Special house rules for this F&E game.

The original special raid rules are not being used in this game. However, some versions of special raids are being used. To wit:

1) Blockade runs are in.
2) Commando raids are in.
3) Drone raids and Fighter/PF raids, as originally written are out.
4) We are play testing the "new" special raid rules attached.

CT1 Eco and Raids

Economics:

Lyrans avoid ADS, but Klingons go right in to the tune of 7 EPs. Not big, but they are starting early.

To take advantage of the new Vudar rules, the Lyrans and Klingons each build an extra DIP team.

Raids
The sole "raids" are:
-- The Klingons use an F5T to blockade run 4 EPs to the WYN.
-- The Lyrans use an APT to blockade run their MMG to Red Claw fleet in 404.

Note that the Lyran JGP-COG still pays for five fighters (525.243) but does give 2 replacement (FCR) fighters as credit ... so that's 4 more EP spent [hopefully there's salvage/WYN ship sales to cover the difference or use the non-interest loan from (430.6)]

Nope, you cannot use (430.6) during the economic phase. That's a large part of what ADS is about; the ability to borrow during the economic phase.

I did pay for the 5 fighters (3 free, 4 EPs for the remaining 2).

Lyrans did not need ADS. Klingons did start ADS.

C1 Operational:

Aside from the usual miscellany (ComCon, 2*colony, WYN trade, claiming NZ hexes etc.) the Lyrans (Red Claw and Home fleets) all dogpile in a straight-up direct, all-out assault on Kzinti BATS 803.

The Kzintis do not react or send in reserves. The BATS goes down for a song (I take 3 fighters and ignore the 2 remaining damage as lowest DEFPOT ship on the line is 5).

Well A1 starts, the Kzintis do well on survey.
They're not doing so well with the invasion situation, quite a few Lyran ships sitting within six hexes of 1401.

Ok, now that that is out of the way.

The Hydrans activate a PGS and build some ships that no one knows where they are! Very sneaky. They do worry about the start of yet ANOTHER war between the Kzintis and Hydrans but are fairly confident that if they don't attack the Lyrans again (see 4PW) then the war won't escalate to something truly nasty.

Gorn, Fed and Tholian PWC happens, no choices to make there.

The Klingons are claiming the Vudar are being rebellious. The Hydrans are dubious.

Op moves are done. The Lyran Fleet was sitting in 0803 and is 70ish SEQs. The Kzinti moved almost their entire active fleet to go pin it, which they did. BATS next door sent over its fighters as well.
The few remaining Kzinti ships went to pin the Lyran reserves at 0404 and attack BATS 0504 (defended by a POL).

At 0504, the Kzinti fleet of DN FFK CV face a BATS and POL. After the dust settles, the POL retreats to 0404 (the base is destroyed) and the Kzintis retreat to 0603 having had the FFK and CV crippled.

At 0803 the Lyrans retreat after one round of combat. They destroy a Kzinti SAD, fighters and cripple a BC for -7. The Lyrans cripple 5 of their ships (3CW 2DW) for -6 but then retreat (to 0704). The Kzintis had spent a CP, the Lyrans did not.

The Kzintis also fought one round in approach at 0404, losing an SF but killing a Lyran DW.

CW raids 1101. Kzinti reacts BT from SB 902 and kills the CW before retreating offmap. No capture.

D5 raids 1701. Raid fails; D5 returns unharmed.

Klingons use D5H in blockade run as part of the WYN shuffle.

The WYN shuffle:
Lyrans transfer 1 EP from Lyran WYNCOVIA to Klingon WYNCOVIA. Lyran = 5; Klingon =7.
Klingons BR 4 EPs into the WYN cluster using D5H (increasing Klingon WYNCOVIA by 6 for next turn).
Klingons BR the 7 EPs currently in their WYNCOVIA back to 1411.
During operational, Lyrans use DWT currently in WYN cluster to move back the 5 EPs in their WYNCOVIA.
During operational, Lyrans use DWT currently in the capital at 408 to deliver 4 EPs back to the WYN cluster (increasing Lyran WYNCOVIA by 6 for next turn).

Rinse, repeat on future turns.

Maybe I get it wrong, but how can you blocade run money both to and from Wyn?
No more than 1 blockade run can hit the same exe, and a single ship can't both deposit and withdraw from Wyncovia...

The best I could come up with klingon is 3 E4T that do deposit with intermediate stockpile on 1009 (2 go back and forth from 1009 and WYn, the third BR the money from capital to 1009) and an LTT/D5H that do the withdraw by BR...
I too pass 1 EP from lyran to KLingo account regularly...

This statement turns out to not be correct. There is a ruling that says *precisely* that a single ship can both deposit and withdraw from WYNCOVIA - assuming, as Richard stated - that the funds being withdrawn were generated on a prior turn.

In other words, a single BR can both deposit and withdraw in the same run. In the case of the WYN, the key is the availability of the funds to transfer, not the ability of the BR transport unit to both pick up and withdraw in the same run.

320.513 does not say you can send two blockade runs to the WYN.

It says:

A: You can add a cargo ship (normally disqualified from raids) to a normal raid slot to do a blockade run.

B: You can do one blockade run even if all your raid slots have been already used.

C: One foreign/allied ship can be added to the raid pool (no more than one) to do a one way blockade run.

That's it; none of that permits two blockade runs involving the WYN star cluster by one empire on a given turn.

You can't do two blockade runs like that.

The word excess is for a 'raid' in excess of the normal limit (three for the Klingons).

The more specific rule (can't blockade run twice to the same place) overrides these more general rules.

Anyway, that's the way it is for this game unless Ted objects. If you really think it needs to be addressed you may want to take it to Q&A.

I'm pretty sure (like 99.99% without verifying) that there is an explicit ruling that allows my use of a single BR to drop off and then pick up WYN cash. Since Richard and I agree it can work like this, I will leave it to others to do the work of looking up the ruling.
