Question about romulan ship point cost and cloak

Do the Romulan ships point value include the cloaking device or do they also increase their point value by 20% like other factions? Also from a lore perspective which races traditionally used cloak and at what prevelence? Thanks guys and gals!

Romulan point values incorporate the cost of the cloak.

Aside from the Romulans, only the Orions made use of cloaks. Even then, only about ten percent of all Orion ships in the modern era were actually equipped with them. (I'd imagine the exact percentages varied from one cartel to another, with those operating in Romulan space somewhat more likely to have access simply due to there being more devices being available to steal.)

You may occasionally find some sort of stealth or distortion system in one or other factions in some far distant region of the SFU, but none of those would equate to a true cloaking device.

Can Orion ships from the Middle Years have cloaking devices?

The Orion Ship Cards in Briefing #2 each have an entry denoting the point value adjustment when using the cloaking device.

(The Middle Years Raider Cruiser is a stand-in for the Throne of Ozymondas, as it served prior to 2577; the entry for the Throne in the OPRB advises factoring in the cloak cost shown on the MY CR Ship Card.)
