SVC, could the Neo-Tholians be given NDD, and NFF ships on the counter sheet? Obviously if someone wanted to use part or all of the F&E Map for the Tholian Civil War as a non-historical scenario these units would be needed.
Note: this would require the purchase of additional countersheets.

F&E "Civil Wars" Project Assistance Request:
I need some research assistance for the Civil Wars project. I need volunteers to research ALL SFB historical scenarios and mini-campaignes (including Captain's Logs) to help build accurate OOBs for each minor empire.
Empire Name; SFB Scenario Number; Y-Year of the scenario; Ship Designation (Ship/Unit Name if stated - Scenario fate - if known)
(No fighters or PFs please)
Example Format:
LDR; SH439; Y199; CW (Chairman Who - Destroyed)
Please place reports in the appropriate Civil Wars section for that minor empire.
Example for the above report: F&E Future Products: F&E Civil Wars: Civil Wars - LDR
Please post in this topic if you are researching a specific empire - first come / first served. Correct formatting is important for input into database.

What's in Civil Wars?
Dunno, but the list of things that it might have includes
Actual civil wars: Kzinti-Usurper, Romulan
Missing minor empires: LDR, Vudar, WYN, Seltorian
I'd want to be sure we got all of that in there.
Early wars: Carnivons, Paravians (will probably go to a separate book)
Generic civil wars: Klingon, Fed, Lyran, Hydran (probably going to have to be a third product)
Kaltic freestates: Eh, maybe somewhere.
Mirror Universe: Eh, maybe someplace, but not here.
Stellar Shadows empires: Peladine, Borak (somewhere, but not here)

I don't know how many sheets to plan on (two or three, certainly?). Most of what is there are placeholders. I threw this together from and earlier "thought" after deleting Paravians, Carnivons, and generic civil war units.

I would think the HV rates higher than a 6 for offensive compot. It has a fair number of phaser ones and things.
Civil war Romulans should have some X-ships, at least if the intent is to do the historical opponent.

Like I said, layout, piece counter, and placeholders. Many of the factors are just a number holding a spot. Did you notice that most of that is two copies of the same thing? It's just holding a spot open.

As a game designer, SVC enjoys the relaxing and colorful counter creation process -- so anytime we can have the designer thinking about a future F&E is great. So relax and enjoy the ride -- it's all good as we are a long way off from factor debates and specific counter selections.
Right now I want to make sure the notional F&E OOBs match-up with the SFB scenarios and SFU history -- that's why I have some folks researching the data. The data, once analized, will show us what units we MUST include in the product (such as Rolandus' KEXs and K7Xs). So any discussion of what unit values are assigned or what units are missing is premature. Once we have this historical info we can start populating the SITs and writing scenarios.
When we do state getting close I will send a notional counter layout(s) for ADB's consideration based upon their product marketing assessment/requirements and SFU historical requirements.

For F&E purposes we will use the following standardized designations for armed auxiliaries:
SAA = Small Auxiliary Armed (F-SA)
LAA = Large Auxiliary Armed (F-LA)
JAA = Jumbo Auxiliary Armed
HAA = Heavy Auxiliary Armed
SAQ = Small Auxiliary Q-Ship (S-Q)*
LAQ = Large Auxiliary Q-Ship (L-Q)*
SAC = Small Auxiliary Combatant
LAC = Large Auxiliary Combatant
JAC = Jumbo Auxiliary Combatant
HAC = Heavy Auxiliary Combatant
*These may be substituted with armed combatants (or we might look at a way of somehow including these depending on ADB approval and counter space availability.
These F&E designitions help players with on-board, SIT, and OOB organization & recognition.

The only Seltorian scenarios I've found from CL #14 to #26 (my longest continuous run) only involve Seltorian PFs.
Did you say you wanted Tholian units? From how far back into the Y170s?

A. HISTORICAL base types used by the minor CW empires- please cite reference.
B. If there is any SFU material that specifically limits the size of each minor empires bases - please cite reference.
Data will be used to build minor empire's OOBs.
