Hello, everyone!
The idea for this proposal came up after reading the Eastern Marches scenario from CL#11 and the Eastern Sunrise scenario from TacOps. After the Treaty of Smarba the Romulans optained a number of Klingon hulls and converted them into the KR-series warships. Historically the Romulans decided to develop their own ship design (the Hawk-series) for ship construction in favor for modularity and supply issues regarding KR-spare parts.
The premise of this proposal: With the Treaty of Smarba the Romulans gain access to modern warp technology and purchase several hulls from the Klingon Empire. Unlike their historical decision to develop their own designs they use the purchased KR-ships as prototypes to study their design and to convert their shipyards for KR-construction. So instead of building the Hawk-series they based their fleet construction on Klingon designs and phased out their existing Eagle-hulls out in favor of the KR-series.
I recognize that the idea is generally flawed in the way that the purchased Kestrels are historically too limited in numbers, so that the game itself lacks most of mission variants of KR-warships. Especially for the later war when the focus was on Hawk-series warships. I would also bet that I am certainly not the first one discussing this pretty obvious idea.
Nevertheless, it was an intriguing mind exercise, so I decided to crunch some numbers and whip up this proposal. Maybe some of the more experienced players like to check my numbers and ship selections and comment how close or far away I have come with this fun.
Starting point:
I started with Ryan Opels Y168F OOB available online. Eagle-series and Hawk-series would be replaced by KR-series warships with an eye on equal compot and ship count, like Chuck and Grant Strong did for the Eastern Sunrise scenario. As much as possible I tried to follow the YIS of the Kestrel warships and used only the ones available in Y168F. That resulted the following proposal for an all-KR starting OOB as well as a possible (at least in my opinion) construction schedule. Please see the notes under each section regarding ship selection decisions and open questions.

Dreadnoughts:
The KC9 is quite a powerful unit to simply replace the VUL dreadnoughts in the original OOB. There are three options, but I am undecided.
VUL: 10/5 CR10 -> KRC: 10/5 CR9 but no CR10 unit for the Romulans
VUL: 10/5 CR10 -> KC5: 12/6 CR9 but fast
VUL: 10/5 CR10 -> KC9: 14/7 CR10 and downgrade 1 KCR to KR
Troopships:
SPG: 6-7GG CR6 -> KRG 2-8GG CR8?
CE: 2-6G CR3 -> KRG 2-8GG CR8?
SKG: 4-5G CR5 -> KRG 2-8GG CR8?
No troopship on a destroyer hull available until the KWG. Simply replacing them with the KRG one on one seemed a tad too much as each would come as a cruiser hull with 2 G-factors.
I would suggest: SPG+CE (3 G) -> 2xKRG (4G) (Home Fleet); CE+SKG (2G)-> 1xKRG (2G) (North and West)
Imperial War Reserve:
While it would be obvious to replace the Imperial War Reserve with KR-hulls, the basic idea of my proposal was the conversion of their construction to KR-hulls and mothballing of their older Eagle-series prior to their entry in the general war. So, it would be reasonable to assume that a small part of their older warships is still waiting to be finally decommissioned or scrapped. The Imperial War reserve would contain these last operational Eagle-hulls, waiting for their turn at the scrapyards or being used as national guard units by the Romulan houses.

Basically, a one on one replacement of hulls. Figure like in the Eastern Sunrise scenario only in reverse.
K5W introduction:
The K5Ws YIS is Y176. It would normally replace 3 K5 hulls, like the Klingon F5W on their schedule, but the Romulans have only one K5Q on their schedule until two years later, so that would mean either disbanding the K5Q and change it into K5W + 2 K5 or completely exchanging the K5Q into 3xK5W. Both options seem to make it doubtful that the Romulans would add another K5Q two years after they had changed or phased out its construction.
Also, the WE, replaced by an KDR from the beginning of their wartime schedule, has 6 compot and costs 6 EP. The replacement gets the Romulans a ship 1pt stronger and 1EP cheaper than the replaced WE, right from their entry into the war. And another KDR slip would be added in Y176 (same turn as the K5Ws YIS) when the original SP production got increased to 5.
To counter this edge and to facilitate the introduction of the K5W I therefore decided to add a K5W slip instead of adding another KDR slip in Y176 until warship construction is again increased in Y178.

