Tholians are masters of the map. All star bases except in non-Tholian capitals belong to the Tholians. There is a Tholian fleet of 10 ships on every starbase and a Seltorian fleet of six ships on every battle station. (Ryan will tell us what these fleets consist of.) Some kind of big reserve Tholian fleet.
Two players: Seltorian and Tholian. Each gets the economics for provinces they control. all start under Tholian control.
No off map areas.
Ryan will write new production schedules and designate the Seltorian shipyards.
Scenario begins with the destruction of the Tholian capital planet.

Do you want the Tholians to be under thier Home Galaxy restrictions? No scouts, no fighters.
Same for the Seltorians?
Alpha quadrant ships only or can I use Home Galaxy "Ne0-Tholian" i.e. NBB, NDN, etc.

In terms of how large-scale Revolt-era battle rounds might play out in F&E terms, it might be worth considering the historical (SH110.0) and (SH111.0) scenarios from Star Fleet Battles Module C3. (There is a variant of the first of those two scenarios for Federation Commander which facilitates the use of the infamous Battlewagon.)
Also, it's noted in a scenario from Captain's Log #47 that, at the time of the Revolt, there remained a significant number of "loyalist" Seltorians, many of whom fought (and died) against the "rebel" Seltorians during the Revolt proper. Were such "loyalist" Seltorians to be a factor here, they would presumably lack the web breaker functionality for their shield crackers.
Or perhaps there could be a dynamic by which the "rebel" Seltorians have the potential to sway groups of "loyalists" by offering web breaker technology. Either the rebels succeed in bringing a given group over to their cause, or at least in urging them to remain "neutral", or the group rejects this bid and remains committed to fighting on behalf of the Tholians. (Or the group might be split into rebel and loyalist camps, preventing it from acting on behalf of either side until, or unless, either sub-group prevails over the other.)
This would make the various Hive- and Nest-sized cargo haulers from CL47 key factors for either side. The Tholians relied to a significant extent on the "loyalist" Seltorians using these cargo haulers to bring supplies from subject worlds to a given Sphere location. The "rebel" Seltorians, on the other hand, need to capture as many of these haulers as they can; both to deny those supplies to the Tholians... and to convert them into Battlewagons and Assaultwagons respectively.
