The standard roster for the Police Cutter has a crew of 98 (104 with Plus-refit), with 13 officers and 4 or 5 Chief Petty Officers. Here's the list of officers:
OFFICERS:
1: Commander == LtCmdr
2: Exec Officer == LT
3: Operations Officer == LT
4: Intelligence Officer == LT-jg
5: Science Officer == LT-jg
6: Weapons Officer == LT-jg
7: Chief Engineer == LT
8: Assistant Engineer == LT-jg
9: Ship’s Surgeon == LT
10: Physician’s Assistant / Registered Nurse == LT
11: Chief Shuttlecraft Pilot == LT-jg
12: Shuttlecraft Pilot == LT-jg
13: Tactical-Team Leader == LT-jg
Ensigns (O-1) may fill LT-jg (O-2) billet.
CHIEF PETTY OFFICERS:
1: Bridge Operations (Nav/Helm/Comm/Sensors)

3: Weapons

One Chief will be a Senior Chief Petty Officer and be the Chief of the Boat (CoB) in addition to regular duties. All enlisted "issues" go thru the CoB before going to the Exec and/or Captain.
The deck plans have 14 officer suites (two-room quarters), 8 chief lodgings (one-room quarters w/ private lav), and 88 enlisted quarters (44 pair of one-room quarters with a shared lav between them) for a total of 110 beds. There are 40 additional beds (24 in junior enlisted quarters, 16 in barracks) for expanded crew, but some of these compartments are often converted to something else (e.g., extra storage, a hydroponic garden, VIP quarters, etc, etc).

Since this ship actually is a police ship. Shouldn't there really be a marshall or customs officer assigned to the ship instead of an intelligence officer?

It's a Federation National Police ship, not Star Fleet. Because of that, the entire crew are police staff and I would assume many of them are actual cops with law-enforcement credentials, certainly most of the officers and all of the "marines".

However, I was thinking along the lines that the Marshall or Customs officer would be the one that deals with all the different legal responsibilities between Federation and local planetary laws, issuing warrants as well as in regards to inspections and/or confiscation of smuggled goods.

There is an enlisted Legalman whose job it is to advise the commander on such matters, and two or more Master-at-Arms (navy term for "policeman") who also have knowledge on stuff like that.
The Marshall's service is a separate agency that falls under the court system rather than law enforcement, and they handle transportation of convicts and locating fugatives.
Star Fleet would call the Intel Officer the "Comms Officer" has he supervises the communications and sensor techs. But his job is more than that as he is the one that will sort thru the data they collect to make sense of it all. He tracks intel reports from headquarters and tries to figure out trends in criminal activity.
RE Paperwork: I'm writing descriptions of every room on the ship, and for two admin offices, I wrote "Admin Office: Typically assigned to the Yeoman (admin clerk) and Legalman. These rooms are equipped with printers because even in the far-future, there will always be a need for hard-copy printouts of personnel records and legal documents." I have you covered. ;-)
