I will post the staff reports on 675 here for convenience of those who want to review it. They just did the whole scenario over, which in some ways is better for me and in other ways is much worse. There will be a LOT of posts here. Comments go into the regular 675 topic, not the SO topic please.

(675.0) MAELSTROM


Fall Y178 (Updated)
Update edited by Chuck Strong, Thomas Mathews, Ryan Opel, and Jason Schaff.

This scenario covers the period from the of Fall Y178 (Turn #21) through Fall Y180 (Turn #25), the turbulent period when neither side had enough power to make a push across the entire front line, but both had enough power to achieve spectacular gains in limited sectors. The period was known historically, as “The Maelstrom” because the front lines continually twisted, bent, and broke under the pressure of constant, if limited, attacks and counter-attacks.
This scenario is divided into six sector scenarios, each of which covers only a small part of the front lines. Players should find it possible to play one of these sector scenarios in a single session (some take less time than others). If more time or more players are available, two or more of the sector scenarios can be combined.

(675.1) SCENARIO SETTING

(675.11) NUMBER OF PLAYERS: Eight; the Alliance (Hydran, Kzinti, Federation, Gorn and Tholians) is at war with the Coalition (Klingon, Lyran, and Romulan).

(675.12) SCHEDULED DURATION: Five turns or until one side concedes or is defeated; see (675.6). The scenario starts on Turn #21, Fall Y178, with the Coalition player turn and proceeds through the end of Alliance Turn #25, Fall Y180.

(675.13) AREA OF CONFLICT: All Alliance and Coalition space, plus the neutral zone hexes between those empires.

(675.14) SETUP ORDER: All Coalition Non-GHQ forces, all Alliance non-GHQ forces, Lyran GHQ forces, Kzinti GHQ forces, Romulan GHQ forces, Gorn GHQ forces, Klingon GHQ forces, Federation GHQ forces. After all forces are placed the Alliance may assign reserve markers to eligible units.

(675.15) MODULES USED: This scenario assumes usage of the following F&E expansion modules: Advanced Operations (AO), Fighter Operations (FO), Combined Operations (CO), Planetary Operations (PO), Strategic Operations (SO) and Tactical Operations (TO). If players choose not to use a given module and its associated units, then they can substitute another ship for the specialty ship from the unused module on a one-for-one basis as long as the substitution is available for that year and is not a limited or restricted production ship. Use these guidelines:
(675.151) Carriers: Substitute another available carrier or standard warship of the same basic hull or smaller size class from basic F&E or another module in use with any excess fighters lost in the substitution.
(675.152) PFTs: Substitute another available PFT, scout (if the ship were also a scout) or standard warship of the same basic hull or smaller size class from basic F&E or another module in use with any excess PFs added to the empire’s PF pool.
(675.153) Carrier/PFT Hybrid Ships: Substitute another available PFT, carrier, scout (if the ship were also a scout) or standard warship of the same basic hull or smaller size class from basic F&E or another module in use with any excess fighters lost in the substitution and/or PFs added to the empire’s PF pool. (Category includes: SCS, DCS, etc.)
(675.154) Escorts and FCRs: Substitute another available escort or standard warship of the same basic hull or smaller size class from basic F&E or another module in use.
(675.155) Survey Ships: Counters are removed from play; use the original survey rules (505.0).
(675.156) Other Ships (including stasis ships, drone ships, commando ships, transports, penal ships, diplomatic ships, fast ships, maulers, X-ships, etc.): Substitute another available standard warship or scout (if the original ship were also a scout) of the same basic hull or smaller size class from any other F&E expansion in play. The Federation LTF breaks down per (526.242) with the two standard warships being an NCL and FF. Romulan KDWs revert to SPs and Klingon RKLs revert to D5s.
(675.157) Other Non-Ship Units and Counters: Remove these from play (includes: monitors, auxiliaries, PRDs, APTs, PTRs, DIPs, PTs, ENGs, MMGs, ADMs, SWACs, MEGAs, Swarms, decoys, etc.). Military convoys become standard convoys and commercial convoys are removed.
(675.158) Bases: SFBs become SBs; STBs and BSs become BTSs; OPBs become MBs; X-bases become standard versions.
(675.159) Repair Depot: If not using the repair depot rules (424.0) from Planetary Operations, then ships assigned to the depot on the OOB are instead salvaged prior to the start of the scenario and are removed from play; their salvage is simply added to the empire’s at-start treasury.

