(549.25) ADD (204.0) after strategic movement. This gives the reference to the strategic movement rules as modified by (549.25). Thomas Mathews 20 Feb 2015 STRONG: CONCURS. #SVC: There is no mention of strategic movement in 549.25 but there is one in 549.24 and I fixed that.
(607.153) This rule lists a LDR BATS (BTS) in 0711. This is the hex of the LDR minor planet, which doesn't ordinarily have a base at all. (This would be in reaction to my earlier report that the 'first four' LDR repair points were free, and they only had four to offer at all; suggest 0812 instead.) - LOWRY, 29 FEB 2016 STRONG: NO CHANGE REQUIRED. Hex 0711 is the LDR capital planet and it has a BTS. #SVC no action taken.
(608.562) Analysis of Police Ship assignments: Kzinti, Hydran, and Lyran have all been at war for 14 turns before Coalition Turn 15 begins, and have activated 14 ships, plus 2 at start POL for a total of 16 police ships (3 at start, total 17 for Lyrans). The Klingons have 28 call-ups, plus 4 at start for 32. The Federation has been at war for 8 turns for 16+4 call-ups. The Romulans have been at war for 5 turns for 5+3 call ups. The Gorns have been at war for 3 turns for 3+2 call ups. This compares with the given called up police ships as follows: Lyran: 22/17; 5 over Kzinti: 18/16; 2 over Klingon: 31/32; 1 under Hydran: 14/16; 2 under Federation: 22/20; 2 over Romulan: 8/8 Gorn: 5/5 Some of the overages could be explained with purchased production, but that should be noted separately as those do not count against the normal limits. - LOWRY, 29 FEB 2016 STRONG: CHANGE the following under "Begin GF Scenario": Lyran-A, "8C" to "6C"; Lyran-B, "8C" to "5C"; Kzinti, "9C" to "7C"; Fed-C, "6C" to "5C"; Fed-D, "6C" to "5C"; other empires, no changes. #SVC made the changes listed.
(608.A41) Survey Duty lists 2xSR, PGR, PIC. Is it intended for the Hydrans to have purchased a fourth survey slot and replaced an at-start SR with a PGR or PIC? (The SR is missing; high-risk survey loss, though that normally only cripples the ship?) - LOWRY, 29 FEB 2016 STRONG: NO CHANGE RECOMMENDED. The PIC and a PGR were built and added according to the R-sections; it is possible that one SR could be freed-up for conversion or may have been lost if brought onto the map under SO rules.
(608.E22) The description (not chart) says "The Romulans control the neutral zone hexes from the 31xx hex column through 3910 inclusive (including the planet in 3912)." However, hexes 3910-3913 are in Sector F, not E (see 608.E12 and 608.F12). - LOWRY, 29 FEB 2016 STRONG: CHANGE to read: "...through 3813 inclusive (including the planet in 3415)." #SVC made the changes.
(608.E22) ROMULAN DISPOSITION: The Romulans have captured provinces 3113, 3115, 3411, 3413, and 3711; all planets in those provinces have been captured. All Federation bases in those territories have been destroyed. The SB at 4015 has an FSD. If playing with Strategic Operations, the BTS in hex 3516 has been upgraded to an STB; no other Romulan bases have been upgraded. All Romulan planets are undevastated and have their original defenses. The Romulans control the neutral zone hexes from the 31xx hex column through 3913 inclusive (including the planet in 3415). The Romulans have built a BTS at 3612 and have deployed a defense battalion on the planet.

(608.F421) The standard OB (704.0) indicates that the Romulans sent 2xPE and a SPS to survey duty, but this scenario is showing 2xPE and 2xKRE (the SPS is missing). - LOWRY, 29 FEB 2016 STRONG: NO CHANGE RECOMMENDED. The R-sections state that the two KREs did serve as survey ships until they were recalled and converted to KRPs in Y182. In this scenario the Romulans used the PEs to release the more powerful and modular SP hulls. #SVC no changes made.
(608.A43)(608.B431)(608.C421)(608.D421) The Klingons have a total of 8xF5W after one turn of production at a base rate of 3. 5 conversions are possible, but seem excessive. - LOWRY, 29 FEB 2016 STRONG: NO CHANGE RECOMMENDED. Some of the conversion can be explained as conversions of damaged F5s while under repair (at a cost savings of 1 EP each) or built even as a downgraded substitution. #SVC no changes made.
(608.B411) The Kzinti have two NCAs (one a NCV). Production started in Y174, and three would be expected. - LOWRY, 29 FEB 2016 STRONG: NO CHANGE RECOMMENDED. Sometimes units are lost or never built or downgrade substituted for various reasons. #SVC no changes made.
(608.B431) E4G listed under 'Carrier Support' instead of 'Support Ships'. - LOWRY, 29 FEB 2016 STRONG: MOVE the E4G to the support line. #SVC done.
(608.F21) The Gorns have captured the entire neutral area north of the ISC, but the last two hexes (6101, 6102) are seven hexes from the nearest Gorn base, planet 5403. (...Which doesn't keep them from capturing them, but there'll be no income. It might be best to point this out.) - LOWRY, 29 FEB 2016 STRONG: NO CHANGE RECOMMENDED. Players are expected to know the rules otherwise scenarios would be encumbered with numerous point-out reminders. #SVC no change made.

SO FAR AS I KNOW, every report item has been dealt with and nothing else needs fixing before we go to hard copies. I am (at this moment) printing out a complete copy and giving it to Petrick and Jean to read. When they finish, I will make their fixes and we'll move on from there.
