When you have a fleet all moving at the same speed, all having the same turn mode, all in the same hex, and all comming from the same hex and you are worried about enemy transporting boarding parties, after offensive fire, which shields must be dropped to reinforce a ship with extra marines.

You would have to determine (die roll) which shield you are facing ---
Possible, you might not even be facing the currently down shield,
do you want to lower a second shield on the ship being boarded --

Once that location of all your ships in the hex is determined, as long as your speeds stay the same and you move to the same hex, that location will remain the same ---

You could determine a formation early in the game, just keep track of it by some manner ---

Really, if you are starting off the scenario this way, then you can state your relative positions at the start of the scenario. (At this point, your ships are arranged however you want them to be.) If you forget to do so at the beginning, then you would need to use the die roll thing that Bolo mentions. (Tour opponent, of course, could always allow you to retroactively declare positions from the start, if he so wishes.)

This isn't a ruling, either. The rules already allow you to position your ships as you wish at the start of the scenario (subject to the restrictions given in the scenario rules). Whether those positions are in different hexes or the same hex is immaterial.
