675.3 – This scenario ends on Turn#25 and I think this rule is for any bases that are upgraded on the last turn to count as their larger self in victory conditions. Not sure why ‘Turn#30’ (almost the end of 617) is used instead of ‘next Turn’ as it should amount to the same thing.

Report from Stew: Looking at your copy of my notes, it's not so much of a change but a request for more information, though if the various dispositions are cleaned up and done for all the sectors, that will help as it gives the information on when captured and allows someone to figure out the time needed for annexation (the fact that a province or planet wasn't historically annexed at the earliest opportunity is not the game's fault). [It's all about the money!]

Looking over those notes, P1506 might start 675 annexed and fully recovered (by the annexation rules at least) and if it wasn't, then it could be one of the first decisions to be made with that scenario.

Province 0614 is another that might have been annexed by the scenario start (or after it starts).

Province 0517 contains the Hydran capital and that has the wrong LTC info, it should say Yes due to the length of it being captured (unless the Hydrans were raiding almost every turn). There should be a '*' on the Lyran 0617 line to explain that it is the planet in the capital (or marked P0617).

Province 0718 is annexable but may not have been, along with the planet.

As for the Kzinti problem, the 1503/1702 just needs one number (I 'd use 1502 as it's the smallest number in that province, easier to keep track of, lest for me) and give the Lyrans province 0803 and let the Kzinti keep 1101 (much as I like the Lyrans to keep 1101, I think the Kzinti need the planet in 1202 to enforce a border).
