Just curious but should the Kzinti be able to send a reserve to help the Wyn? Also if an attack fails do the Wyn join one side?(or have something like the tholians where if a pdu/base is destroyed the join the opposing side.)

Yes, any race can reserve-react into the cluster to help defend it but would be under the same restrictions.

Radiation zone effects will be the same for the third battleround as the second.

All zone radiation effects end 10 SFB turns after a ship enters the cluster, anyone who survives one F&E round has been there for more than 10 SFB turns and is clear. I like SVC's initial idea of simply penalizing the newly entered ships as long as the WYN forces are willing to fight away from their planets.

My suggestion for the penalty is that the attacking ships are crippled for the first round of combat (and no fighters flying off of carriers). Scouts don't function either. No DB. So until the advent of PFs it is going to be a massacre (the WYN don't need and DD, they just let the damage fall). Ships that survive become uncrippled (and can help fill out the battle line for the next round of combat). All ships fight their first battle as crippled, regardless of what combat round.

I'd suggest the attacker does not get any salvage for the attack.

Ships that are crippled have a 50% of being killed if the force retreats (ships that have not been in combat are not under this penalty).

Treat any attacker salvage as salvage for the WYN, using Tholian rules. Same basic idea, no badly crippled ship would survive the radiation zone and no freighter could make the trip.

Crippled for the first round has the minor disadvantage that no attacking ship can be crippled on the first round, they are either unhurt or destroyed. I would prefer a simple x1/3rd defense factor and x1/2 attack, which would have comparable effects. (This reverses SVC's sugested factors.)

Agreed, scouts do not work on the first battleround in the cluster, I do not recall the SFB rules for fighters and PFs in the cluster.

We do not actually need detailed rules for the zone until we have a WYN order of battle and factors for the WYN ships. The zone + defenses need to be enough to make it look possible in Y180 or so, nontrivial prior to that time, and make it possible someone will launch an attack then withdraw.

Fighters can't be launched before turn X (10 IIRC) in the Cluster.

PFs operate as Ships in the Cluster.

Douglas, the dead or fine effect is what I was aiming for. My (somewhat limited) WYN experience in SFB indicates either the ships die or they're in fine shape. It all depends on whether or not the WYN concentrate on them while they're zone crippled (damaged ships die very fast since the WYN have significant drone throw weight). There is also a tendency on the attacker's part to push crippled ships into combat since they're dead anyways (they can't survive the zone) to help protect the ships that haven't yet been targeted.

There are some assorted notes about the WYN OOB, but nothing that I could fine that would give you a definative year by year, blow by blow of what they had available.

Some places to look:
- R12.2 in Module C1, gives a run down of ships the WYNs had available in the GW (non-year specific).
- R12.1G-K. Lots of little gems in there. Goes into some detail about unique WYN fish ships. The same goes for the rest of the Fish Ship R sections.

Their are a lot of rather unique ships in the WYN inventory. Only a hand few are really mass production. I can definately see a lot of their ships on a seperate "one-of" countersheet.

My caveat on the ships is that for any of the non-fish ships we may want to provide more counters so that players can "gift" extra ships (some benifit plus making it harder for your opponent to capture the cluster).

(4WE.0) WYN ECONOMICS

The vast riches of the WYN cluster are both impressive and often exaggerated (add colorful introduction text here…)

(4WE.1) Composition: The WYN cluster consists of 13 planets (5 major & 8 minor) in 8 systems. However, due to the limited population of the cluster many of these planets economic resources are not fully utilized.

(4WE.11) At the start of the General War all planets in the cluster were producing at a reduced level and therefore produced economic points at devastated levels (only the capital planet was producing at its maximum). While these planets may be producing at devastated levels, the planets themselves are not actually devastated.

(4WE.12) If the cluster is attacked and subsequently a planet that is producing to a reduced level is actually devastated, it will still produce income at the devastated level and will require the normal four turns to recover from the devastation.

