Free PF Flotillas: Division of free PF flotillas under (502.62) are assigned to sectors at the following ratios:
The Hydrans have received 18 free flotillas; 14 have been destroyed in combat, leaving four. They deploy one on each base and may deploy one each on planets 0416 and 0519. The remainder go into a replacement pool at the off-map capital.
The Lyrans have received 30 free flotillas; 9 have been destroyed in combat, leaving 21. They deploy 9 in sector A, one in sector C, and the remaining 11 in sector B. All must be deployed at bases or planets able to receive them.
The Klingons have received 30 free flotillas; 11 have been destroyed in combat, leaving 19. They deploy four in sector A, four in sector B, four in sector C, and seven in sector D. All must be deployed at bases or planets able to receive them.
The Tholians have received 12 free flotillas, but two have been destroyed in combat, leaving 10. These must be deployed on Tholian bases and planets able to hold them.
The Kzintis have received si free flotillas, none of which have been destroyed in combat. These must be deployed on Kzinti bases and planets able to hold them.
The Federation starts receiving F-111s on Turn #26. They are split evenly between sectors C, D, and E.
The Romulans start receiving free flotillas on Turn #27. They are split sector E 2/6; sector D 4/6.

This sector is no longer used in the updated and standardized sector scenario format used for Winds of Fire (617.0), Maelstrom (675.0), and the sectorized version of Hurricane (603.0). What was once sector G in the outdated modules is now folded into sector D.

(617.F21): In (625.Y21) from ISC War, the "north-east" NZ hexes claimed by the Gorns had been formally annexed as three "new" provinces - complete with notes on whether each province is under the remit of the Third Fleet or the Seventh Fleet. Should the Gorn disposition in this scenario be adjusted to account for these specific provincial borders (and/or fleet assignations), or did that process only begin at some point after the time period covered by this scenario?

(617.A6): Historically speaking, the "breakaway" of the Vudar Enclave from the Klingon Empire was a political fiction; the Vudar were more a satrapy of the Empire than a truly independent star-nation. (If I recall correctly, this included forwarding half of the income generated in Vudar space to the Klingons as "tribute".) Should the Vudar portion of this scenario be adjusted so as to account for the "real" status of the Enclave? Or would that risk imbalancing the scenario, in terms of the added EPs and/or XTPs being forwarded to the Klingons as "tribute"? (Unless the process of delivering "tribute" was deferred for political reasons until after the time period covered by this scenario?)

Actually, speaking of ISC War:

(617.F412): In the Y186 Order of Battle in ISC War, the Gorns have two dedicated fleets (the Third and Seventh Fleets) each assigned to a portion of the "new" ISC border, while the remit of one other fleet (the Sixth Fleet) in part covers the balance of the Gorn-ISC border region. For the purpose of this scenario, do the Third and/or Seventh Fleets (and/or the portions of the Sixth Fleet assigned to this region) already exist, or have the Gorns yet to formalize the creation of a dedicated border fleet (or fleets) in order to handle the ships re-assigned to patrol the ISC border region in the time period covered by this scenario? Further, in the event of a Romulan attack on the Gorn capital, would both the Third and Seventh Fleets (and/or the portion of the Sixth Fleet assigned to this region) be released, or would the activation conditions vary from one fleet to another?

(617.F423): In the Y186 Order of Battle in ISC War, the Romulans have two dedicated fleets (the Fleet of the East and the Fleet of Exploration) assigned to the "new" ISC border (and connecting the "on-map" Empire to the "off-map" survey zone). For the purpose of this scenario, do the Fleet of the East and the Fleet of Exploration already exist, or have the Romulans yet to formalize the creation of either or both dedicated border fleet(s) in order to handle the ships re-assigned to patrol the ISC border region in the time period covered by this scenario? Further, in the event of Operation Remus, would both fleets be released, or would the activation conditions vary from one fleet to another?

(617.F23): It should be noted that, historically speaking, there was an increasing tempo of clashes and incursions along both empires' borders with the ISC in this time period. So, even if using the ISC War data to make the Concordium a fully-fledged belligerent in this time period might be impractical for various balance reasons, one could perhaps expand this section somewhat in order to facilitate a limited presence for an ISC player to participate in such cross-border raids - even if they have to wait a while longer before they can formally kick off the Pacification proper. (I mention this here since, technically-speaking, these historical "late war" incursions are not covered by the scenarios in ISC War itself.)

Talking with the other F&E staff here at STRATCON and we feel that those changes to the Gorn and Romulan OOBs take place after this scenario.

Most likely these Fleet changes to fleets (they already have fleets deployed to the borders) take place in the period between the end of the General War and the beginning of the ISC invasion and more to better organize the fleets that were already deployed.

As for turning the captured NZs into provinces we also believe these took place for both the Romulans and the Gorns took place after the GW ended.

The Alliance is DEFEATED if they meet none of the conditions above.

(617.E62) COALITION VICTORY: The Coalition forces win a DECISIVE VICTORY if they meet at least three of the conditions below:
(617.E621) Condition #1: They accomplish at least two of these sub-conditions:
A. Establish and maintain Coalition fixed bases (BS or larger) over any three original Federation planets at the end of Turn #31.
B. Capture and hold any five original Federation planets at the end of Turn #31.
C. Establish and maintain any three Coalition bases (MB/OPB or larger, the current base at 3612 counts as one) in separate, non-adjacent provinces within the Federation at the end of Turn #31.
D. Destroy any one existing or new Alliance SB.
E. Retain control of planet 3415, plus retain or replace (within three hexes) their starbases at 3518 and 4015, plus the STB at 3516 at the end of Turn #31.
(617.E622) Condition #2: Total Coalition offensive combat strength of all ships and auxiliaries (including their fighter factors, and including any pods whether attached to a tug or not; add the total EW strength of all scouts to the total; add G factors from commando ships) at the end of Turn #31 is equal to or greater than their original combat strength. Bases and PDUs are not counted for this purpose.
(617.E623) Condition #3: Prevent the Alliance from establishing a fixed base in any original Romulan province at the end of Turn #31.
(617.E624) Condition #4: The Coalition captures and holds the Tholian capital planet at the end of Turn #31 (for use only in a combined scenario with Sector D).
(617.E625) Other Coalition Victory Levels:
The Coalition wins a TACTICAL VICTORY if it meets any two conditions above.
The sector scenario is a DRAW if the Coalition meets any three conditions above.
The Coalition is DEFEATED if it cannot meet any of the four conditions above.
