Is it ok for the Klingons to attack the Romulans after turn 9?

Once the Romulans invade Federation proper, then the Klingons are free to invade Romulan space.
I've made a couple of minor changes based on the new 2010 rules. For example (6TW.132) has been deleted. It is replaced by (600.35).

ADB has the consolidated scenario on file. Hopefully it will see the light of day sometime.
The scenario in it's current form here was written with the 2010 rules in mind.

6TW.225 I think there is a mistake. There is no S168 construction listed in the OOB so I assume use S169 for the additional turn of construction.

(6TW.225) uses the Spring Y169 schedule but is actually built in the Spring of Y168.
(704.A5) The Klingons pay 1 EP for each ship activated from this group. This is an exception specific to this scenario only. It helps with balance.

Just to clarify, the 6TW.52 requirement for the Klingons to have a diplomat in the LDR is by turn 2 (to match the Hydran GW requirement), correct?

that is correct. they must have a diplomat in the ldr by turn 2. note they also get 1 EP of diplomatic income for this.
