military superiority over any two of its neighbors.
On January 21 of Y169, an incident took place between a Gorn heavy cruiser and an old Federation galactic survey cruiser. The details of the incident are in dispute, but what is known is that the old survey cruiser was destroyed. It is believed that the old survey cruiser was sabotaged by Orion pirates (some believe that the Orions were paid by President Monger), and that the Gorn cruiser was only present to offer assistance. However, President Monger saw an opportunity to put the new Federation war machine to work, and to further increase the rate at which military might of the Federation increased. One week later, backed by (allegedly fake) holovids of Gorn aggression, President Monger convinced the Federation Council to declare war on the once allied Gorns. The Gorns protested and sued for peace, even being willing to hand the captain of the Gorn cruiser to Federation “justice,” but the only peace President Monger would accept was total surrender. The Gorns refused, and soon active conflict raged.
In July Y169, the Kzintis, still angry over the losses to the Federation in the last war, took the opportunity to take territory away from the Federation. The Patriarch assumed the Federation would not have the stomach to fight a two front war. The Patriarch could not have been more wrong. In response, President Monger declared martial law, secured the cooperation of Star Fleet’s top admirals, and retired those who disagreed with his policies (down to the captain level in Star Fleet), consolidated power to himself, and secured from the Federation council a declaration of war against the Kzintis. President Monger also increased diplomatic ties with the Klingons. The president and the Klingon High Chancellor seemed to understand each other well. As a result, the two empires established an officer exchange program and deepened economic ties.
In the fall of Y170, the Klingons and Federation declared a formal alliance. As part of that formal alliance, the Klingons pledged military support against the Kzinti, in exchange for Federation support against the Lyrans. The next day, the Klingons declared war against the Kzintis. On the same day, the Federation declared war on the Lyrans. The Lyrans and Kzinti formed a General Alliance. The Gorns were invited to join. The Gorns accepted even though they were isolated from the General Alliance.
Many in the Federation council opposed President Monger and his wars. Increasing economic pressure, growing popular discontent, and mounting casualties also eroded President Monger’s support in the Federation Council. On December 25 of Y170, the Orion delegation walked out, and promised that the Orion province would withdraw from the Federation, declare neutrality, and refuse to support the war efforts. About a dozen other delegations were poised to do the same, including even the Vulcans, especially in view of the growing power and aggressiveness of President Monger.
President Monger expecting this possibility used his new powers under the declaration of Martial Law to suspend the Federation Council. The rebelling delegations were detained, and the President’s allies in Star Fleet and in the local governments successfully dominated the would-be rebels. Although the shift in power was bloody, very little naval action was seen. However, the threat of space bombardment was used successfully to secure the compliance of the rebelling planets. Within a single month, President Monger had fully secured power to himself. By presidential act, the Federation was abolished and replaced by the Federated Empire under the control of President-for-Life Monger.
In January Y171 the Hydrans contemplated the shift of power. The Hydrans knew that the Federation no longer served as a counter to the Klingons. Seeing that the Klingons would soon obliterate the Lyrans, the Hydrans realized that if the Klingons had complete dominion over all Lyran space that Hydran future destruction would be all but assured. The Hydrans then joined the General Alliance with their former enemies, the Lyrans, and attacked the Klingons.
The Romulans were “invited” to join the new empire. Too proud to serve, the Romulans refused. Instead, in March of Y172, and for many of the same reason the Hydrans had attacked the Klingons, the Romulans formed an alliance with the Gorns, formally joined the General Alliance, and then attacked the Federation.
Full scale Galactic war then raged for nearly two decades. In the end, all of the combatants were left exhausted and ripe for the ISC pacification. However, in the Winter of Y187, President Monger was assassinated. The Federation was soon thereafter re-constituted, just in time for the Andromedan invasion.

(6TW.1) GENERAL RULES

(6TW.11) Setup in the following order: Klingons, Lyrans, Federation, Gorn, Hydrans, Kzinti, and Romulan.
(6TW.12) All empires start with a number of Prime Teams equal to the number of their reserve markers.
(6TW.13) To reflect the still touchy relations no Hydran or Lyran unit can enter the other’s territory until Turn 6. No Kzinti or Lyran unit can enter the other’s territory until Turn 7. No Federation or Klingon until can enter the other’s territory until Turn 4. Exceptions (6TW.131) and (6TW.132).
(6TW.131) All empires can use tugs or tug equivalents to deliver EPs from Turn 1. They cannot do anything else until the required turn. (e.g. set up MB, etc), unless at Limited War (602.49). The Romulans may enter Gorn territory on Turn 8 (when they show up to pull the Gorn fat out of the fire). An empire not at war or limited war would have to cancel production to deliver EPs.
(6TW.132) Klingon Diplomatic Cruisers and APTs or PTRs carrying Diplomats may cross borders freely on Turn 1 only. After Turn 1 they are subject the regular diplomat rules (540.0)

(6TW.14) Commercial Convoys
1 for the Federation-Klingons. On Turn 1 place one on a Federation starbase.
1 for the Hydran-Lyrans. On Turn 1 put it on a Hydran starbase.
1 for the Lyran-Kzinti. On Turn 7 put it on a Kzinti starbase.
1 for the Gorn-Romulans. On Turn 2 put it on a Romulan starbase.
1 for the Hydran-Kzinti. On Turn 8 put it on a Hydran starbase.