Notes on the Pre-War Construction Schedule:

SP (7compot/CR6) -> KDR (7compot/CR6):
a one on one exchange of hulls but change KDR YIS to Y168F (Game Turn 1). Original KDR YIS is tied to the exchange of 3 D5 vs 3 SP in Y174. The D5 is available years earlier and there should be no reason why the Romulans would not decide to construct the KDR as part of their war preparations 5 years earlier. Likewise, the KDV, KDA and KDS should each be available 5 years before their original YIS. That leads to the question whether the KRVs on the production schedule should really be KDVs.
6xK4 in Y169S and again in Y169F:
Together with the KC9 from Y172S they were the last flight of Klingon hulls purchased under the Treaty of Smarba. So, I decided to let the Klingons honor that deal until the last promised ships were delivered, although the Romulans are already building their own KRs.
I guess one might argue that the purchase of the KC9 in Y172S is superfluous as the Romulans would have built two KC9s of their own already. But the fleet of the west still misses a CR10 unit, when the Romulans attack the Federation.
Maybe the KC5 in the Fleet of the West (sub for the original SHR) should be switched into a KC9, home built by the Romulan shipyards and the dreadnought delivered by the Klingons would been a fast KC5.
Reasoning: The KR-series lacks fast raiders (except the KC5) anyway and I think it is reasonable to assume, that all the resources spent on studying Klingon hulls and converting their shipyard would have left little money for also developing fast raiders on their own.
SP -> SPF replacement:
Kestrel series has no war cruiser mauler available. changed the SPF into a KDR and allow one KR->KRM conversion instead of WE/KE conversion
WE/KE conversions:
4 conversions used to facilitate the SPF->KRM exchange above. Which leaves 1 for each fleet. Possible change: WE/KE (+3compot/+1CR) replaced by KR/KRC (+2compot/+1CR). Gains 1 less compot and the KRs (based on the D6) couldn’t actually be converted to KRC (based on the D7), but one might make an exception, arguing that the Romulans have enough time and resources to conduct that upgrade before they enter the General War. After that date, the effort would not be considered worth the time and money.
SKB+SKE replacement:
no escort carriers available in the KR series -> replace with 2xK5 (maybe add a K4 for the lost fighter compot) or use the Klingon F5V counter with a K4D escort.
SKH replacement:
no theatre transport available in KR series -> replace with K4 or use a Klingon F5T counter.
SP->SPS conversion (Y172F) -> KDR->KDS
maybe with the exception that one war cruiser scout may join the survey fleet despite most war cruisers being ill-suited for long range survey duty.
Missing mission variants:
The most obvious flaw in this proposal would be the absence of most variants of KR-hulls that were otherwise introduced on Hawk-Series warships: several scouts, LTTs, carriers, heavy fighter carriers, PFT, SCS/BCS, war cruiser maulers. So that would pose a problem during later game turns. One might either except that the Romulan player had to devise a different approach during general war or he might use corresponding Klingon counters in accordance to the introduction dates of the respective Romulan technology.
KR spare parts:
My guess would be that converting their shipyards for all-KR-series construction would include setting up appropriate supply lines for spare parts of their own.

Again, I recognize the obvious flaws in this idea, but to meddle with the OOB and construction schedules and to see what possibly might have been, was more of a fun thing than a really serious proposal, so I would not be sad if this got shot dead on arrival. In keeping with the recent precedent set by Star Fleet Battles Module R4J, perhaps one could see if there are enough "missing" KR-hulls out there - and enough people interested in collecting them - to warrant a would-be "Shadow of the Kestrel" product for SFB?
If so, that could then, in turn, be fed back into Federation and Empire, in order to make this kind of scenario proposal work more fully.

One item would be to put the 'newer' Eagles on the Tholian border, while this may make the Tholian border a bit stronger (6 SNs, 6 BH, 6 WE) there wouldn't be any SNBs or KEs and the mothball option still remains ...

