(539.7) Theatre Transports
(539.71) PRODUCTION: As is provided by the Ship Information Table, theater transports can be substituted for or converted from destroyers or frigates as needed.

The SIT does not provide a production limit. The way in which this rule is presented provides no production limitations as per other transport types. The OOBs are also silent.

It does not seem correct to allow unlimited FFT/DWT production (other than the obvious available shipyard slots for substitution or hulls at available conversion facilities)

Tugs while having no specific rule in 509 do have an OOB production restriction and typically that is:
TG can be substituted for CA once per year OR one CA can be converted to TG once per year but not both.

LTT are also restricted in rule 516 to one per turn by any means.
HDWs are limited in rule 525 to 1 by Substitution and 1 by Conversion.
Small transports in rules 539.1-3 such as the APT/PTR/FXP do have limits although the APT is the most freely available being limited to 1 per turn at every SB, planet, or shipyard.
Even convoys and military convoys are limited.

Recommendation: ADD a production limit to rule 539.7 and to reflect that limit in the OOB under allowable substitutions.

There's no need for this. FFTs do not have many of the capabilities of tugs and do not provide advantages over standard warships such as pod + ship combinations. It's not an issue, imo.

FFTs and DWTs have a limit, the number you can actually put to use. Building more has no advantage and while you can, there is no reason to do it. So there is no need to limit it.

I did recently add a limit to FRDs with fighter modules because of the Fed player who put used 36 FRDs to put 36 free fighters squadrons into a battle force defending Earth.

The Klingons can just use an APT or whatever for the 3rd DIP; just delete the D6N with no replacement. Perhaps give them a free D5N when the YIS hits (it can carry the 3rd DIP at that point).

My recommendation is to keep the D6N on the OOB of Y168F. While the MSSB says the D6N was replaced by a D7N in Y165, I would simply state the the first D7N (the one built in Y137) was then destroyed while conducting a "mission of grave importance" to the empire in Y167 and that the D6N had to be recalled from mothballs to cover the diplomatic ship shortfall. No additional D7s were available for substitution as the Klingons where preparing for the projected future war.

The D6N is then replaced In Y171 with the new D5N.

The D5N mess is indeed a mess.

OPTION ONE: The D6N was pulled out of storage for the war. This requires a minor one-sentence extension (maybe a change, maybe not a change) to the SFB history. I do note that F&E has never listed a D6N in mothball storage and you're not going to add it now.

OPTION TWO: The D5N was an "early exception" for the military emergency of the impending war. In this case, add a note to SFB that the D6N was destroyed or scrapped (since to include it in the F&E mothball reserve would unbalance F&E). A theory that the D6N was converted to a D6/KR and sold to the Romulans was regarded as unlikely since it's an expensive conversion and there were plenty of bog-standard D6s available for sale.

OPTION THREE: There is no second diplomatic ship; the third team uses an APT. (This was rejected as unbalancing the game.)

OPTION FOUR: the SFB data clearly says there were two D7Ns and no D6N or D5N in service at the start of the war. However, there are only three diplomatic teams.

In the end, I picked the D7N option FOUR as it is the only one that matches the history. Changing the history is not possible.

Just downloaded the new PDF, (540.111) was updated, but all the (540.3) KLINGON DIPLOMATIC SHIPS section is not.

Don't know if it will be important, but the new (540.111) will impact on

(540.35) SPECIAL: Klingon D7Ns are especially prestigious ships
and have an increased effect as follows:
For (540.21), they increase income by 100%.
For (540.22), they add a second EP to the Klingons only.
For (540.23), produces one more EP for the Klingons only.
For all other missions, there is no increased benefit.