(675.2) SCENARIO NOTES

(675.21) SECTOR ORGANIZATION
(675.211) Independence: The design of each sector scenario allows them to be played independently (or even combined) without first playing through Turns #1 through #20. Use the setups given in the sector scenario sections.
(675.212) Sector Setup Order: Use the order from (675.14), but simply ignore empires and sectors not in play.
(675.213) Sector Boundaries: Units may not leave the areas of their sector scenario. If two or more adjoining sector scenarios are played together, the forces and areas are considered combined for this purpose. Units that move [except by (675.581)] or retreat out of their sector are not destroyed, but are irrevocably transferred to the other sector. Units may draw supply from sources in other sectors (assume that the front line in the other sectors has not changed). Off-map areas that adjoin multiple sectors may be used by friendly forces in all adjoining sectors; see individual sectors for off-map operational movement restrictions. Units using reserve and strategic movement may move through sectors that are inactive to arrive at a location that is active.
(675.214) Sector Economics: When playing one or more of the sector scenarios, use the economic rules provided for that sector scenario. When using all of the sector scenarios as a combined scenario, use the standard economic rules. When playing two or more sector scenarios in combination, each empire can co-mingle the income (along with the free fighters, command points, etc.) from all sector scenarios it is part of.
(675.215) Sector GHQ Forces: In all of the sector scenarios, some forces are listed as “GHQ (General Headquarters) Forces.” These represent strategic reserves committed to the theater. When combining two or more sector scenarios, some or all of the GHQ forces from any sector scenario can be removed from that sector scenario and added to the GHQ forces of the same empire in any other sector scenario. (If a given empire has no GHQ forces in a given scenario, GHQ forces cannot be transferred into that sector.) GHQ forces can be deployed anywhere within the setup area of the owning empire.

(675.22) START-UP ASSUMPTIONS
(675.221) Planets and Bases: Captured planets and provinces must be garrisoned; garrisons cannot be voluntarily withdrawn during setup. No captured planets begin with PDUs on them unless otherwise noted in the individual sectors. All fixed bases are assumed to have their standard fighter allotments unless otherwise stated; MBs and OPBs do not have any fighter modules installed unless otherwise noted.
(675.222) Escorts: All carriers (including auxiliaries) and other eligible units may be assigned escorts during setup for use during the first turn.
(675.223) Alliance Tugs: At the start of the scenario, Alliance tugs can be assigned the following missions under (509.1): A, B, F, G, I, L, M, N, P, Q, R, S, U, or W. Some tugs are, as noted in their OOBs, in the process of upgrading bases from the beginning of the pre-scenario Turn #20 and must be assigned mission J2 or abandon the mission at the assigned location.
(675.224) Alliance Reserves: Reserves can be assigned and fully resourced but must start the scenario on any Alliance strategic movement node and be properly supplied (and adopted if applicable). At least 50% of the ships within each reserve fleet must be drawn from GHQ forces.
(675.225) Free Fighter Factors: Since this scenario begins on a Fall turn, all empires are assumed to have their full fall allotment of free fighter factors or half of their annual allotment. If playing with Advanced Operations, all empires retain one-half of their annual allotment (the Federation retains seven annualized factors in this case).
(675.226) Force Distribution: To simulate combat movement and actions from prior non-game turns; no more than 60% of an empire’s uncrippled, primary forces ships in a given sector may be initially set up in any one province and this same force may not be adjacent to more than three ships from friendly forces in an adjoining province. This does not apply to any GHQ forces, reserve fleets or any forces set up in original, uncaptured friendly territory and off-map areas. Monitors must be deployed in original home territory.

(675.23) OTHER EMPIRES
(675.231) Orions: Pirates cannot be used unless all sectors are being played as a single, unified scenario.
(675.232) Other Minor Powers: The Vudar, LDR, and WYN are subsumed into the background of the scenario.
(675.233) Minor Empires allows for the inclusion of the Vudar and the LDR empires into the scenario.

(675.3) SCENARIO SCHEDULE

The scenario starts on Turn #21, Fall Y178, with the Coalition player turn and proceeds through Turn #25, Fall Y180, ending with the Alliance player turn.

(675.4) AVAILABLE FORCES

See the available forces of each sector.