Impressive work and an imaginative concept!
Another option that might be fun would be to change the OOB and PWC to all KR ships, but leave the wartime construction as Hawks. This might simulate a larger initial Klingon gift of KR hulls (and greater Klingon technical/industrial support), and then a delayed transition to home grown Romulan designs later as Klingon contact was cut off due to the war.

Another point to consider that motivated the Hawk designs is that the Hawks have generally much more favorable cloaking power costs than most of the KRs. A number of the KRs cloaking costs are so high they can't move very fast at all while cloaked. This is not really pronounced in the F&E rules, but in SFB it can make a number Hawks more effective ships than their KR contemporaries (if the captain uses the cloak effectively).

I would not have an issue with KC9s replacing the VULs so long as the total ship count is the same and the total ComPot is within a few points of each of the original regional fleets.

Thanks for the feedback so far.
I'm happy to see my proposal getting some merit.
Especially the one from SVC.
After posting it, I reread the SITs available online and realized that I used an outdated SIT. One that missed the K5G added in TacOps.
So the problem regarding the troopship replacement is solved:
SPG in Home Fleet becomes another KRG.
CEs and SKGs in the regional fleets become K5Gs.
With Chuck being okay with subbing KC9s for VULs the two dreadnoughts in Home Fleet and Fleet of the West become KC9s.
That leaves me with two major points for now to be adressed somehow:
1) Missing mission variants for a longer game. I need to reread the more recent online SITs and the one from TacOps. Maybe have a closer look into the Romulan MSC-chapter about KR-series warships.
2) Total ship count: I concentrated my selection of KR-series warships replacing non-VUL eagles in the fleets on near equal ComPot. As the older WarEagles were less powerful than equivalent KR-cruisers that resulted in -2 SEQ per fleet (-1 SEQ on the Tholian border) while having -1 ComPot per fleet.
In addition to that, I replaced the 2xWH+2xBHE (4 SEQ/15-20(5)) groups in Home Fleet and Fleet of the West with KRV+2xK4D (3 SEQ/16(5)). That means those two fleet loose an additional hull.
Chuck,
if you would advise that the same ship count would have higher priority, I would add 2 minor hulls (2xK4s for 8 additional ComPot) in Home Fleet, Fleets of the West and of the North. 1 additional K4 for the Tholian Border Patrol.
While I think the replacing the WH carrier group with the KRV carrier group is fair, one could easily add another minor hull in replacement for the missing WH hull.
Or would it be an option to compromise and add only one K4 so the total ship count in the regional fleets would be -1 but each would have a little more ComPot compared to the fleets in the original OOB?

Additional considerations for each fleet:
Ship count needs to remain the same including scouts, troop ships, maulers, escorts, tugs.
ComPot totals should be within about 3 points.
Ship-based fighter count totals need to be within 3 fighters factors.
Other factors to consider: Total Scout EW and Troop-G factors in a fleet should be within a point or two.
Examples:
2xWE could be replaced with KR & K4
3FE (6-18T), 2xWH (4-10){5}, 2xBHE (10-10EE), 2xWE (12-12); 9 ship total (32-50TEE){5} average AF-DF compot is 41
could be replaced with
KRT(6-8T) & 5xK4 (20-20); KRV (8-8){5} 2xK4D (8-8EE); 9 ship total (42-44TEE){5} average AF-DF compot is 43

