(309.0) The cost of the Federation NCD is incorrect. The example shows that the cost is 5+3, however Drone ships without special sensors were changed to base hull + 2. These costs were changed prior to the 2010 rules, but the example was not caught during production. The example should be changed to read: See SIT for specified drone ship costs. I seem to recall that the upper limit of GSC's were NOT increased, so one of the four on-map GSC's (3 CVL, 1 COV) could not go off map to survey.
I don't know where that was said or written, but until found Thomas's updates above should not be implemented without an official ruling from FEAR or from Chuck.

Last sentence of 542.26 from SO:
"The Federation has "credit" for the infrastructure costs of the four survey ships sent off the map, but must pay for the three extra ships above that limit."
This seems to imply the 3CVL and COV have credit for the infrastructure, and that three more infrastructure slots can be purchased in addition.

(203.742) Perhaps it was intentional but this rule was not modified by the errata for this rule from the F&E Master Errata file. The errata in that file has the following text: ‘Consider this rule to refer to “units” instead of “ships”.’ A detailed explanation for the reason for the errata appears in Captain’s Log #32 on page 88 in the “Reserve Auxiliary Movement” paragraph.
