Mike West answered your question 3 posts above this one. Look at rule (2B1c) REVERSE MOVEMENT:
"...acceleration is also doubled. The cost of deceleration, braking energy, evasive manuevers, and High Energy Turns is not doubled."

Is the answer in a Commique somewhere, it isn't in the rules either way I checked.

what version of the rulebook do you have?

The most recent I think. That would be the case if I bought KB in February 2009 would it not?

Look at the revision number on the front cover. In February 09' it should have been the revision 4.0 rulebook - unless you bought the game from someone who had an older copy still on the shelves.
(if that's the case, ADB will exchange it for an updated version at a very minimal cost - if you contact them via email)

I just went back and checked my older rulebooks that have been filed away.
The original Release of Klingon Border did not have section 2B1c in it's rulebook... nor did my original Romulan Border rulebook.

Now... that being said, every copy of the revison 4 rulebook that I ran across had that rule in it... as does the prototype copy of the FCRRB.

It is the Romulan Border Version (Though It does say Klingon border on the front.) Therefore I think so. Anyhow, my book does not have it.