Exchange for the WE/KE conversions:
I decided to replace WE/KE (+3compot/+1CR) with KR/KRC (+2compot/+1CR). Gains 1 less ComPot and the KRs (based on the D6) couldn’t actually be converted to KRC (based on the D7), but one might make an exception, arguing that the Romulans have enough time and resources to conduct that upgrade before they enter the General War. After that date, the effort would not be considered worth the time and money.
Carrier production (preliminary draft):
(I’m aware of the problem with my way of replacing the Romulan PWC carrier construction. I’ll address that in my next post)
SKB+SKE: 2SEQ and 9-10(4) each -> subbed by 2xK5 (2 SEQ and 10 Compot). I dismissed the fighter group for a loss of 3 ComPot and half a ship equivalent. Reasoning: My starting OOB is about 3 or 4 ComPot stronger than the original OOB. That would account for the 4pts from the fighter group.
I strongly considered subbing K5+K4 for the SKB group which would be equal to the warships own ComPot (without the fighter group), but decided against it to make good for the lost 0.5 SEQ.
KRV and KDV (from Y171 on) replace the scheduled SPB (together with two K4D replacing the accompanying 2xSKE).
I choose KDV carriers instead of KRV carriers beginning in Y171. Reasoning: It is cheaper than the KRV and carries a full fighter squadron (6 factors = 1 SEQ compared to the KRVs 5 factor = 0.5 SEQ). The Klingon D5V is YIS 170. After 1 year of studying the Romulans copy the design and commission their own KDV.
I considered the K7V, but it is Y172 and therefore beyond the scope of the Pre-War-Construction Schedule.
Rule of thumb considering the YIS of any existing KDR mission variant: Availability either according to their YIS on the Romulan SIT or 1 year after their Klingon equivalent. Whichever comes first.

I'd like to ask for some advice from the more experienced players and staff here on the BBS considering the problem I have with the Pre-War Carrier construction especially the fighter factors:
KR-carriers don’t have 8-fighter factors like Hawk-series carriers. So, I must accept the 6-fighter factor squadrons as full squadron instead. Another problem is that the Romulans are starting with a KRV with 5 fighter factors (a half squadron for SEQ purposes) and only the revised YIS brings the KDV with a full (1 SEQ) fighter squadron of 6 factors. There is no escort carrier with 4 fighter factors in the KR-series until much later.

So, the obvious problem with the revision 1 PWC is that canceling the SKB group for two K5 destroyers is a definite deficit in fighter factors and equivalent SEQ. Not to mention the SUPs (with 4 fighter factors) each which I replaced with a KRC (0 fighter factors).
The following solution came into my mind:
Before considering the PWC as a whole, I replaced the ships one by one and therefore canceled the SKB group for two K5 which lost the Romulans half a SEQ in fighter factors. Together with the half squadron from the SUP the fleets are missing 1 full squadron of fighters. This could be provided by replacing the escort carrier on the PWC schedule with a full sized KDV carrier. The Romulan fleets still loose two fighter factors, but they keep their ship equivalents and an extra K4 must be scheduled for conversion into a K4D.
The KDV is considerably stronger ship than an SKB but (here comes the tradeoff) all escorts so far are K4Ds which are 1 point weaker compared to the original SKE.
Replacing the SKB group with a full-size carrier would also violate the Romulan carrier production limit (1 per turn allowed) but that could be addressed by rescheduling the excess carrier production for a turn without a carrier being produced (i.e. Y169F or Y170S).
Would that be a satisfying solution?

yes, i would assume that converting their shipyard for KR-construction would include their own production line for spareparts as the new Hawk-series would likewise include spareparts for maintenance. Therefore (442.8) could be ignored.
Gamewise I would argue:
1) The lack of mission variants of KR ships is burden enough for a romulan player. Putting another strain on him which might result astronomic repair costs or having his whole fleet been crippled would be too much, in my opinion. The Federation and the Gorn Hegemony would steamroll the Imperial Navy once the KR supply is cut of (probably in concert with the Tholian Holdfast).
2) An all-KR fleet would be much bigger than the original batch delivered by the Klingons. The spareparts rule is matched to that amount of warships, so either
- 1 tug delivery could supply a huge KR fleet so the amount of spareparts actually needed for each KR-series warship would be neglectable.
- one would have to ajust the number of turns of spareparts available according to the size of the Imperial fleet. Too much bookkeeping, i guess.

For those wondering about the Imperial War Reserve that still has older Eagle-series warships:
I have made a selection of KR-series warships replacing them, but right now I like the idea that the IWR is comprised of the last remnants of the old fleet which the Romulan Empire kept in reserve when the General War dawn in the western parts of the Alpha Octant.

Sorry for not posting for some weeks.
Working as a teacher and school administrator, the last weeks of the school term with final exams, writing report cards, setting timetables for 36 classes and 120 teachers for the next school year kept me busy. Together with a badly needed vacation with my fiancée.

