Richard, You cannot activate a TG. You can sub the TG for the CA, and activate a CA from the mothball reserve. There is no TG in the mothball reserve.
Also Paul is correct the 2NCL NCD should be 17.

No, because I did not do the conversion this turn. The conversion was done to a CA in the mothball reserve in an earlier turn when the Feds could not do a substitution of a TG for a CA. It should be noted that the Feds converted ALL the CAs in Home Fleet to TGs or GSCs by that point.

Raids.
The Federation succefully disrupt two Klingon provinces, some NZ hexes and attempt to destroy a convoy setting up a colony. The convoy is saved by a Vudar FF but the FF is destroyed.
The Hydrans successfully raid two Lyran provinces and the Kzintis successfully raid two Klingon provinces and disrupt a captured Kzinti province.
The Kzintis also send a few EP to the WYN and recover 1.5 or so EP from their WYNCOVIA account.
The Feds blockade run 10 EP to the Kzinti offmap.
In operational movement, the Hydrans retreat their onmap forces offmap. Run away! Run away!

Combat is over. Four Klingon BATS were attacked but saved by reserves.

This was mostly an attrition turn with small forces being beaten up by larger alliance forces for one round before retreating (one alliance force got jumped by a reserve, causing the Feds to lose three frigates).

CT8 Eco:

CT8 Raids: I raid provinces in the Fed and 1 in Lyran space. All but one succeed. Nothing dramatic. Do the WYN shuffle.
CT8 Operational. Finish the WYN shuffle.
In the FTO I largely avoid penetrating deeper into Fed space, so as not to draw the Federation reserves closer to the front. With about half the Coalition navy still crippled, I *barely* have SEQ parity, EVEN WITH the Fed reserves in the background. It won't improve that much on CT9 as even with what I've moved forward he can move his own forces forward.
The Hydrans are all offmap. All's quiet on the Western Front.
I do a bunch of feints and end up attacking the Marquis zone. I attack 1704 in force, with about half the Zin navy on it, but I have enough ships to take it. I also destroy the remaining Marquis BATS and take 1802.
The lone major battle is the assault on Marquis SB in 1704. After about 12 very bloody rounds, it goes down. I lose several DNs/BTs and a mauler to DD. However, about 40 Zin ships are crippled after all is said and done (along with quite another healthy portion of Coalition cripples).
Richard has been fighting VERY hard in this game over the hardpoints. I will recover faster than him (by CT10 I will be at full strength in the FTO again), but it has bought him quite a bit of delay in attacking the Federation.
Reserves are an interlocking chain stretching from 1403 (my SB there) to Southeastern Klingon space.
The new rules on 537.1, at least the way we are playing them have really messed up my ability to establish quick supply points to strike deeper into Fed space, which is another reason I have not done so. Because Richard's interpretation is that it requires two DIFFERENT ones of PDU, IGCE, and G in orbit that pretty much most of his planets go into autorebellion every Alliance turn. Very annoying.
Made all the more difficult by the fact that my cripple pool is so deep that every PDU I create to establish another supply point is that fewer cripples that come back.
Here's to hoping that SVC and staff change the current version of that rule...
In the meantime, the game remains exciting and interesting.