(675.41) WAR: All empires’ forces are released and are available for use anywhere within the limits of other rules.

(675.42) PRE-SCENARIO COMBAT DAMAGE: All empires have some units damaged on turns before the scenario begins that have not been repaired. These are reflected on their OOBs as “Crippled.” To reflect prior casualties from the previous (non-game) Alliance turn, 25% (round down) of the Coalition crippled ships must be assigned to provinces adjacent to Alliance-held provinces. (This represents Coalition units that were damaged on the prior non-game turn and were therefore not eligible to retrograde during the Alliance players’ turn to a fixed repair site.) Provinces separated by a neutral zone are “adjacent” for this purpose.

(675.43) NON-SHIP DEPLOYMENTS: Initial deployment of all non-ship units must be in the same hex as a friendly base or a planet that is controlled by the owner of the unit. This excludes admirals, generals, decoys, and SWACS that must be on ships. Prime teams can be on ships or planets.

(675.44) INACTIVE RESERVES: All inactive reserve forces have been activated earlier in the war.

(675.5) RESOURCES AND LOGISTICS

(675.51) ECONOMICS
(675.511) Friendly Possessions: Unless noted otherwise, the scenario begins with an empire’s planets producing at the undevastated rate.
(675.512) Captured Territory: Captured planets and provinces must be garrisoned to collect their associated income. Note that some enemy territory and neutral zone hexes may be subject to long-term capture and annexation; see rules for each specific sector for details.
(675.513) Economic Exhaustion: The Klingons, Kzintis, Lyrans, Hydrans, and Romulans multiply their income by 75% for the duration of this scenario, see (652.3).
(675.514) Treasury: All empires start with zero EPs in their treasury and have no debt, with the exception of the Tholians (675.D43). No deficit spending can be used after receiving income on the final turn.

(675.52) SURVEY
(675.521) Survey Ships: The empires have the following number of survey ships in off-map service: Hydran, 3; Klingon, 2; Lyran, 3; Kzinti, 3; Federation, 7; Romulan, 4; Gorn, 2; Tholian 0. Income from a given off-map area is allocated to the empire’s main effort. If using Strategic Operations, ignore this rule and use the survey ships provided in the OOB for each empire. Income from a given off-map area is allocated to the empire’s main effort.
(675.522) Starting Survey Points: Off-map exploration points: Lyran, 201; Kzinti, 202; Klingon, 123; Hydran, 181; Federation, 325; Romulan, 74; Gorn, 59. Convert these points to provinces as per (505.21).

(675.53) TRADE
(675.531) WYN Trade Rights: The Klingons, Kzintis, and Lyrans continued to profit from the WYN Cluster; all trade is assigned to Sector B per (449.114); see Sector B rules (675.B54) for details.
(675.532) WYN Ship Sales: The Klingons, Kzintis, and Lyrans have exhausted their sales rights at the beginning of the war; new sales rights for all Sector B empires are obtained at the start of Turn #21.
(675.533) Commercial Convoys: Profits from successful deliveries are split between the arrival sector and its empire’s main effort sector even if one sector is not in play. Commercial convoys traversing an inactive sector are assumed to move free of enemy intervention. The convoys are located as follows:
Lyran-A/Klingon-A: Lyran-bound, in hex 0608.
Romulan-E/Klingon-D: Romulan-bound in hex 3317.
Lyran-A/Romulan-E: Romulan-bound in hex 2718. (Optional)
Gorn/Fed-E: Gorn-bound two segments toward Gorn in Off-Map; LSM location Y (Note: This is the original G-F Commercial Convoy, it moved off map in Fall Y175 (turn#15) after moving to the Gorn starbase in the capital hex at 4402.)
Kzinti/Gorn: Kzinti-bound; two segments toward Kzinti in Off-Map; LSM location “B”.
Fed-C/Kzinti: Kzinti-bound; three segments toward Kzinti in Off-Map; LSM location “A” (Note: The original F-Z commercial convoy was destroyed in Fall Y171 and restarted in the Federation off-map area.)
(Optional) Commercial convoys must move at least one hex or segment toward their destination each turn or be disbanded.
(675.534) Diplomatic Trade Agreements: Diplomats assigned to specific sectors may only negotiate legal trade agreements within the area of play.