(4WE.13) The WYN Cluster and economy at the start of the General War consist its one hex province and the following systems:

System-1: Capital (5EP) (CapitalName11) & minor (1EP) (PlanetName12); Major (2EP) (PlanetName13), Major (2EP) (PlanetName14)
System-2: Major (2EP) (PlanetName21)& minor (1EP) (PlanetName22); Major (2EP) (PlanetName23)

(Note: The WYN at start economy is 23 EP)

(4WE.2) Planetary Improvements: As the war escalated, the WYNs realized that their economy needed to grow in order to support and defend their sovereignty. To reflect this, whenever one of the adjacent races (Lyran, Kzinti or Klingon) is at war, role two dice at the start of the Alliance player phase and keep track of the results. Whenever to result equals 50, a WYN planet is then able to produce economic points normally. It is assumed that the WYNs concentrated their efforts on the major planets first, followed by the minors outward starting within the capital system.
(Authors note: This will typically result in one WYN planet being able to produce at full capacity about every seven turns for an estimated total of five planets during the entire 35 turns of the General War.)

(4WE.21) If the WYNs are player controlled then the player must specify which planet will receive the improvement before points are added to its tally.

(4WE.3) Released Economy: Until the WYN Cluster is attacked, the WYNs do not actually receive this income, but it is instead used the support the notional WYN pre-war construct schedule, build additional infrastructure and grow their economy.

(4WE.31) Once attacked the WYN economy is released for two turns. If attack again on a subsequent turns then the economy remains released for the next two WYN player production cycles.

\b(4WE.4) WYN Commercial Convoy (WCC)}: If attacked the WYN may choose to attempt to establish a temporary trade agreement with enemy of the attacker. A special robotic commercial convoy may depart the cluster during operational movement of the non-attacking player’s turn.

(4EW.41) The trading partner player can then, during operation movement, move transport unit(s) (tug, LTT, HDWT, military convoy, etc.) to rendezvous with the special commercial convoy, spend a movement point to conduct the transfer of no more than 10 EPs. The transport unit(s) can continue to move back to a SB in its main grid where it delivers the EPs upon arrival to the SB.

(4EW.42) The WCC can then move back to the cluster using the retrograde movement rules where it delivers up to an equal amount delivered to it trading partner. Example: if during the transfer, the Lyran player sends only an LTT that can only carry 7 EPs then the WCC can only return with 7 EPs.

(4EW.43) The WCC uses all other applicable Commercial Convoy rules (443.0).

(4EW.44) One such transfer can be attempted each turn that the cluster economy is released. Each transfer contains only 10 EP worth of goods.

(4EW.45) The WYN player must announce the intension to send a WCC during the economic phase (Phase 1G) of the trading partner to enable him to assign a tug unit to that mission. The WYN player could later choose not to send to special convoy (possibly based on the tactical situation) but the tug mission cannot be reassigned until the next phase.

(4EW.46) Unused WCCs may be saved and used on later turns at the option of the WYN player. However, if attacked later by the old trading partner, all stockpiled WCC disbanded and lost. These transfers can occur even if the WYN player’s economy is not released. The WCC EPs gained by the WYN player are “released” even if their economy is not.

Isn't there a rule about sending ships to the cluster for cash? I'd suggest that such funds do not come from the WYN treasury, but from the non-developped part of the planets (at least until that amount, per turn, is exceeded). This gives the WYN an incentive to accept such ships. I'd run other things (ie the WYN trade rule) the same way.

The basic idea is that they can ship out the raw materials with little production cost and let the receiving party do the actual labor intensive processing...

The WCC sounds awfully complex. I'd just use the existing rules with the WYN getting "free" cash since their portion is coming from the unproduced funds.

Since there are four bacis hull types of WYN auxiliary ships I choose to standardize them to the F&E designations system (like SAV - Small Aux Carrier)

I also standardized the CW & DW designations to allow for quick ID for such thing as use in Battle Groups or conversions/substitutions.

I seem to recall that it is significantly more armed than the FTS (2xDrone or phaser?). It was more an AuxC that carries troops than WYN version of the FTS.
