The Hydran Attack rules for these were included in Version 6 of the RRB. However, there does not apepar to be an indication in the RRB that these specific rules are Border of Madness rules.
Was this intended or not?
Are these simplified rules now part of mainstream FC?

I was under the impression that the tugs and LTTs were part of vanilla FC, and it was just aegis and sensors that were BoM only.

Ah, I think the answer might be implied in the RRB text.
At the end of the introduction to the Special Sensors rules in the RRB:
In order to allow Federation Commander players to use the Federation scout, these rules are offered. More elaborate “Borders of Madness” rules will be provided in that product, but these rules are used in basic FC.
The last part of that discussion is new language is not in the Hydran Attack version of the rule. The way the AEGIS rules are now written also seems to imply that the version of them in the RRB is now in the base game. _________________ Jim Dauphinais, Chesterfield, MO

(oh I love being able to copy from my new pdf rulebook) which says:
(5T3) HIGH ENERGY TURN PENALTY: A tug or LTT carrying a pod does not get the (2D2a) bonus and must roll for High Energy Turns.
Let's say that my Tug has its pod attached and does a High Energy Turn, breakdown result is irrelevant for this question.
Now let's say that I drop my pod, and then next turn I do another High Energy Turn.
This may sound like a superfluous question, but does that second HET still count as the second HET and therefore does not get the bonus, or is it counted that his is the first without the pod so it does get the bonus?
I suspect the former will be correct, as it's still the first HET of the game but just does not get the bonus, like with a battleship. _________________

The first case. Since you performed an HET, you forfeit your ability to get the bonus. _________________