(675.553) Depot Level Repair (DLR): This is only used in an empire’s main effort sector. Other non-main effort scenario losses may still make a depot repair roll. Ships that successfully make it to the depot are still removed from play but are not counted as “destroyed”. They are instead counted as present but crippled within their given sector for victory conditions at the end of the scenario.

(675.554) Homeless-Ship Support Lines: Each player must designate the empire that “at start” lines are supporting before the scenario begins. Support lines are assigned as follows:

(675.555) Fighter Storage Depots (FSDs): While new FSDs can be built in the sector of an empire’s main effort (445.14) some are already assigned to sectors elsewhere and can be replaced if lost. Deployment limits (445.11) must also take into account other FSDs assigned in other sectors. (In other words the Federation can only build one more FSD in their main effort as each sector C, D, and E have one assigned already.)

(675.556) Command Points: Pre-scenario planning provides at start command points as listed below. Players may also buy command points per (308.97) at the limits shown below.

(675.57) EMPIRE-SPECIFIC ASSETS

(675.571) Federation SWACs: The main effort receives the one free SWAC per turn and each of sectors C/E share the purchase rights of one per year.

(675.572) Federation Special Fighters: One squadron of F-15s and one of F-14s (502.95) are deployed to each Federation sector; destroyed squadrons may be redeployed if replaced.

(675.573) Klingon SFGs: Only the main effort receives the one produced SFG per year. If a given sector salvages an SFG via (312.47) then that sector may reuse the recovered SFG.

(675.574) Klingon Swarms: Only the main effort rolls for and receives the Klingon Swarm (514.0); 14 points have been accumulated toward a swarm in Sector D.

(675.575) Romulan Cloak Decoys: Each sector (i.e., E and F) receives a free decoy once per year and the purchase right to buy one more on the other turn during that same year.

(675.576) Romulan Spare Parts: Three turns of spare parts are available for their Kestrel ships (442.8).

(675.577) Lyran JagdPanthers: Both ships begin the scenario in combat (K) mode (525.242).

(675.58) NEW PRODUCTION

(675.581) Location: Newly built units appear at the capital shipyard unless built at an authorized starbase or minor shipyard (even if not in the sector) and move normally [including free Strategic Movement (204.31)] from that point. Starbases in the capital can perform conversions for any sector. This permits an exception to the sector boundary movement rule (675.213).

(675.582) Key Units: Certain units (maulers, drone ships, SFG ships, and auxiliary carriers) are defined as “key units.” Unless specifically stated, no sector can purchase more than one of these per year unless it is the empire’s main effort. Unless noted in the sector scenario schedules, only the main effort can utilize the scout and drone ship substitutions. Once per sector scenario, an empire can produce one heavy war destroyer (HDW) for a war destroyer via substitution if it is not the main effort.

(675.583) Restricted Production Units: Unless specified elsewhere within the rules for a specific sector, limited production units are restricted as follows. In the case of units that are limited to one per year by the rules, no empire may produce more than one in each sector during the entire scenario. Likewise, in the case of units that are limited to one per turn by the rules, no empire may produce more than one in each sector every other year. These limits do not apply to the sector of the empire’s main effort.

(675.584) Unique Units: Unless specifically stated within the rules for this scenario, unique units may only be built in the empire’s main effort. These include units such as the Klingon C5A and AD6, the Federation CAD and DVL, and the Lyran STL. Exception: Forces in a given sector may replace a destroyed unique unit originally assigned to that sector.

(675.585) Auxiliaries: No sector can purchase more than one large (or larger) and one small auxiliary ship of each type (carrier, drone, etc.) during the entire scenario except to replace losses and then no more than one per year. Free auxiliary production (526.47) is allocated to an empire’s main effort.

(675.586) Battleships: The Klingons have three B10s under construction at their shipyard. B10 #1 is assigned to Sector D with 31 construction points, B10 #2 is assigned to Sector C with 18 construction points, and B10 #3 is assigned to Sector A with 4 construction points. Only one battleship may be under construction per sector. This rule may be disregarded at the option of the Klingon player. If playing with optional battleship production for other empires, then only the main effort may produce them.

(675.587) Free Production: The free Klingon F6s (525.312) four Federation FFBs (525.311) and two Romulan SHHs have been produced.

