If I were doing an "Alternative Reality Manual", I'd go with four to six alternates in the book (assuming 144 pages). I'd have them all be results of single-event changes in the SFU history, and thus suitable for both parallel universe and time-travel-changed games. And each alternate would end with an adventure focusing on fixing the change to restore the SFU.
These timelines would then be mineable for future SFB products with alternate-historical scenarios, ships, and the like.

I don't know if a full adventure for each one is the best idea. I would propose a number of adventure seeds planted throughout each alternate timeline as a better use of available space. And that also means that GMs have more support for using the alternates as a standalone setting, not just as one-off adventures.
I do support single-event, or easily traceable, changes, just so the material can be considered a variant SFU, not something made of whole cloth that uses bits of the SFU.
This would likely be a standalone product, so no extensive support is likely. If there's another book, it will likely include more timelines, not support for the existing ones.
It's been stated that they are not interested in publishing new ship designs in a product like this, but SFB scenarios could be included along with PD adventure seeds.

I had some second thoughts on that, too.
And, really, you wouldn't want to put SFB material in these, because then you upset both the pure-PD ("wasting space") and pure-SFB ("I can only get that ship/scenario by buying a PD product?") crowds. But a Captain's Log (especially an SSJ one) could have a ship and a scenario based on one of the alternates.
(A Romulan Star Police destroyer patrolling F&E hex 1619 investigates an unusual ion storm . . . and finds a Klingon raider 3000 parsecs from the border, attacking a Romulan subject-race vessel! The ship moves to assist the Vudar, and both the Vudar and the Klingon warn the Romulans off!)

I think that's the kind of thing they're trying to avoid. Apparently, it's quite a bit of work to put together the SSDs, they take up quite a bit of space that could better be used for setting information, especially since this is intended as a roleplaying product.
The most likely thing that will happen is that existing ships will be ruled out. (Since this event never happened, this fleet never had to develop a defense against this weapon or tactic, so this ship didn't come into being.)

Well, firstly I'd like to say that I do like that Looking Glass map by Steve Zamboni - very cool!
Just noticed how the ISC had been laid out, and that only one hex (Veltrassa) is in the normal 'yellow', while the others are in race-specific colours.
Perhaps the ISC (or ISD) in this universe is somewhere between the two extremes of unity and discord which have been already raised in this thread.
Perhaps after a specific war or two, the four hex-sharing races sign an Inter-Stellar Accord and set up the ISC as a loose UN-style entity, which is in principle open to new members (such as the Q'naabians, or some minor races).
Since the idea that there may well be other races out there who might come looking for a fight, the races agree to unite against external aggression, and try to settle further disputes through negotiation (the Veltressai would take the lead in these efforts, as they did in the regular SFU.) To this end, a shared shipyard for the 'regular' ISC navy, to build a small number of unified ships. These would be tasked with exploring unknown regions of space (and sharing their data equally with all member governments), defending the home hex (the members would agree to keep the capital hex as a neutral area in case of future 'complications', to avoid ruining each other's homeworlds), serve as 'casques bleues' when necessary, and as flagships for allied fleets opposing invaders. This would make an external aggressor see something like the Y-era Star Fleet in the 'normal' timeline - a core of 'true' ISC Fleet ships leading the tempo for a mix of varied race-specific craft.
In this body (set on Veltrassa - similar to how New York hosts the UN) we'd see an equivalent to our United Nations, with an Assembly for each member government of the ISC, and a Council. The latter would have the major members holding permanent membership, powers of veto, and what have you, while minor member races could rotate their place on this council every few years.
In practice, however, the ISC would operate far less effectively when (more often than not) the five veto-wielding factions were not of one voice. While in theory 'true' ISC ships can be sent to keep the peace on troubled worlds or along divided borders, political machinations by powerful members with vested interests can keep the fleet in space dock. If tension builds between the Pronhoulites and Korlivilar, the ISC authorities can do little if neither side is willing to talk (look at the many Sino-Soviet border clashes in the 60s).
And for minor members looking for a voice, how far can their words carry if they are constantly aware of the power of veto hanging over any proposed resolution that doesn't take into account the Big Five's interests?
One diference between their ISC and our UN, of course, would be that the issue of dealing with external threats would be far more of an issue - with the many bothersome races beyond the Trusteeship Territory, a natural impeetus for (a show of) unity is necessary. Enough funds are made available to keep the unified fleet in order, and it's likely a NATO-style apparatus is in place for the times a combined fleet is needed to deal with problems on the frontier.
This leaves more than enough room for border skirmishes, convenient 'misunderstandings' between member factions, mutual distrust and suspicions within significant portions of the populaces involved - but at the same time, groups of citizens from each race that are genuinely dedicated to the ideals and goals of the Concordium, and who strive to solve their races' problems for the common good. But like on modern Earth, they have their hands full tryng to practice this principle!
(I should note that this form of the ISC would be more able to resist the odd Souldra incursion from the Void, and hold their own when the Andros show up - indeed, since their fleets wouldn't be off trying to enforce borders elsewhere in the Octant, they'd prove a tough nut for the Invaders to crack!)
One thing I'd suggest, though - since four of the five major ISC races (Veltressai, Rovillians, Korlivilar, Pronhoulites) have homeworlds in the same capital hex, there should perhaps be a link to the provinces controlled by these races.
How does that sound?
(And perhaps, in the alternate universe, it could be confirmed whether the Andros really are Kelvans or not!)