(6TW.15) Off Map Routes
The Hydrans are connected to the Kzintis via off map movement. This route takes the same amount of time as the Kzinti-Gorn off map route did. The Hydran Kzinti off map route travels through the Lyran Far Stars territory. There is no Kzinti-Gorn off map route, as it is blocked by the Federation.

(6TW.2) SPECIAL RULES

(6TW.21) Federation Special Rules:
While the Federation has traditionally been a peaceful empire, fighting only in self defense, it could have been otherwise. These rules reflect how different the Federation is for this scenario.
(6TW.211) Economy: The Federation is on a wartime economy, but receives only 75% (167.75EPs) on Turn 1. On Turn 2 they are at 100% (221EPs) economy Full War.
(6TW.212) Star Fleet: The fleet of this more militant Federation would be more powerful than that shown in the historical Order of Battle and uses the changes listed below:
A. Delete all Pre War Construction units. Any activated ships are placed in mothballs and can then be activated under (434.0). The mothballed DNs are 10 point DNs and follow (442.51).
B. Add 1 Turn of construction from the F172 schedule in the (702.1) Order of Battle, including (6TW.213) to the 8th Fleet. This PWC is all combat ships, no variants, except for one scout and is setup along the Gorn border.
C. All new construction dreadnoughts and any non activated dreadnaughts listed in the Order of Battle are 12 point DNGs. This is an exception to the MSIT.
D. The Federation can withdraw more survey ships from the 2nd Fleet (one per turn, up to a maximum of three additional ships) and use them as CVLs. (The fighters are free.) This will reduce the number of survey ships searching for new provinces under rule (505.2).
E. The Federation begins activating ships from the mothball fleet on Turn 1, at the rate provided in the Order of Battle (702.0).
F. The Federation uses the Y173 production schedule on Turn 1 through Turn 14 Fall Y174. The Federation CVA, ECL, and 2DE’s are replaced by a DNG, and 2 NCLs on Turn 2.
G. The units in the 3rd Fleet are those listed in the 5th Fleet. The units in the 5th Fleet are those listed in the 3rd Fleet.
H. The Home Fleet may set up within 6 hexes of 2908.
I. The Federation 3rd Fleet Reserve marker may, on Turn 2, be reassigned to either ships along the Gorn border, or remain with the 3rd Fleet.
J. A second Engineer Unit (541.0) is received, at no cost, on the turn following the Romulan entry into Federation territory.
K. The following variants are available for production in Y169 subject to all other production limitations: NCD, NEC, NVL, NSC, FV (Y168F), and FCR (Y168F). See (433.31).
L. The 7th Fleet receives a RESV Marker (additional reserve marker) and a Tug before the start of the scenario.
(6TW.213) Additional Ship Production: Each turn the Federation can produce an additional 3xNCL and 3xFF over the production used in (6TW.212) and (702.1). These ships are not considered to be overbuilt.

(6TW.22) Klingon Special Rules
(6TW.221) Tholian Space: There are no Tholians in this scenario. Use (655.0) for modified Klingon setup rules.
(6TW.222) Kalesta: use (511.222) not (655.4) for the planets in 2919. This will add 15 EP not 7 EP per turn to the Klingon economy before exhaustion sets in.
(6TW.223) Off Map Area: The Klingons will lease off map territory from the Federation instead of the Lyrans as per (506.3).
(6TW.224) IWR Squadrons: The IWR squadrons are released beginning the turn after the Klingons are at war with the 3 of the 4 bordering empires, unless otherwise activated by the normal rules.
(6TW.225) PWC: The Klingons realizing increased income from recovering lost territory to the Tholians built an extra turn of new construction using the S168 schedule including (6TW.226). There are no variants allowed except for one F5S. These ships are placed in the Home Fleet. The C8 is assigned to the Southern Reserve and a D7C was converted during construction from a D7 as the command ship for the PWC.
(6TW.226) Additional Ship Production: Each Turn the Klingon Empire can produce an additional 3xD5 and F5Q over the production given in (703.1). These ships are not considered to be overbuilt.

