I am sure I will be able to cut and trim our way to making the counters match counts for each scenario. Thanks for the list.
Some numbers in the list above were indeed arbitrary and were not cut down last time. While dropping the EB added stuff would free up a large amount of space it would eliminate one of the more popular freestyle play scenarios. 50 Fed BC is a lot. In EB turn counts can be high, exceeding any historical scenario so building them all is indeed possible. Or at least was in 2014. I will check with Tim about recent changes to see if requirements have changed.
Nick is right it might be time soon for two but I am not sure if it is this time. I am not a fan of two versions to maintain as one is already quite the load.
I will first look at the lists and suggestions you all provide and with turtle verify needs for the historical. Please continue to report shortages you have had since 2014 so I can address them first.

I emailed the individual who does the Cyberboard program. Unfortunately, there will not be a x64 version, and the limit on the number of counters is hardcoded into the source code used for the program and cannot be changed.
I've asked Lar and Tim a couple of questions regarding some changes that may help us this time around without changing the number of counters in a very drastic way.
I've emailed Lar the first bit of counter changes and additions for the LDR as well.

Another option of course is to do any counters that might run short as two markers (front and back) as well as the maximum number of actual counters that can be fit in the set. Using markers for regular ship counters is not ideal (you can't flip them but instead have to swap front with back markers when damaged/repaired), but it does give you an unlimited number, and you would only have to fall back on them in extreme cases once you ran out of the regular counters.

Also markers can't go into counter trays so you can't add them to fleets.

Oh - in case it wasn't already known to the project managers - in the newest game box the Klingon North Fleet marker is missing, and is also not placed on the map at general war startup.

I have sent Lar the remainder of the LDR changes and additions from Minor Empires and CL#41-51.
The LDR, Selts and Vudar are getting the majority of my time first in this update of gamebox.

A couple of new markers have been added to Map-Misc Chits. They are "moving" and "reacting". These allow you to note which units or fleets have reacted one of two hexes and fleets or units which are still moving either while waiting for a reply by your opponent or to remind you which fleet a substack has moved from in the case where you want to send part of a fleet one way and the other part another under (203.44).
Lar has done a tremendous amount of work on the gamebox in the past two weeks. The Vudar have been given a lot of love. The Seltorians got some. The Carnivons have literally been added from scratch but still have work to be done on them.