Looking Glass ISC Timeline
Y4 Veltressai, Rovillans, Korlivilar and Pronhoulites (the 'Big Four') races contact each other, but harbour suspicions of one another.
Y15-Y45 First Great Expansions - the Four agree to set off in different directions (spinward, coreward, trailing, rimward) - and try to keep their colonies from tripping over each other.
Y46 Q'Naabians contacted, who declare strict neutrality. Big Four leave them alone (for now). The Q'naabians and the four other races are subsequently referred to as the 'Big Five'.
Y52-Y59 First Colonial War breaks out - Korlivilar and Pronhoulites clash over the rights to Filsingth and several minor systems.
Y55 Veltressai try to impose a ceasefire between the two factions - and get cought in the crossfire. (This won't be the last time that race try to act the hero!)
Y59 Q'naabians offer to act as mediators, and are accepted - the two warring races have reached exhaustion point. Treaty of Filsingth hands the world in question to the Korlivilar, who eventually make it a springboard for exploration and colonisation of nearby space. Pronhoulites turn to Bazaligth as the focus of their own efforts.
Y75 Coup d'etat overthrows the democratic government on Rovilla - new regime builds up its forces and plans an invasion of Q'naabian space. Meanwhile, agents from Rovilla work to keep the three other powers off-balance, provoking skirmishes and mind-influencing key officers and officials.
Y83-88 Mid-Stars War. Rovillians launch attacks into Q'naabian space, from their main colony of Corrieth and from the home system. Their efforts on Pronhoula and Korlivala prevented decisive intervention by either faction, who remained out of the war.
Y84 Veltressai enter the war in aid of the Q'naabians, calling for a restoration of a democratic government on Rovilla and the 'assertion of the peace-loving nature of the proud Rovillian people'.
Y88 An uprising (backed by Veltressai and Q'naabian agents) overthrows the militarist regime and restores democracy. The new government withdraws from occupied space, sends a formal apology (and reparations) to Q'naabia and normalizes relations with Veltrassa.
Y97 First encounter with Barbarian nomad fleets by the Pronhoulites (in the coreward zone) and by the Rovillians (to the rimward area). Both Barbarian areas shun diplomatic contact, and launch sporadic raids on border colony worlds.
Y102 A Veltressai scout ship witnesses a Gorn-Paravian clash, and informs the other races of the encounter.
Y107 Rovillians visit alien colony on Circle Trigon, where a Romulan ship is also docked. Impromptu first contact is established, though the two races have little to say to one another.
Y109 Korlivilar vessels surveying the edges of the Rimward New Province encounter a Sharkhunter scout ship - the newly-encountered race is non-aggressive, but makes clear its intent to remain distant from Korlivilar affairs. Both sides agree to a 500-parsec zone dividing their spheres of influence. (This is the first such agreement made by a future ISC race with an external power - a template for future relations with outsiders.)
Y115-Y122 Era of Tensions - the Five Powers become increasingly suspicious and quarrelsome, with frontier skirmishes and diplomatic intrigue more common. The Barbarians plan to take advantage of this discord...
Y123-Y132 Frontier Wars - Both Barbarian realms launch invasions of the Five Powers, planning to forge a Greater Barbarian Empire. Fierce fighting erupts an both fronts, and several worlds fall to the invaders.
Y124 The Big Five sign the Combined Pact, which formally allies them agianst their common enemies. They agree to co-ordinate their economic and military efforts for the war's duration. The lack of a dedicated command platform capable of combining the diverse abilities of the allied fleets becomes a significant impediment to progress.
Y125 Velush Therann, Prime Minister of Veltrassa, proposes a pooling of technology and the development of a new type of command ship, capable of more effectively leading unified fleets. The allied governments agree (to a limited run, in a jointly-owned shipyard run by an equal number of staff from each faction) and work begins on the first 'unified' ship design.
Y128 The first Alliance-class YCA enters service, and leads an allied force to a decisive victory over Voabalt. More of these ships are sent to the front lines, to form the core of the new fleets aimed at knocking the Barbarians out of the war.
Y130 The Pact launches a two-pronged assault on the coreward Barbarian realm, drving past the border defences and devastating the northern capital. Only the rimward Barbarians remain in the war.