They are intended replace the the original VLV with its 10 fighter factors.

ROMULAN NOTES:
AVAILABLE SHIPS: For the purpose of this scenario, neither Hawk- nor Eagle-hulls are available for construction, except for the limited number of warships in the Imperial War Reserve.
Despite being based on Klingon designs all auxiliary or resource units (HDW, POL, MON, FRDs, Auxiliaries; bases, non-ship units) are identical to the Romulan units.
SERVICE DATES: All services dates obey the current SITs with the following exception:
KDR: change YIS from Y171 to Y168
KDV: change YIS from Y174 to Y171
KDS: change YIS from Y174 to Y172
CARRIER PRODUCTION: With the KR-series the Romulans never developed carriers with 8 fighter factors, never deploy the SUP single ship carrier nor are any escort carriers available until the KWV in Y176. Their only carriers available are the KRV (5 fighter factors) and the KDV (YIS Y171, 6 fighter factors). To account for the reduction in squadron size and the missing escort carriers change the Romulan carrier construction limit to one medium carrier and one KRV per turn. Beginning with Y176 KRVs count against the medium carrier limit.
IMPERIAL WAR RESERVE: While converting their shipyards for KR-hull construction, the Romulan navy gradually phased out their older Eagle-hulls. The Imperial War Reserve represents the last units of these hulls placed into the IWR to serve as national guard ships and museum ships or simply to wait for the breakers. When the General War loomed on the horizon the Romulan Navy kept them as reserve. Those ships may be converted into any existing variant, but no further hulls can be constructed. As an option, players may also choose to replace the Eagle-hulls in the IWR with KR-hulls.
ROMULAN KR MAINTENANCE: The conversion of their shipyards for all-KR construction including the supply of homemade spare parts. Therefore (442.80) is ignored.
MISSING MISSION VARIANTS: The most obvious problem with the all-KR setup is that many mission variants of warships are missing from the game as they were mostly based on Hawk-series hulls and have never been published based on KR-hulls, because those hulls were way to limited in numbers historically. Those missing mission variants include: K10P, KC9V, KC9S, KC9P, K7R-based ACS and DCS, KDR- and KWR-based LTT, CVH, CVP, CSV, commando ship, mauler, K5W-based SC, K5-based TT, FCR, PFT, CVE, K4-based SC, CVE, TT, commando ship, fast ship variants of all base hulls.
Until ADB publishes any of those in distant future, the Romulan player has two options. He may either take the challenge and conquer the galaxy without them or he may use Klingon counters as substitutes for the missing variants. Rule of thumb for service dates in that case: all Klingon counters available for substitution one year after the original Klingon designs YIS.

- no 8-fighter squadrons meaning I had to revert to squadrons of 6 fighter factors max.
- no escort carriers until Y176 (K5W-based KWV) so I had to seek some replacement.
- no hybrid carrier like the SUP available so its squadron had to be replaced somehow.
- the only available carriers the KRV (5 fighter factors) and the KDV (6 figfhter factors)
Each romulan fleet recieves carriers with about 16 fighter factors total. 26 for the Homefleet.
As I wrote in the Romulan Notes, I solve the problem by putting 2xKRV and 1xKDV together with their needed K4D escorts on the production schedule as either scheduled construction or conversion.
That provided carriers worth 15 fighter factors for each fleet (+ 2xKRV w/10FF activated for Homefleet).
I twitched the schedule to have the carrier construction obey the romulan carrier construction limits with one exception:
As there is no escort carrier available, I changed their construction limit in carriers from 1 SPB + 1 SKB into 1xMedium Carrier (KDV) and 1xEscort Carrier (KRV).
Until the first KR escort carrier became available with the KWV in Y176 the KRV with its 5 fighter factors counts against the escort carrier limit.
Its fighter squadron is 1 point bigger than the escort carrier but it would make up for the reduced squadron of the KDV which is 2 factors smaller than the SPB.
The fleets and construction schedules are otherwise within a few points in regard of AF/DF strength and match ship count, EW, mauler and G factors.
Is that solution satisfactory?
