To add to the headaches, here's the bases that were added, rebuilt and then upgraded (on top of ship production) ---
ROMULAN
Gale Force [(608)/FO] reports Vesuvius has an added SB, but Maelstrom [(675)/SO] reports this as a STB (unless this is a second added base) with Winds of Fire [(617)/AO] reporting as an SB. So, should FO report this as a BTS (608.F1) or should SO delete its STB reference (675.F1)?
Need to account for two STBs (3516/4710) by Y178F (T#21) and two SBs by Y181S (T#26) plus Vesuvius (MB/BTS/STB/SB) and 3415 (MB/BTS [675]).
GORN
Of the three MBs listed for the Gorn supply to Tholia (3203, 3008, 2914), all are three OPBs?
4506 upgrade (STB/SB) plus 12 PDU for capital upgrades.
THOLIAN
Base loses in 2819 (SB) that accounts for its lost and rebuild to STB by Y178F (T#21) with just Nutcracker starting in Y177S
[Y177S(MB), Y177F(BTS), Y178S(STB) does account but planting an MB during Nutcracker?]
KLINGON
Only 1 PDU placed on Hydrax (603.UA3)?
Account for 2 MB (total six needed 218,1411, 1507, 1813, 716, 1017) plus 6 BTS [first 4 608, 2 675], plus 2 STB (1107, 2014 [608]) plus 3 SB (1411 [675], 1107, 2014 [617]).
Should the base in 218 be in 118 to be adjacent to the Lyran base?
LYRAN
Only 1 PDU placed on Hydran Capital Minor?
Account for 5 MB (total eight needed 1105, 1411, 1013, 1807 [603], 212, 413, 117, 1307 [before 608]), plus 6 BTS (all but 1411, 1013 [608]), 2 STB (706, 413 [675]) and 2 SB (705, 413 [617]).
Whatever happen to the 1105 MB, never mentioned after 603 (plus Klingons take over in 675)??
Lyran MB listed in 1305 in 608, but 1307 in 675 and 617 (as BTS).
The Tholian is more subtraction than addition, but

(617) - PFs = All Lyran original Planets, all Klingon original planets and the Tholia have PFs to their original capacity (one per minor, two per major and four on the capital). Both the Lyran and Klingon have used all their (502.62) allotment so planet 1010 would depend on Lyran priorities.
The Tholians have had 12 PF to place on their bases and start the scenario with 6 more. The Kzinti have placed 6 PFs on their bases (Turn #25) and start the scenario with 6 each on the next two turns.
Hydran planets 0416 and 0519 can have PFs by using their last free (502.62) PFs (along with their two on-map BTS) by (502.615), the previous 12 are in their off-map bases or the 'pool' for use.
The Federation start the scenario with 6 F111 (FVMs) and the annuit/pay-as-you-go decision.

I think I see the issue Stewart is pointing at. The first sentence is "No Lyran unit can enter Hydran or Klingon space." The problem is that bars them from ALL Klingon space when you combine this Sector Scenario with others including the Klingons, as the intent of that part of the Hydran-Lyran ceasefire is too keep the Lyrans out of the area the Hydrans will be fighting the Klingons, ie not be additional forces for the Coalition is that zone of Klingon space. But since the rule doesn't say that, it means the Lyrans can't entire ANY Klingon territory that is in play.

(617.532) WYN Ship Sales: The Klingons, Kzintis, and Lyrans have exhausted their sales rights at the beginning of the war; new sales rights for all Sector B empires are obtained at the start of Turn #21.
Fastest ship sales would be on Turns #21, 22, 24, leaving one sale from Turn #26 onward, though it might be possible for an empire (Kzinti say) to have two sales available ...

Ryan; I think you sent the wrong report. The 617 items you sent me which I posted AS IS in the adjoining topic don't match the rule numbers of 617 anywhere. For example, there is no such rule as (617.211) nor is thee such a rule as (675.221). Please advise.

Okay, Ryan called, nobody told me their plan to fix 617 was to edit a copy of the new 675 rather than fixing 617. I will look at that tomorrow, and may or may not get it done before surgery.

Between the data available from the (634.0) INTO THE WHIRLPOOL scenario in Tactical Operations, plus the WYN navy counters on both the TacOps and Civil Wars countersheets, is there enough to enable a revision of (617.B6) that allows the Lyrans and/or Klingons to launch their historical invasions of the WYN Cluster? Or might this need to wait until after a more "complete" order of battle is to be drawn up for the WYNs, perhaps in the forthcoming Civil Wars rulebook itself?

Speaking of Tactical Operations, has (or is) the production schedules for the relevant belligerent empires been (or to be) updated in order to account for the new X-ship counters printed on the TacOps countersheet - or, at least, for those X-units which were historically available during the time period covered by this scenario?

Also, this is something I'm fairly sure has been noted somewhere already - but is there any update as to whether or not the Seltorian data from Minor Empires is, or has been, leveraged in order to revise both (617.D33) and (617.D34)?

One other question:
According to (527.27), the Federation player is permitted to build the GVX Powell on Turn #29 or later. Is there, or should there be, any particular sector to which the Powell would be historically deployed to during the course of this scenario, or should it be left open for the Fed player to deploy at their discretion?
The R-section entry for the GVX in my copy of the Federation Master Starship Book does not state which front(s) the ship was deployed to during the General War, though it does note its transfer to the Second Fleet at the war's end (which tracks with its listing on the Y186 Federation order of battle in ISC War).