Y131 Two more Pact fleets descend upon the rimward Barbarians, shattering their fleet infrastrucutre and bombarding their planet-side production facilities.
Y132 With the signing of the Pact Peace Agreement, the allies agree to quarantine the Barbarian capital worlds, denying them access to space. As the Barbarians had been lightly settled in the two realms, the colonists on frontier worlds are evicted and returned to the respective capitals, or are also quarantined. On many worlds, the locals fight to the death rather then surrender. A small number of Barbarian ships flee to start over in a more distant region of space, while others attempt to survive via piracy against Pact shipping.
Y133 Led by the efforts of Prime Minister Therann, who has convinced many within the five governments of the need to show a united face to the galaxy, the Great Inter-Stellar Accords are signed. The Interstellar Concordium (ISC) is born. The Big Five take their permanent places in the Council, as membership is offered to any planet 'willing to commit to the principles of peace, order and good government'.
...As part of this Accord, the capital hex is declared as under the protection of the ISC Fleet Command (responsible for production and operation of the unified ship designs). This body is granted authority over long-range exploration, required to act as peacekeepers in local or regional disputes (and to maintain the pickets around the Barbarian capitals), and to act as the core of any future allied fleets against aggression.
Y135 The old Barbarian realms are opened for colonisation, with efforts by the ISC authority to balance the presence of the Big Five in each area. The Second Great Expansions see a growth in the ISC's sphere of influence, welcoming new races into the Concordium (some of which had been enslaved by the barbarians, and welcomed the ISC as liberators) and securing the common borders from external attack.
Y140-145 Pronhoulite and Korlivilar forces 'accidentally' cause a series of 'unfortunate and regrettable' incidents in the New Expansion Zones (the two ex-Barbarian relams, and the Distant Zone), and along their older borders. The two factions' vetoes prevents the ISC ships from intervening, much to other member races' frustration. The pattern of periodic rises and falls in the levels of 'understanding' between the two repeats itself over many times over the next half century.
Y148 Veltressai ship is found adrift in the Distant Zone, its crew mysteriously drained of life. Other sporadic reports of mysterious dissapearances and unusual encounters are reported in the coming years.
Y150 In a bid to solidify its frontiers, and to 'foster amicable relations with its neighbours', the Council and Assembly Pass Resolution 125, which declares the Trusteeship Territory to encompass a rough circle of space around the Concordium - declaring a 500-parsec band of space extending from the ISC-Sharkhunter Border Zone to encompass the Romulan, Gorn and Paravian frontiers, and deep into the Distant Zone (where increased colonisation efforts have drawn increasing levels of attention). The neighbouring empires accept the new arrangement more or less amicably - for the time being, at least.
Y155 First official contact with a Souldra scout ship in the Distant Zone. While the sensors of the YCA involved indicate that the alien craft is an unusual space monster, the ship's captain is less convinced - and neither is ISC Fleet Command. They lobby the Council for more funds in order to solodify the eastern frontier.
Y156 ISC races work to fortify the new borders, building battle stations and starbases in a ring around ISC space. As these assets are maintained by the ISC Fleet Command, they are kept out of internal 'incidents' but develop an increasingly influential de facto presence in the Concordium's politics.
Y160 First new generation of ISC ships are launched (CA, CL, DD, FF), with plans laid down for a single DN to serve as the fleet flagship. The member fleets's ships recieve TL12 upgrades, in an attempt to keep pace with the new designs (which are still a relatively small percentage of the overall ISC fleet strength).
Y161 The new Office of Galactic Relations sends emissaries to other governments in the Octant. ISC learns of the Vulcan Confederation, Klingon Commonwealth, and the more distant felinoid empires. The percieved imbalance of forces between the ISC and the more powerful powers found spurs a growth of new construction.
...At this point, four of the 'big five' use the capital colonies of their major provinces as their main shipyards by this point, having transferred their facilities away from the homeworlds (which all lie within the ISC Fleet Command's area of responsibility) - only Q'naabia still maintains its orbital facilities in-system (as much due to political wrangling as to the fact that the world lies outside of the capital hex).
