I haven't seen that he is planning to lobby SVC to include the modified ship in the game, just playing around for fun and matching something on screen.
I am sure some one out there has tried almost any odd combination of hull and weapons imaginable. Klinks with photons is fairly small change.
A D7 with plasma and ESG would be a big change!

Now we're going a bit crazy, the original proposal made sense because he was trying to make a TNG version (Correct me if there was a Plasma web or ESG armed Klingon ship in any show.)

Actually, no - it's not getting crazy. For several years now, Captain's Log has had aseries of articles called "Brothers of the Anarchist"...
[For those who don't know, the Anarchist wasa D7 Battlecruiser captured by the Hydrans and converted to their technology. It then fought on the Hydran/Klingon front and served as a huge thorn in the Klingon's side for the remainder of the General War.]
... detailing how the various ships of one Empire would be converted to the technology of an opposing empire in case of capture. There were Federation ships captured / converted by hte ISC - Klingon ships captured / converted by the Tholians - etc. These articles could be used as the basis for converting Fed Comm ship cards to captured technologies.
