CHUCK STRONG suggested removing a bunch of carriers and legacy units which I marked "D?" for later revision. He wanted to change a black block to red to include a couple of romulans, but if he also wants six new counters for every empire (above) that gets really difficult to accomplish as the whole sheet must be rearranged. This remains under review.