Y170-2 Coreward War. Paravians launch an assault on the Trusteship Territory, using Pavarok as a jump-off point. The avians expect relatively easy gains, considering the Concordium to be les of a challenge than the hated Gorns, against whom they hope to use ISC space as a springboard.
...A unified ISC fleet under Admiral Konseko crushes the battle-hardened First Paravian Expedition at the Battle of PX 111, preventing a march on Voabalt.
Y171 The ISC send an expedition of their own to Pavarok. They destroy the Paravian BATS and bombard the planet, destroying the forward logistical node for the Paravian offensive.
Y172 After a series of reversals, and renewed tensions on the Gorn front, the Paravians sue for peace and withdraw from the frontier. The ISC return to the borders of the Trusteeship Twrritory, but work to fortify the approaches from Pavarok, as a deterrent.
Y173 First confimed encounter with an Andromedan Mothership, caught attempting to establish a Satellite Base near the ISC-Romulan Border Zone. The implications of this new encounter are carefully considered by the Council, who agree to ramp up research and development efforts. (The connection between the Base and what would become known as the RTN had yet to be made.)
Y176 In response to Romulan expansion efforts in their hitherto-unexplored 'south-eastern' region, the Sharkhunters lobby for associate membership of the Concordium. The Council is wary of the sudden overtures form the generally-standoffish Sharkhunters, but attempts to weigh these concerns with those surrounding the expansion of the Romulans into their neck of the galactic woods. The Sharkhunters are welcomed as limited partners, but are (for the ime being) kept at arm's length.
Y178-184 \i(Rimward War). Romulans send a fleet to conquer the Sharkhunters, and the ISC (under Limited War) sends two fleets into Sharkhunter space to repel the invaders. Neither side is willing to expand the war into a wider conflict, and the War grinds on in Sharkhunter space for the next six years.
Y182 First ISC X-ships developed. While the unified ships can be readily converted (albeit in limited numbers), the racial fleets can recieve only partial refits (which are far more expensive, and for less tangible benefit). The balance of forces between the Fleet Command and the racial fleets at last swings into the favour of the former, and Fleet Command will never lose this prominence. While necessary to successfully prosecute the war against the Romulans, the subsequent effect on ISC internal politics is profound.
Y184 At the Battle of Orcinus, the new Echelon of Triumph squadron of X-ships wins a decisive victory over the last major Romulan fleet in Sharkhunter space. The war peters out, and the Romulans grudgingly acknowledge Sharkhunter sovereignty.
Y186 After careful examination, the Survey ship Galaxy uncovers the purpose of the RTN - and the first hints of the true scale of Andromedan operations in the Octant is revealed. The ISC sets out to hunt down as many bases as it can find within the Trusteeship Territory, and informs the other Alpha governments of its findings.
Y189 Andromedan War launches. For the ISC, the three-year campaign against the RTN has been a major boon, as efforts by the Invaders to assault the Concordium had been thrown off-balance, and suffer significant reversals. Nevertheless, the Concordium is locked in the largest and most dangerous conflict of its existence - as, indeed, is the whole Alpha Octant.
Y194 Two Dominators assault and devastate Q'naabia - and are driven away from the approaches to Veltrassa by the Echelon of Union X-squadron. Had the assault been at a time when the racial shipyards were more prominent, this would have been a severe blow to the ISC, rather than merely being a significant one. Instead, the shipyard at Veltrassa increases its output, as new ships, fighters and fast patrol craft leave the slipways in the Concordium's defence.
Y198 The ISC clear the RTN from their space, as an incursion of Souldra ships makes a nuisance of itslef in the Distant Zone. The resident 8th Fleet deploys in full against the crystalline invaders, but it will take two years (and the loss of several frontier colonies) before the Souldra are decisively defeated.
Y201-2 ISC participates in Operation Retribution, a three-pronged strike at the Lesser Magellanic Cloud. While there, the allies contact the Magellanic remnants and destroy the Desecrator starbases present - but not before facing a completed Devastator Battleship. This act severs the Andromedan link to M31. The War is over, the Fleet covered in glory, and the ISC is more solidly united than ever before.

