I don't remember that. I do remember the SFB material talked about their being designed to have shorter operating lives because they weren't expected to survive very long in intense combat.

Another thing to take into account is the difference between strategic speed and tactical speed. Just because a ship has a slower tactical speed doesn't mean it translates over to the strategic scale.
Examples:
For EVERY race in the game: Battle Tugs, Carrier Tugs, ect.
Kzintis and Hydrans pre general war refit: Typically can only max out at speed 27-29, no speed penalty being discused for these races during the four powers war.
SVC has hinted at the fact that Romulan "Sub-Light" ships would have a speed greater than one(again another example of how tatical does NOT translate into strategic warp)
Fast and X-Ships: Only can go up to speed 31, same as most other ships, yet have a strategic speed of 7.

I have also wanted ships to have more variable speeds. Ideally tug speeds could be changed as well. Surely even a non-overloaded tug with a pod will be slower than a tug without a pod? I would say ANY tug with a pod/MB/PDU/etc should be speed 5... After all, many SFB tugs do see a MC increase upon having just a single pod.
I am wondering if some MY/General war shipclasses that cannot go speed 31 on the SFB map should also be lumped in the 5 category. This would include a sleuth of Hydran and Zin ships before they were refitted (would have a date for transition to speed 6). But that may be too complex.
As for the 4 category, that's where I would put the Romulan war eagles. Speed 21 (WE) is not that much greater than speed 16, that of a large freighter. Although I will admit it is far superior to the speed 13 of a small freighter (which technically should be speed 2 in F&E I guess, but kept at 3 for simplicity?)
Currently, it looks like warp speed ~18-25 gets you strategic speed 5, while ~12-17 gets you strategic speed 3, which is a bit odd, unless the freighters "lose" a speed due to being civilian hulls.

While this would be fine with me. I bet that you will/would find this kind of rule to me a constant point of complaint from those that don't even like to count their ship equivalents.
Place it in as an Advanced rule would be my suggestion.