(675.588) Minor Shipyards: Some off-map shipyards are dedicated to building ships for different sectors. Any sector may send a unit to the off-map area to build a minor shipyard for that specific sector; the unit that built the shipyard may return to its assigned sector after completion. All production done at a shipyard is in addition to an empire’s specified construction schedule. Below are the type and location of each shipyard and the sector the shipyard is dedicated to:

(675.7) SCENARIO VARIATIONS

(675.71) EXTENDED SCENARIO: Continue the scenario beyond the scheduled end of Turn #25; if doing so, then use the production restrictions from the Winds of Fire scenario (617.0) in Advanced Operations during the time period of that scenario.

(675.72) INTRODUCE MINOR EMPIRES: If playing a combined scenario with sectors A-D or more, allow the LDR to join the Coalition during any Coalition player turn. On that same player turn, the Vudar may begin their insurrection and join the Alliance. Use of F&E: Minor Empires is required.

(675.8) SCENARIO BALANCE

The scenario could be balanced by any of these measures:

(675.81) SHIPS: Remove or add three of the smallest frigates to each of one or more of the sector fleets. Consider damaging more ships of other empires and/or change the amounts of damage already assigned to a sector fleet.

(675.82) RESOURCES: Increase or decrease fleet resources prior to the scenario.

(675.83) VICTORY LEVELS: Give or remove from one side a number of victory levels under (675.622) prior to the start of the scenario.

(675.84) TREASURY: Add 10-50% of the base economy to the starting treasury of one empire before the scenario begins. Consider giving a treasury deficit of 10-80% of the base economy to one side or empire before the scenario begins.

This is a historical setup and replay of the events of the General War in the Spring of Y178. In some limited cases actual historical unit production and play restriction conditions are used to best recreate the events that affected the commanders and their fleets.

HISTORICAL PERSPECTIVE: For the Klingons and Lyrans this Sector had been regarded as “safe” entirely too long. The Hydrans erupted from their off-map territory at the start of this scenario, and recaptured their capital at the end of it.

HISTORICAL PERSPECTIVE: The Lyrans made this sector their main effort, much to the anger of the Klingons who wanted to keep the Kzintis contained while concentrating Coalition forces against the Federation. The Kzintis had been husbanding their forces during the previous three years and were ready to begin a major offensive at the first sign of Coalition weakness.

(675.B21) KZINTI DISPOSITION: The Kzintis hold the following portions of their original territory:

Capital planets have recovered from devastation. Planet in 1802 was recaptured on Spring Y178, Turn #20 it has no defense battalions. (675.B541) Trade Rights: Both the Klingons and Lyrans have fully exercised their trade rights under (449.1) every turn and do not have any accumulated rights. The Kzintis have been cut off from the WYN Cluster for a while and have therefore accrued nine turns of trade rights through the end of Turn #19. The Klingons and the Lyrans each have six economic points on deposit from Turn #20 in the bank of WYNCOVIA awaiting transfer out of the WYN Cluster; the Kzintis have nine economic points on deposit from Turn #13.

(675.B542) Selling Warships: Each of the three empires sold their fourth warship to the Cluster in the Spring of Y171 (Turn #6). Each empire will not be eligible to sell another warship to the WYNs until Turn #21; see (449.24).

Victory for each player is, to some extent, determined independently.

(675.B614) Other Alliance Victory Levels
The Alliance earns a TACTICAL VICTORY if they meet two conditions above.
The sector scenario is a DRAW if the Alliance meets only one condition above.
If the Alliance meets none of the conditions, they are DEFEATED.

The Coalition wins a DECISIVE VICTORY if it captures the Kzinti capital and holds it until the end of Turn #25 and meets Condition #1.

(675.C) SECTOR C: NORTHERN FEDERATION-KLINGON FRONT

HISTORICAL PERSPECTIVE: This was a sector of attrition. Klingon and Lyran forces in this sector were tasked to tie down Federation forces and prevent them from being transferred to sectors B or D. The Klingons used a limited offensive against the planet in 2306 to keep Federation forces in the sector.

(675.C1) SECTOR C SCENARIO SETTING

(675.C11) NUMBER OF PLAYERS: Two or three; the United Federation of Planets versus the Klingon and Lyran Empires.