(6TW.23) Treaty of Smarba
The Klingon and Romulan treaty of Smarba resulted in an exchange of technology but no actual ships were exchanged. The following rules reflect this exchange of technology:
A. There are no Kestral (KR) ships. All KR ships except for the K9R are placed in the Klingon mothball fleet. The 2 KRTs added to the Klingon mothball fleet are TGBs.
B. The Romulans will use the alternate Order of Battle in (704.A1). This includes PWC and Wartime Construction schedules. See (6TW.241) and (6TW.242).
C. All Romulan space is surveyed at the start of the scenario.
D. The Klingons may build maulers at the rate provided in their order of battle.

(6TW.261) Setup: The Lyran Home Fleet may deploy in the 0609 province as well as those hexes listed in the Lyran Order of Battle (711.0)
(6TW.262) Klingon Pods in Lyran Service: The Lyrans can only use those pods listed in the Order of Battle before the fall of Y168. They may build replacements for those pods lost in battle.
(6TW.263) Maulers: The Lyrans did not receive mauler technology from the Klingons and are prohibited from building maulers unless they capture one. If the Lyrans capture a mauler they must scrap it and can then build their own maulers starting two complete turns after the mauler is scrapped. No EPs are received if this option is used with the first captured Klingon mauler.
(6TW.264) Fighters: Lyran fighters are Klingon fighters built on designs provided by the Klingons before the start of the war. They are not interchangeable with Kzinti fighters.
(6TW.265) Enemy’s Blood Fleet: During setup, the Lyran player designates a reserve fleet from Enemy's Blood. The EB reserve fleet, and the marker, are released at the instant Coalition units enter any hex containing a Lyran starbase. All of Enemy's Blood is released the instant the Lyran capital hex is attacked or on the same turn the Hydrans go to full war, whichever comes first. Regardless of these restrictions, Enemy's Blood may react and engage Coalition units anywhere within the EB setup area, but the above restrictions will otherwise still hold until EB is otherwise released.
(6TW.266) Red Claw Fleet: During setup, the Lyran player designates a reserve fleet from Red Claw. The RC reserve fleet and the marker are released after any Lyran starbase is destroyed. To reflect the special love and trust Lyrans have for Kzintis, all of Red Claw is released only if one or more of the following are satisfied: 1) the Lyran major capital planet itself is attacked for one or more combat rounds, 2) on the turn *after* the Kzinti go to full war against the Klingons, or 3) if Count's fleet is released before 1 or 2 are satisfied (basically if the Kzinti capital is attacked). Regardless of these restrictions, Red Claw may react and engage Coalition units anywhere within the RC setup area, but the above restrictions will otherwise still hold until RC is otherwise released.

(6TW.27) Kzintis
(6TW.271) Economy: The Kzintis are considered to be on a wartime economy beginning on turn 1. They do not fill out an econ form and cannot save EPs except for those received via Diplomacy (540.0).
(6TW.272) Pre War Construction: The Kzinti PWC follows their construction schedule with the exception that the ships built on Turns 1 and 2 are divided as follows. The largest ship is placed in the Marquis Fleet, the next largest in the Duke’s Fleet, the next in the home fleet, and repeat until all ships are placed. No substitutions are allowed. Conversions may be done by using EPs received from Diplomacy or by cancelling an equivalent cost of warships.
(6TW.273) Reserve Fleet Markers: The Count’s Fleet Reserve marker is reassigned to the Home Fleet on Turn 1. The Count’s Fleet itself is released under (6TW.274).
(6TW.274) Count’s Fleet: The Count's fleet is released under one or more of the following conditions if 1) on the turn *after* the Kzinti go to war with the Klingons; 2) If the Kzinti capital hex is attacked, or 3) Red Claw fleet is released before 1 or 2 are satisfied (basically if the Lyran capital planet itself is attacked during one combat round).

(6TW.28) Hydrans
(6TW.281) Economy: The Hydrans are considered to be on a wartime economy beginning on turn 1. They do not fill out an econ form and cannot save EPs except for those received via Diplomacy (540.0).
(6TW.282) Pre War Construction: The Hydran pre war construction is placed in the fleets indicated in the order of battle.
(6TW.283) Hydran 2nd Fleet: The Hydran 2nd Fleet is required to setup in province 0114.

(6TW.29) Battleships
The Klingons build battleships under the normal (436.0) rules. The Federation may begin building their first battleship following (436.0) beginning in the fall of Y170. Other empires may begin building battleships in the fall of Y172 following (436.0). There are no direct builds of a battleship by any empire.

(6TW.3) SCENARIO SCHEDULE

Turn 1, Fall Y168
Klingon attack the Lyrans
Forces available:
Lyrans: Home Fleet, Red Claw and Enemy’s Blood Fleets released under (6TW.265) and (6TW.266) respectively.
Klingons: Home Fleet. The Klingon Home Fleet is set up along the Lyran border except in 0906 and 1013. 67% by class (round fractions down) of the Northern Reserve Fleet may be setup in 1209. The C8 and C5 are considered to be the same class. These units from the Northern Reserve Fleet are released on Turn 1. Units in the Southern Reserve fleets designated as Reserves are released if they engage Lyran Units in Klingon space. The Eastern fleet is released, except for a D7C and 5 other ships that remain on customs/anti piracy duty until released.

