Combining everything, three contradictions are immediately apparent. all but one of which can probably be fixed fairly easily:

1. T8S1 reports the Atonement as being crippled in action as part of the War of Return, but CL37 states that the Atonement remained in the WYN Cluster during the war.
PROPOSED SOLUTION
The ship crippled in T8S1 is actually the OCR Sacrifice, which is not currently present in any SFB scenario. Sacrifice is converted to the OCRX of the same name while under repair.

2. T8S2 reports the Aurora as destroyed in the War of Return, but CL37 states that Aurora remained in the Cluster during the war.
PROPOSED SOLUTION
The ship destroyed in T8S2 is actually the new (unnamed) OBR purchased after Aurora was converted into an OFB.

3. SH16 reports the LDD present in Y181 in combat against a Lyran attack, and R12.12 says that the LDD was crippled in this battle and converted to the PBB while under repair. CL37 says that the LDD was crippled in combat with the Klingons in Y180, converted to a PBB while under repair, and then led a counterattack against a the Klingon invasion of Y181. Since this potentially affects a published SFB scenario, I have put this under "Questions about Ships" for a ruling by one of the Steves.
PROPOSED SOLUTION IF THE STEVES DON'T PROVIDE A RULING
The LDD is crippled in Y180 in combat with the Klingons and repaired in its original form. In S181, it fights the Lyrans, is crippled, and is then converted to a PBB in time to lead a counterattack against the Klingons in F181.

And just for giggles, here is a proposed build schedule for CW and CA hulls leading up to the War of Return. This assumes a build rate of one Cruiser per turn, with not more that 1 CA per year from the seizure of the Cluster shipyard until the start of the War of Return (including builds for the first turn of the war).

S182 - CW (only hull type available in Y182)
F182 - CW (only hull type available in Y182)
S183 - CW (third named basic CW)
F183 - LTT (build year given in R12.A10)
S184 - CVL (build year listed in R12.1J)
F184 - CA (1st hull known to be a vanilla CA, 2nd hull planned for Y185, but delayed until Y186, so this is the only place to put it)
S185 - PFT (in-service year listed in R12.1J)
F185 - NAR (G3 YIS)
S186 - CWH (build year given in R12.53)
F186 - CAX (build year given in R12.29)

This successfully covers all the "fish" SC3 ships that _must_ be in service by Y186.

Per R12.A1, 1 of the CWs is converted to a CWL in Y185, but I assume we will follow the pattern of other empires and just cover this under the "leader" rule.

And for another laugh, a notional concept of the WYN OOB at the start of the Four Powers War (Y157)

LYRAN HULLS
1xLDD (ship in service both before and after this data)

1xKE4 (ship in service both before and after this date)
2xKG2 (1 received Y136, 1 received Y150, CL37 suggests 3 in service by the start of the GW, so I'm guessing neither of these was lost by this point)
2xKF4 (2 received in Y150, 1st destroyed in Y159)

KZINTI HULLS
2xZFF (1 received in Y144, and 1 in Y146, with no indication that either had been destroyed by this point.
(1-2)xZYF (2 exist from Y116, last one destroyed ca. Y160)

SMALL AUXILIARIES
This is where it gets complicated. The first AxC entered service in Y140 (G3), but we don't know the build rate. Date for the YAxC and YAxBC _suggest_ that, prior to the Orion shipyard, the WYN had the ability to produce 1 combat auxiliary per year. That would give a maximum of 17 AxC hulls at the start of Y157. Per R12.30, 2 of these are AxCCs, and it is reasonable to expect that at least a couple have been lost and that a couple are on the infamous "internal security duty" that causes them to disappear from the F&E map. It is probably reasonable to assume that there should be 9-11 AxC in the OOB

Orion hulls, "Fish" ships, and Large Auxiliaries are all unavailable at this date.

Memo For Record

The time period for the F&E War of Return scenario is planned for at least three turns of Y186F-Y187F. This is based on published history and game play interactions with other published scenarios. This does not mean a player run scenario could not go a few turns longer.

You could always fudge the provincial income if you need to, up more due to the richness of the cluster. A little handvavium goes a long way.

Yes, you certainly could. I vaguely remember a previous attempt to figure out the WYNs that was postulating some income level that I don't remember. It can be whatever we need it to be.

Given that the 4 major planets + 4 minor planets info comes from CL37 (June 2008), I would suspect that the February 2004 posts about the number of planets in the WYN Cluster are obsolete.

I wonder if all the WYN planets are within shuttle/fighter range of each other?

F&E fighters have a 1 F&E Hex reaction range IIRC, which means you have 12 fighter factors on each minor planet, and 24 fighter factors on each Major World. add in any bases that operate fighters, and you have 148+ fighter factors that could be used in approach battles etc.

Eventually, PFs get added into the mix.

I wonder that if the WYN System was going to be overrun at some point in SFH, it would have happened early (in the middle years up to year 168~), if it was going to happen at all.