(675.C12) AREA OF THIS SCENARIO: The following inclusive areas are in play:
Federation territory west of the line from 2701 through 2708 through 2011;
Klingon territory from the xx09 through xx12 hexrows east of the 15xx hexrow;
Klingon province 1707;
Neutral zone hexes from 1907 through 1912.

Provinces 2408 and 2606 are divided between Sectors C and D but their income goes to Sector C.

(675.C2) SECTOR C SCENARIO NOTES

(675.C21) FEDERATION DISPOSITION: The Federation controls those provinces within the area of this sector that have not been captured by the Klingons. All planets in the Federation-controlled area are undevastated and have their original defenses with two exceptions:
The planets in 2106 and 2306 were devasted in Y178S (Turn #20).
The Federation has deployed an MB in 2204; The SB at 2204 has been upgraded to an SFB and has an FSD. Planet 2708 has a PRD.

(675.C22) KLINGON DISPOSITION: The Klingons have captured the following Federation provinces: 2004 and 2007 except the planet in 2106. The Federation BTSs in those provinces have been destroyed. Any further Kzinti reinforcements or replacements would have to come across the map by normal movement (which would be all but impossible). HISTORICAL PERSPECTIVE: It was in this sector that the Klingons intended to win the war with a decisive drive on the Federation capital, following the destruction of Starbase 15. The Klingon drive was, however, hampered by supply problems. The Klingon front had stalled at precisely this point because it was as far forward as the original Klingon bases could support their ships. Two Klingon attempts to build a mobile base as a forward supply point had been defeated by Federation raids.
If the Klingons could have convinced their allies to put their main efforts in Sectors C and E, respectively, they might well have taken the Federation capital. This, however, presumes that the Hydrans and Kzintis were out of the war and the Gorns had never entered it, circumstances which were not the case.

The Starbases at 2211 and 2915 have been destroyed. A BATS has been built in 2914. All other planets are undevastated and have their original defenses. All other original bases within the Federation-controlled area are intact; the Federation has built another SB at 2908 (Earth) and added four additional PDUs along with an FSD there. The Federation has built a PRD at 2908 (Rigel).

This sector is the Federation main effort.

(675.D43) THOLIAN FORCES

Set up in Tholian territory.

The Tholians control only their own territory. None of their territory has been captured. Bases at 2919, 3019 & 3119 survived the Coalition Operation Nutcracker attacks, 2819 has a STB and 2918 has a MB deployed. Tholia has 8xPDUs deployed and another 4 in storage at their capital.
The Tholians (who appear only in Sector D) use the normal Economics rules but cannot transfer EPs to other races. The Tholians had historically entered the war on Turn #18 Spring Y177 and will not face exhaustion until Turn #33 Fall Y184. They will be forced home to fight Seltorians on Turn #28 Spring Y182. They may use one repair “tug” (actually a CPC group). Due to the failed attack over Tholia, all Coalition salvage reverted to the Tholians (439.15) which resulted in a windfall of economic points used to help rebuild their shattered defense infrastructure. The Tholians have 75 EPs remaining to replace a missing the starbase, four battlestations several PDUs and to rebuild their weakened fleet.
Neutral Zone hexes 3117, 3118, 3216-3219 are disputed and not held by any race.
Also note that under rule (503.33), the Tholians cannot move more than two hexes outside of their original territory except for the one expeditionary fleet provided by (503.34).

FEDERATION-ROMULAN FRONT


HISTORICAL PERSPECTIVE: The Klingons wanted the Romulans to make their major effort in this sector. Perhaps if they had done so, the Federation might have been forced to sue for peace. The Romulans, however, were under major pressure from the Gorns and had just finished re-orienting their main effort to the northern frontier. The best that the Romulans could offer the Klingons was a campaign of attrition that would put the Federation under pressure and keep them from transferring ships out of this sector.

HISTORICAL PERSPECTIVE: The Gorns, who alone of the Alliance were able to initiate their own offensive without being attacked first, were devastating the Romulan frontier areas by conducting a short-range offensive from their original bases. Some production overrides were utilized prior to the start of the scenario and cannot be used for the duration of the scenario; they include the Lyran CVL and CV, the Kzinti CMV, the Federation CSV, CVS, NCV, NVL and NVS, and the Romulan BEV.

From Ryan: Update for Klingon OOB Sectors B, C, and D.

Add one D5B to each sector. Rationale: Klingons built only 3 of these ships, production was curtailed when D5P's started production.