Turn 2, Spring Y169
Federation attack the Gorn

(6TW.4) NEUTRAL ZONE OPTIONS

(6TW.41) On Turn 2 (Fall Y169) the Klingons will capture then annex the Fed-Klingon neutral zone. This is part of the non-aggression pact between the Federation and Klingons. Add the following three provinces to the Klingons. Province one (1907-1911), province two (1912, 1913, 2013, 2114 and 2214), and province three (2315, 2415, 2516, 2616, and 2717) The 2 minor planets must be annexed by diplomatic activity if Diplomacy (540.0) is used. The Planets are annexed separately from the hex the planet is located in.
(6TW.42) The Gorns may, on Turn 2, begin capturing the following hexes on the east side of their territory: 5301-5304, 5401-5403, 5501-5503, 5601-5602, 5701-5702, and 5801. The planet in 5403 must be annexed by diplomatic activity if Diplomacy (540.0) is used. The planet is annexed separately from the hex the planet is located in. The ISC would stop any further eastern expansion of the Gorns.
(6TW.43) Any result of a 6 along the Klingon-Federation neutral zone or 5403 results in the planet remaining neutral with no further rolls allowed. This is an exception to (540.251). The planets could then be conquered normally.

(6TW.5) NON PLAYER EMPIRES

(6TW.51) ISC
The ISC is neutral during this scenario. The normal rules regarding the ISC apply during this scenario. Exception: Only Diplomats from the Gorns and Romulans may be sent to the ISC for trade (540.23) beginning in the Spring of Y180 per (540.146).

(6TW.52) LDR
The normal LDR territory rules apply with the following exception. The Klingons must have a Diplomat in the LDR to keep them from rejoining the Lyran Empire under (540.29).

(6TW.53) Vudar
The Vudar enclave (617.5) is used if using Advanced Operations.

(6TW.54) WYN
Trade with the WYN cluster is conducted normally within the rules of (449.0). The Kzintis use their trade rights for the first two turns of the war even though they are not at war. The proceeds from this trade are used in the civilian economy and are not accumulated by the Kzinti government. No other races accrue WYN trade rights under (449.12).

(6TW.6) VICTORY CONDITIONS

The coalition wins if they capture 3 alliance capitals. The alliance wins if they capture one coalition capital. The Organians decide this galaxy is insane, and leave.
If the above victory conditions are not met then use the procedure in (603.3) for calculating victory.

(6TW.61) Multi Hex Capitals: For the Gorn and Romulan capitals to be considered for capture, the coalition must control all hexes of that empire’s designated capital hexes.

(6TW.7) BALANCE OPTIONS

(6TW.71) Any balance option(s) listed in (653.0) may be used except (653.5H) and (653.11K).
(6TW.72) The Romulans have not had enough time to explore all of their eastern territory and must explore it as stated in (603.15).
(6TW.73) Replace all Klingon maulers with the equivalent base
hull. No maulers may be built by the Klingons or the Lyrans.
(6TW.74) Have the Federation economy start at 50% on Turn 1 and go to 75% on Turn 2, then 100% on Turn 3.
(6TW.75) Allow the Klingons to send 6 EPs to the WYN under (449.111) and limit the Kzintis to 4EPs under (449.111).
(6TW.76) Allow the Gorns to begin production of maulers on Turn 8.
(6TW.77) On Turn 2 place a second commercial convoy on a Klingon starbase. This commercial convoy must start and end its route at different starbases from the first commercial convoy. This will create two distinct and different routes between the Federation and Klingon starbases.
(6TW.78) Move the Klingon starbase in 3019 to Kalesta in 2919.
(6TW.79) Allow the Gorns and Romulans to each start a commercial convoy between their respective starbases and a bordering ISC starbase.

(6TW.DN) DESIGNERS NOTES

The original concept and idea for this scenario was written by John Wong, with ideas from Chuck Shevin, John Smedley, Jimi LaForm, and Bill Schoeller. Additional input was given by Lawrence Bergen, Ted Fay and Joe Stevenson. Ted Fay rewrote the introduction for the scenario incorporating what was previously written by John Wong.
This scenario makes use of several previously published optional rules all at once. The three most significant are the No Tholians Option (655.0), The Militant Federation (659.0) published in Captain’s Log 10, and the Romulan alternate Order of Battle in (704.A).

The Romulans use the Alternate Order of Battle found CL 34. A copy is included in the Online Order of Battle. It can be found here
