... and make a HET during that sub-pulse.

Does this mean you can High Energy Turn (HET) at any time during that sub pulse?
Can you HET after the movement with this ship that is doing the HET?
Can you HET after everyone else has moved including fighters and starbase rotation?

1) Yes a HET can happen at any time in the sub-pulse but exactly where your ship/unit HETs depends on your place in the order of movement; see (3) below
2) Not in the same sub-pulse. You can HET then move, you can move in one sub-pulse then HET in a later one, or you can HET and move in a later sub-pulse
3) The units HET in the order that they would have moved in. There's much more detail on this in this thread:
