Do the Romulan ships point value include the cloaking device or do they also increase their point value by 20% like other factions? Also from a lore perspective which races traditionally used cloak and at what prevelence? Thanks guys and gals!

Hey all,
I got Romulan Boarder and Klingon Attack for Xmas. I noticed for the federation i do not have a complete set of energy token(only a few) and also do not have a full set of slip/turn counters they start at 11 and go to 16. It is possible I am missing other items as well and just dont know ...

Question about Fed Com
I am looking at possibly getting into this great looking game. I had a question about sensors and electronic warfare. Does Federation command have a sensor or EW managment aspect to it? If so what kinds of systems are being used?
