Can suicide Freighters fire their phaser/phasers?

Yes. Rule (4H2) specifically states that they may use their phasers, and gives no restrictions on that use.

The only two limitations given on the combat aspects of a suicide freighter is that 1) it must move as a seeking weapon and 2) its tractor may only be used in the Defensive Fire Phase.

Can an armed freighter be used as a suicide freighter?

No.

Rule (4H1) starts by saying "Standard freighters are converted into suicide freighters ..." But even aside that, no. Considering what you are doing with the freighter, it would be a total waste to use an armed freighter (or Q-ship) for that purpose.

Only standard freighters may be used.
