I just wanted to know why the HBC has a fed drone rack?

I have no clue what the "HBC" is.

That said, there are the occasional non-Federation ship that uses a Federation-style drone rack. Likewise, some Federation ships make use of a standard, non-Federation style drone rack.

Calling it a "Federation drone rack" does not mean, or even imply, that particular style of drone rack is used only by the Federation, or that the Federation only uses it. The nomenclature simple means that it is most commonly used by the Federation and differentiates it from the "normal" drone rack that is most commonly used by the other empires.

The correct nomenclature is [base ship type followed by cosing to indicate variant]:
BCH (Battlecruiser, heavy)
CA (Cruiser amored)
CL (Cruiser, light)

and so on.

I already answered the question.

The short form is: Because it does.

Just because the drone rack type is called "Federation drone rack" or "Federation style drone rack", there is no limitation such that the Federation may only use that drone rack, or that no one else can use it.

So, for whatever reason, the designers of the Kzinti BCH decided that a small portion of the drone racks on it should be Federation drone racks to increase its versatility.

But if the Kzinti wanted a defensive measure they could have added anti-drones or more and more phaser-3's :twisted:

But they might not have had room. There's only so much you can fit on a ship. Probably didn't have room for ADD and Drone rack so they used the Fed Rack.

Or... since those racks are typically on later model ships (at least in SFB were there is a progression of ship types), perhaps the Kzinti shipyards orbiting Kzintai were destroyed in the Coalition attack...

After that, they could ill-afford to rebuild the facilities to construct enough drone racks to equip the newly constructed war-time fleet. That being the case, their new allies, the United Federation of Planets would most likely provide them with their surplus drone racks to bolster the defenses on the Federations western front...