If SVC likes it, I could maybe try to flesh out this Concordium for a future article - but if it isn't going to be used at all then it won't matter either way!

A few addenda:
Y134 As part of an effort to foster inter-species unity, the ISC founds a new colony world in the Distant Zone, in star system PX 123, which is the first to be colonised by all five major races (and a scattering of minor ones). This world, known as Concordia, recieves a minor dock and base station, and is intended for future ISC Fleet exploration efforts.
Y140 An immense ion storm descends on the Concordia system, and when the storm clears the entire system is gone! Its fate remains unknown for several decades, until the Federal Republic of Concordia is uncovered in the Omega Octant.
Y203 After being passed by an overwhelming margin, the ISC Declaration of Principles, is written into law. This act establishes the Concordium as a federal government, with new upper and lower houses of Parliament formed out of the Assembly and Council. In addition, new bodies tasked with economic integration and internal policing duties are established (in many cases, these bodies are formed out of pre-existing member race or Veltrassa-based agencies.) THe offer is formally left open for new races to join, though few find the offer of interest.
...ISC Parliament passes Magellanic Plan, which provides reconstruction funds for the remaining races in the LMC. A long-range trade route is established along the old RTN route between the ISC and the Cloud, and exploration of the wider galaxy is facilitated.

The ISC-Souldra War
Y199 As the Eighth sends expeditions into the Void (to hunt down Souldra-held Dark Matter Clouds), the ISC make first contact with the Nicozians and the Loriyill Splinter Collective, as the X-squadron Echelon of Steadfastness comes to the aid of an allied squadron trying to hold off a Souldra squadron. The Loriyill inform the ISC that the crystalline race had launched a massive assault on their home Octant beyond the Void, and were attempting to cut the invasion off at the source. The Nicozians, who inhabited isolated systems within the Void proper, had suffered greatly at the hands of the Souldra, and saw the Loriyill incursion as a last hope to avoid extinction. The three factions ally against the common threat.
Y200 The Eighth deploys the bulk of its fleet assets into the Void (guided through the dangerous terrain by Nicozian and Loriyill scouts) to take part in Operation Dark Star, a combined effort against the Souldra holdings at the Black Sun. At length, the allies destroy all Souldra bases and ships at the Black Sun. With this act, the Souldra War is over. Scattered Souldra ships make nuisances of themselves from time to time, but are ruthlessly hunted down on sight when encountered.
...After the operation, the Loriyill exchange a limited amount of information with ISC representatives (including the current location of Concordia - along with Vulcan, Klingon and other worlds that had also mysteriously vanished over time, which were now all part of the FRC), and remain in friendly terms. (Though the ISC did not know it at the time, this level of contact with the Loriyill is highly anomalous, when measured against the standoffish nature of the race with other empires in Omega. As yet, there is no suitable explanation as to why the Loriyill sought fit to pursue mor open - if distant - relations with the Concordium. It is notable, however, that for whatever reason they preferred mental communication with the Veltressai, particularly with quadruplicates. Whether this implies a prior link between the two races is unknown.)

I wasn't thinking of this as a competition - more of a collaboration.
I was assuming that the Looking Glass Universe (while there are a whole lot of possible alternates, I'm assuming that this, or something like it, will be the 'main' alternate detailed) would see a synthesis of the best ideas cooked up by each of us - and besides, my data mainly covers the ISC and its near neighbours only, so isn't designed to make other people's view on the rest of the Octant redundant.
And unless SVC likes it, it's only one option among many (if that).
Stacy - True, but I was thinking that of all the alternates there would be one 'major' alternate timeline (which could be the LGU, or a variant thereof), and my proposal was to cover but one corner of the Alpha Octant in that setting. How does it look?

As far as the map goes, the Paravian territory jives with the Racial Profile I wrote for them, so no problems with that. In the "real world" universe, at least.

Well, credit for that portion of the map should go to Steve Zamboni - I only modified the parts that directly related to the ISC (as I had written it).
The Paravian, Gorn, Romulan and Sharkhunter borders are untouched from the original.

Actually, Gary, when I wrote the Paravian Racial Profile back in 2003, SVC suggested that I put them up there. In theory, the Gorns did not colonize it due to Paravian Guilt.
The real reason is that the rosette for facing 1-6 was up in that corner originally and it was left blank on the early maps.

Oh no, what I meant was that I didn't create the map in question - it was Steve who placed the Paravians where they are on there.

Where is the Point of Divergence for the Looking Glass Universe?
It's certainly interesting to see a dominant ISC, but that kind of made it hard to get the whole picture. What falls under the single name of Barbarians in the time line is pretty much the rest of the SFU.
It would be nice to have more info on the rest of the quadrant. This timeline teases us with the Klingon Commonwealth and the Vulcan Confederation, but no real details on either.
Perhaps do a timeline which focuses on the broad strokes, filling in the details with other types of info, like an overview of each empire and their general state of affairs in this timeline.
