This section was missed and is reference to the old rules which were subsumed into the revised VCs. Items 1 and 3 should be replaced as follows:

1) One faction achieves popular support (has more influence) of the Romulan people (637.615) or (637.625).
2) One player concedes.

(R12.1K) THE CLUSTER AFTER THE USURPER

The WYN governmental council had (for decades) consisted of seven members, of which three represented the Kzintis; one each the Orions, Lyrans, and “everyone else;” and the seventh was the Usurper (sitting as chairman). With the departure of the Usurper and most of the Kzintis, the demographics of the Cluster changed literally overnight. A Palace coup on 31 October Y186 reformed the council, reducing it to five members (including an elected chairman and the vacant Orion seat) and reducing the Kzintis to a single seat. The council declared continued support for the Usurper, if only in the hope he would not “return.”

Aggressive Lyran and Klingon probes in the last months of Y186 caused great concern and resulted in the arrival of numerous mercenary Orion warships, the resumption of construction of true Orion ship designs, and the return of the Crimelord of the Cluster Cartel to the council in January Y187. His use of the Cluster as a base for expanded piracy attracted the attention of the ISC, which had only then decided that the aggression of the Usurper was the principle
cause of the violence in the region. An ISC intrusion in April Y187 caused the return of many of the WYN-Orion ships that had been serving with the Usurper (and encouraged the Usurper to accept the Crown Prince’s offer of a duel). Those ships arrived home only days before the one spectacular Andromedan attempt to invade the Cluster. But that story must wait for a future product.




I drew from the above, as well as the notes as regarding Cordon Echo in ISC War - to include the need to set up Cordon Foxtrot by placing a Pacification Station in hex 0905 in a prompt and timely manner - in order to present the proposed text from my previous post.

Looking at it further both 637.35 and 637.36 still do not fully align with the VC of the scenario which were much improved through play testing.

I dont believe much needs to change but we do need a bridge at the end of T5 to get players to the VC calculations in 637.6.

Okay with Ryans help i have figured out where this rule deviated from the past RCW. Knowing that these VCs are tested we have the following line items to the scenario.

Events: War continues.

Events: The Romulan Civil War continues.
Forces Released: All factional forces. Factions attempt to influence sympathetic forces to release units (637.522). See (637.36) for a potential end to the scenario.

(637.36) SCENARIO CONCLUSION: Historically, the Civil War ended following a series of events that took place in the Spring of Y187 (Turn #4). The ISC wanting to punish the resistance of the Romulans against their Pacification efforts, decided to strip Tibernia IV (4716) of its defenses, destroy its facilities, and commandeer its resources before returning to police their cordons. Rolandus recognized the danger posed by this growing ISC threat and made an impassioned plea for a cease-fire with the Republican commander. They joined together to drive away the ISC. However, Rolandus was betrayed and the end of the war came about soon after, but not with the result you might think.

(637.361) End of the war: To introduce some uncertainty regarding the outcome of these events, at the end of Turn #4, roll two dice. If the roll total is nine or higher, the Civil War ends. If the scenario has not ended, repeat this roll at the end of each subsequent player turn, adding one to the roll for each additional player turn during Turn 5. Add two at the end of each player turn during Turn 6 and beyond. Natural rolls of 2-4 are not modified.

I have hated myself for having to hound the volunteer staff to get Civil Wars done, but it seems to have worked better than just telling them "please get this done" once a year. Inspired leadership? I don't really think I have ever mastered that skill.

Their organization has become much better organized, focused, and responsive of late and I genuinely look forward to working with them on the next project.

They are all volunteers, and can work or not as they will, but if you looked at my paycheck for the last few years you would think I must be just another volunteer. No one could afford to work for what I pay myself.

I want to wish the F&E Staff and ADB a vey Merry Christmas. Many of the staff have used their vacation time, have traveled and lodged at their own expense, and have voluntarily dedicated many hours, days, and months of personal time and effort into this project. ADB received and accommodated us In Amarillo and dedicated much time guiding our team to this point. I appreciate and thank you all for your hard work and devotion to this project and F&E in general. My God bless you all and best wishes for the new year.

And, after them, the invasion by the Xorkaelian Tyranny to confront.

Granted, the onset of that war is set for Y210, which might seem like... quite a ways off in F&E terms right now.

But still, if (as one can hope) this game continues to flourish for the next 40 years, and beyond, who knows which new ships, factions, and venues future players of this game might eventually get around to collecting counters for?
